RESOLUTION NO. 1127
.
A RESOLUTION OF THE PLANNING COMHISSION OF THE
CITY OF ARCADIA RECOMMENDING DENIAL OF TEXT
AMENDMENT 80-3 TO PERMIT HOTELS AND MOTELS IN
INDUSTRIAL ZONES ON A CONDITIONAL USE PERMIT BASIS.
WHEREAS, a text amendment was initiated by the City for the
consideration of allowing hotels and motels in induatrial zones on
a Conditional Use Permit basis; and,
WHEREAS, a public hearing was held on January 8, 1980, at which
time all interested persons were given full opportunity to be heard
and present evidence;
NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF THE
CITY OF ARCADIA AS FOLLOWS:
Section 1. That the factual data submitted by the Planning Depart-
ment in the attached report is true and correct.
Section 2. This Commission finds that the public necessity and
... general welfare do not justify said text amendment.
Section 3. For the foregoing reasons the Planning Commission
recommends to the City Council denial of TA 80-3.
Section 4, The secretary shall certify to the adoption of this
resolution.
I HEREBY CERTIFY that the foregoing resolution was adopted at a
regular meeting of the Planning Commission of the City of Arcadia, on
the 22nd day of January, 1980, by the following Vote:

REQUEST:
Text Amendment to permit Hotels and Hotels in
industrial zones on a Conditional Use Permit basis.
PROPOSAL & ANALYSIS
This text amendment was initiated by the City in order to expand
the areas in which a hotel/motel could be constructed within the
City.
The existing code provisions allow for hotels/motels in C-2 or less
restrictive commercial zones on a conditional use permit basis, How-
ever, the amount of commercially zoned property which could be de-
veloped with a hotel/motel is limited,
The Arcadia Redevelopment Agency is working to obtain a hotel/motel
site and developer. The most likely area for such a development
will by necessity involve properties which are predominantly zoned
for industrial uses.
In order t6 provide for expanded potential locations for hotel/motel
us~s th~ following changes and additions to the code are recommended:
Section 9275.1.50 HOTELS should be amended to read:
"9275.1. 50. HOTELS. C-2 or any less restrictive commercial
or industrial zone." (change underlined)

Section 9275.1.52, MOTELS, AUTO COURTS AND TOURIST COURTS should
be amended to read:
"9275.1.52. MOTELS, AUTO COURTS ANIl TOURIST COURTS. C-20r

underlined)
Pursuant to the provisions of the California Environmental Quality
Act, the Planning Department has prepared an initial study for the
proposed project. Said initial study did not disclose any substan-
tial or potentially substantial adverse change in any of the phy-
sical conditiOns within the area affected by the project including
land, air, water, minerals, flora, fauna, ambient noise, and objects
of historical or aesthetic significance. Therefore, a Negative
Declaration has been prepared for this project,
Before the Planning Commission and City Council takes action on
this project, the Commission and Council should "move to approve
and file the Negative Declaration and find that the project will
not have a significant effect on the environment."
