RESOLUTION NO. 1134
A RESOLUTION OF THE PLANNING COMIfISSION OF THE
CITY OF ARCADIA AMENDING CONDITION 6 OF RESOLU-
TION 1081 GRANTING A CONDITIONAL USE PERMIT FOR
A CHURCH AT 560-610 WEST FOOTHILL BOULEVARD.
WHEREAS, on February II, 1980, a request to modify the conditions
of approval for C.U.P. 78-19 (Planning Commission Resolution 1081)
was filed by the Arcadia First Ward, Church of Jesus Christ of Latter-
Day Saints, on the property commonly known as 560-610 West Foothill
Boulevard, more particularly described as follows:
Portion of Lots 2 and 3, Los Robles de Santa Anita,
in the City of Arcadia, County of Los Angeles, as
per Map recorded in Book 33, Page 20, of Maps in
the Office of the Recorder of said County.
WHEREAS, a public hearing was held on February 26, 1980, at which
time all interested persons were given full opportunity to be heard
and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA
HEREBY RESOLVES AS FOLLOWS:
Section I. That the factual data submitted by the Planning De-
partment in the attached staff report is true and correct.
Section 2. This Commission finds that the following changes will
not be detrimental to the public health or welfare or injurious to the
property or improvements in such zone or vicinity and will not have
a substantial adverse impact on the environment.
Section 3. That the Commission amends Condition 6 of Section 3
of Planning Commission Resolution 1081 to read:
6. A modification is granted to allow an 81 foot high
steeple in lieu of 35 feet allowed.

Section 4. That the Commission adds Condition 14 of Section 3
to Planning Commission Resolution No. I081 which reads:
14. A modification is granted to allow a portion of the
building to be 36' high in lieu of 35' allowed.
Section 5. The Secretary shall certify to the adoption of this
Resolution.
I HEREBY CERTIFY that the foregoing Resolution was adopted at a
regular meeting of the Planning Commission of the City of Arcadia on
the 26th day of February, 1980, by the following vote:

On February 11, 1980, the Planning Department received a letter
from the Church of Jesus Christ of Latter Day Saints requesting
modification of conditions of approval for C.U.P. 78-19. A public
hearing has been scheduled on this item for tonight's meeting. All
property owners within 300 feet have been notified.
The church is requesting the following modifications of the church
plans which were approved by the Planning Commission on January
9, 1979 (C.U.P. 78-19, Resolution 1081).
1. Construct an 81' high steeple in lieu of a 72' high
steeple permitted by C.U.P. 78-19.
2. A portion of the building to be 36' at its highest point
in lieu of 35' allowed (original plans scale 32').
As noted in the applicant's letter, the proposed church will be
located a minimum of 108'.from the westerly property line, 78' from
the Foothill Boulevard property line, 127' from the Baldwin Avenue
property line and 162' from the southerly property line.
It is staff's opinion that the requested modifications would not
have an impact on adjoining properties in the area, therefore, staff
recommends approval of the requested changes.
If the Planning Commission determines that the requested modifications
are appropriate, it should adopt the attached Resolution No. 1134
which amends Resolution No. 1081. If the Commission does not wish to
approve said modifications, the application would have to comply with
the conditions set forth in Planning Commission Resolution No. 1081.
Attached for your consideration is the applicant's letter, the re-
vised plans, Planning Commission Resolution No. 1081 and Planning
Commission Resolution No. 1134.

Subject: L.D.S. Church Facility, 560 West Foothill ffivd., Arcadia, CA
We respectfully request approval to;
1. Build a steeple for the proposed Latter Saints Church facility
81' -0" high in lieu of the 35' _0" height restriction for buildings
in this area. A 72'_0" high steeple was approved December 12, 1979.
Please refer to condition 6 of resolution 1080 (C.U.P. 78-19).
This approval was obtained before the final design for the project
was completed. An increase in the tower height is requested so
that the steeple will be in proper scale and proportion to the
building to which it is attached.
2. We request permission to build an edifice 36'_0" at its' highest
point from grade (Steeple exempted) in lieu of the 35'-0" height
restriction for buildings in this area.
Approval of these two requests will result in an integral design more
attractive and aeethetically pleasing than the design initially approved.
The building is sited with open space set backs of front yard 75', sidE>-
yards lOO' and rear yard 180' . It will therefore not encroach upon the
view or access of adjacent property owners to sun or natural light. The
scale of the building will be softened by gently mounding and extensive
landscaping. .
