1. PUBLIC COMMENTS (5 MINUTE TIME LIMIT PER PERSON)
Any individual wishing to speak before the Senior Citizen Commission is limited to five (5) minutes
per person, unless waived by the Senior Citizen Commission. Under the Brown Act, the Senior
Citizen Commission is prohibited from discussing or taking action on any item not listed on the
posted agenda. The matter may automatically be referred to staff for appropriate response or
action or may be placed on the agenda of a future meeting.

SENIOR COMMISSION REGULAR MEETING
CALL TO ORDER – Chairperson Cao called the meeting to order at 4:00pm.

1. PUBLIC COMMENTS
REPORTS FROM SENIOR CITIZENS COMMISSIONERS
Vice-Chairperson Mazone reported the Travelers had their board meeting on August 18 and
their general meeting on August 26 with guest speaker Laura Henneforth from the Gilb
Museum. Vice-Chairperson Mazone reported new officers for 2023 have been elected. Vice-
Chairperson Mazone escorted a trip on August 17, to Catalina Island for the day and said it was
the best groups they’ve had. Vice-Chairperson Mazone reported the Travelers Club has sold 16
tables for their upcoming 40th Anniversary celebration on September 23. Vice-Chairperson
Mazone reported on upcoming trips: On September 17, Danish Days in Solvang, and a visit to
the Chumash Casino. On October 8, a trip to Downtown Disney Harvest Craft Festival will take
place. On November 26, the Bob Baker Christmas show and lunch at the Smokehouse. The
next Travelers board meeting will be held on September 15.
Commissioner Salazar reported Arcadia Police Sergeant Bonomo will be the guest speaker on
September 15, at the Golden Senior Club and will present on crime prevention tips for senior
citizens. The Club will also celebrate Grandparents Day on September 15. Commissioner
Salazar mentioned the Assistance League building was closed for a few days due to a water
issue. Commissioner Salazar reported club members stopped by the Community Center to have
lunch instead. There were quite a few members with an August birthday, the Club celebrated
with cake and ice-cream.
Commissioner Swope reported the Friendship Club is doing well. She thanked ADRCS Cheung
for contacting Public Works and taking care of the issue with large containers parked on the
corner of Naomi Avenue and Lovell Avenue. The large containers parked on the corner of
Naomi and Lovell have been moved and it is now easier for drivers to make a safe turn at the
intersection.
Commissioner Penny reported she is still busy at her place of work with the administration of the
Monkeypox vaccinations. Commissioner Penny reported up to 400 vaccines are administered
daily. There are people who come all the way from Palm Springs. It is a walk-up clinic that will
be available for approximately six months.
Commissioner Martinez reported the Assistance League Bargain Box will be closed from August
27 through September 14. Volunteers will be refreshing the store and taking out all and
Halloween decorations. Commissioner Martinez reported the Day of Service event was a
success. Everyone came together and a total of 120 baby blessing backpacks were put together
and all donated to six local charities who serve mothers to be. The charities are Union Station,
Elizabeth House, Foothill Unity, Chat Care, Trinity, and Sycamores.
Chairperson Cao talked to neighbors about USC Arcadia Hospital. He has been getting a lot of
questions regarding the change of name of the hospital. Chairperson Cao invited staff from USC
Arcadia to talk about USC Arcadia Hospital to answer questions. Chairperson Cao also
informed everyone there will be a meet and greet with leadership from USC Arcadia Hospital on
September 22. The meeting will be held at the Community Center from 1 to 3pm. They will be
there to answer questions as well.
REPORT FROM CITY COUNCIL MEMBER LIAISON
Mayor Pro Tem Paul Cheng reported Arcadia Police Officer Manley who was shot in the face on
August 10, while responding to a family disturbance in Arcadia. Officer Manley was released
from Huntington Hospital and is now recovering at home. The other victims who were hurt
including the mother of the shooter and a neighbor who are both expected to recover. Mayor
Pro Tem Cheng reminded everyone there will be a dedication and ribbon ceremony event on
Saturday, September 17 to honor the late Carol Libby. The event will take place in the new
Carol Libby Memorial Courtyard & Garden located in front of the Gilb Museum of Arcadia
Heritage at 11am. Mayor Pro Tem Cheng also informed everyone of the Foothill Unity Golden
Plate Award event at Santa Anita Park on September 22 at 6pm.

3. REGULAR ITEMS
a. USC Arcadia Hospital Update
Chairperson Cao introduced Director of Marketing, Brian Greene to present on USC Arcadia
Hospital. Mr. Greene reported the transition to USC Arcadia Hospital has been an easy fit and
change. All staff member, nurses, and doctors are still working and bringing their expertise to
the hospital. During COVID-19 hospitals across the country had challenges with shortages of
staff. USC Arcadia Hospital is doing great and operating well. There will be more options of
doctors and specialist including the USC Headquarters located in Los Angeles. Mr. Greene also
talked about different types of nursing careers, shortage of nurses, and competitive wages
throughout the country. Mr. Greene mentioned they will be celebrating their 120th anniversary in
2023. In 1903 Methodist Hospital had their first patient, a young woman ready to give birth.
Methodist Hospital was built in Arcadia in 1957.
b. Report of Recreation Supervisor
Recreation Supervisor, Gina Hernandez (RS) reported the Senior Services is finally fully staffed.
Newly promoted Recreation Coordinator, Denisse Bringas will oversee senior events, programs,
and more. New hire Brian DeLeon will oversee the senior lunch program, events, lectures, and
more. RS Hernandez reported the Blood Pressure Screening program is doing well and we
have more people coming in each month. The senior lunch program is doing fantastic, up to 85
meals are being sold daily. Bingo and Bunco are very well attended and popular with many new
faces coming in to play. Some seniors just come in to enjoy the delicious food! RS Hernandez
reported the beach trip had 53 seniors. Everyone enjoyed the day, the weather, and all the food
available. Participants are excited about the Western Hoedown on September 9. There will be
food, dancing, and DJ by our very own instructor, Pam Wagoner. RS Hernandez reported Tech
Talk and Walk & Talk programs are back beginning September 8 and 9. RS Hernandez
reported Breathe Southern California will have an Adult Lung Health Workshop at the
Community Center on September 15. They will talk about lung disease, risk factors, and how to
recognize symptoms. Lastly, RS Hernandez wanted to mention singing with James Iranfar every
Wednesday is growing with up to 28 people stopping by each week. Seniors look forward to it,
there are a few with very nice voices who lead the songs, they sit in the lobby area from 1pm to
3pm and sing songs while James plays guitar.
c. Report of Recreation and Community Services Director
Assistant Director of Recreation and Community Services (ADRCS) Candice Cheung reported
the City currently has three Los Angeles Center for Alcohol and Drug Abuse (LA CADA) case
managers working Monday through Sunday. The new case managers are passionate about
their job, and lover what they do. In July, they assisted 185 individuals experiencing
homelessness, 98 were first-time encounters. If you know someone experiencing homelessness
or looking for assistance, please call 562.844.1484 or email arcadia@lacada.com. A case
manager will be in contact. ADRCS Cheung reported there have been a few success stories
that we are happy to hear about.
ADRCS Cheung reported the City of Arcadia participates in the San Gabriel Valley Council of
Governments’ High Acuity Homeless Outreach Program designed to fill gaps in outreach and
the service needs of high-acuity populations who are more frequent users of homeless services.
The High Acuity Homeless Outreach Program contract began the week of August 22, and the
outreach team deployed for the first time on Tuesday, August 23. On their first day, the High
Acuity Outreach Team had six engagements. The team will continue to provide outreach in
Arcadia every Tuesday through June 15, 2023. The City currently approved working with a
Mobile Crisis Unit for those who need extra care.
ADRCS Cheung reported on Tuesday, August 30, Arcadia Fire Department Chief Briggs and
Deputy Chief Suen assisted seniors to sign up for the Community Connect program. It’s free, it’s
easy and encourage everyone to sign up and provide as much information. By providing
information about you and your household, first responders can better assist you.
ADRCS Cheung reported the cost of paper has increased tremendously therefore, the Peacock
Buzz brochure was not printed this fall. Residents were mailed a QR Code information card
instead with quick access to the Peacock Buzz brochure online. ADRCS Cheung reported the
Senior Health and Information Fair will take place on Friday, September 2 from 10am to 1pm at
the Community Center. There will be free health screenings, informational booths, lunch and
learn with a guest speaker, and more.

Arcadia Senior Services play an integral part in the wellness of the senior community. The multitude
of programs, services, and activities offered supports the healthy and independent lifestyle of the
participants. A brief description with program attendance is listed below.

Free blood pressure check is available for our senior patrons
every month on Tuesdays, from 10-11am in the Community
Center billiard room.

Program
A nutritious meal is provided Monday-Friday for senior citizens.
For many seniors, this is the only hot meal they have daily.

Exercise plays a vital role in health and wellness. Classes
include line dance, cardio plus, and Zumba. These courses
contribute to bone density improvement, increased muscle
strength, flexibility, the reduction of stress, and improved cardio.

Summer Table Tennis is available Monday-Friday, from 8:30am-
3:30pm. Seniors can drop in and play to gain exercise and
socialization.

Sight
The Lions Sight program is offered in conjunction with the
Arcadia Lions Club. It offers low-income seniors with free vision
care. Prospective clients are screened by a staff member who
make the necessary arrangements for the service.

Mahjong
Mahjong is a game of Chinese origin usually played by four
people with 144 tiles that are drawn and discarded until a player
secures a winning hand. Mahjong meets every Friday at 1pm.

Dance
Monday Dance is held the 1st, 3rd, and 5th Monday of every
month. This program provides a good element for participants
and has a good ratio of male and female dancers.

Dial A Ride

Bus Pass
Dial A Ride bus passes are sold at the Community Center and
can also be mailed to seniors. Bus passes are $5 per month. 22

Assistance
The Neighborhood Legal Services of Los Angeles Organization
is available once a month at the Community Center to provide
seniors with legal insight.

Services
Notary services are limited to three signatures or thirty minutes
per appointment every 2nd and 4th Tuesday of each month. 3
Coffee with
the Mayor
On the third Tuesday of the month, seniors listen and chat with
the Mayor about City issues and topics of personal interest. 35

Movie
New releases or classic movies are shown on a theater size
screen every Wednesday at 12:45pm. 73
Walk & Talk Every Thursday at 9am, seniors can join a staff member for a
short, leisurely walk around the center and surrounding areas. 12
Tech Talk
On the third Friday of the month, seniors can pair up with a tech
savvy Volunteen for assistance with their phone or iPad device.
Tech Talk resumed on September 16.

Western Hoedown event.
