HomeMy WebLinkAbout1016 ~ ~ , ~ RESOLUTION NO. 1016 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA DENYING A CONDITIONAL USE PERMIT FOR A SELF-SERVICE CAR WASH AT 28 WEST LIVE OAK AVENUE. WHEREAS, on October 6, 1977, an application was filed by Edward E. Simpkins and Edward E. Simpkins, Jr., to construct and operate a self~service, coin-operated car wash, Planning Department Case No. C.U.P. 77-25, on property commonly known as 28 West Live Oak Avenue, more particularly described as follows: The northerly 140' of Lot 3, Block A, Tract 10898 in the City of Arcadia, County of Los Angeles, as per map recorded in Book 189, pages 42 and 43 in the office of the Recorder of said County. WHEREAS, on October 25, 1977, a public hearing was held on said matter at which time all interested persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY RESOLVES AS FOLLOWS: SECTION 1. That the factual data submitted by the Planning Department in the attached staff report is true and correct. SECTION 2. The Planning Commission finds that the proposed self-service coin-operated car wash could be detrimental to water conservation, could create policing problems because it would be unattended, could create additional traffic problems at an already congested intersection, and would be detrimental to the public health and welfare and injurious to the property or improvements in such vicinity. -l- 1016 . . . . . SECTION 3.. That for the fo~ing reasons, this Commission denies the conditional use permit for a self-service, coin-operated car wash. SECTION 4. The Secretary shall certify to the adoption of this resolution. T .A. 77-6 2 a mInImum of 16 businesses which have loading doors adjacent to or fronting on alleys. Restricting alley loading could create a severe hardship on these businesses. The City can, however, discoura~e vehicles from parking in alleys for the purpose of unloa ing and loading merchandise by requirin€ loading doors on new buildings to be placed a minimum of 10 feet from the alley. Adopting this text amendment would not guarantee that vehicles will not use the alley for parking, especially when it is more convenient to do so. Staff would recommend that the following be added to Section 9269.10 "Loading Requirements" as set forth in the parking ordinance: "Loading doors on commercial or industrial buildings shall be located a minimum of 10 feet from an alley." . Pursuant to the provisions of the California Environmental Quality Act, the Planning Department has prepared an initial study for the proposed project. Said initial study did not dis- close any substantial or potentially substantial adverse change in any of the physical conditions within the area affected by the project including land, air, water, minerals, flora, fauna, ambient noise, and objects of historical or aesthetic signifi- cance. Therefore, a Negative Declaration has been prepared for this project. Before the City Council takes action on this project, the Council should "move to approve and file the Negative Declaration and find that the project will not have a significant effect on the environment." RE COMMENDAT ION The Planning Department recommends Section 9269.10 be amended to read: . . "9269.10. LOADING REQUIREMENTS. On the same land therewith, every building, structure or part thereof, erected or occupied for a permitted use involving the receipt or distribution by vehicles of materials or merchandise incidental to carrying on such activity, shall be provided with a minimum off-street or off-alley loading area of one (1) loading space for each nine hundred twenty-nine square meters (929 sq. m.) = (10,000 sq. ft.) of gross floor area. When a fractional figure is found as a remainder in computations made to determine the amount of . Each such loading space shall not be less than three hundred five centimeters (305 cm.) = (10') wide by seven hundred sixty centimeters (760 cm.) = (24'11") long with adequate provision for egress and ingress. The southerly 145 feet is used . . ~ C.U.P. 77-25 2 . for parking by Vacco Carpets, owned by the applicant, Edward E. Simpkins. Buildin&: The applicant is proposing a s-bay self-service car wasn 18 feet by 95 feet. The building will be slumpstone block 17 feet in height with a tile mansard roof. The building will be set at an angle to the Live Oak property line. Parkin~: There will be 7 parking stalls at the rear of the site wIth vacuums adjacent to the stalls. Access to the bays will be from the westerly 30-foot driveway. Egress from the lot will be from a 19' 6" driveway easement located adjacent to the easterly property line. There is a 39-foot paved area between the bays and the westerly property line. This area would provide room for cars waiting to use the car wash. Landscating: The applicant proposes a 3-foot wide planter along t e westerly property line. A planter 12 feet in width reducing to 1 foot in width is proposed in front of the building adjacent to the Live Oak property line. . MISCELLANEOUS INFORMATION The car wash will be open 24 hours. There will be one part- time employee who will work 1-2 hours a day cleaning the premises and maintaining the equipment. Two light standards are proposed adjacent to the vacuum equipment. No trash enclosure is shown on the plans. The applicant has indicated that a self-service car wash uses approximately 14-18 gallons of water in a 5-minute cycle as compared to 150-400 gallons per cycle for a full-service car wash. Staff contacted the Water Department and was advised that an ordinary 3/4-inch garden hose in a residential area will use approximately 18-20 gallons of water per minute or 90-100 gallons per 5 minutes. ANALYSIS . A self-service car wash is a permitted use in a CoM Zone with an approved conditional use permit and is consistent with the General Plan designation of Commercial. . Staff believes the first bay should be setback a mInImum of 10 feet from the Live Oak p~operty line. This bay is too close ......- - . . . C.U.P. 77-25 3 to the property line and anyone waiting to use the bay could block the driveway and eastbound traffic. Also a 10-foot setback would allow for additional landscaping and screening along Live Oak. A lO-foot setback might reduce the number of washing bays to four. Staff also recommends that a s-foot landscape planter be located along the westerly property line in lieu of the 3 feet shown. This would require a reduction in the driveway, but would still allow for a 37-foot paved area between the building and westerly property line. No wall or fence is shown screening the rear parking area from this use. Staff would recommend that a 6-foot high wall be con- structed between the existing parking area and the proposed car wash. This would also reduce the effect of the car wash equipment noise on the properties to the south. In order to further reduce the possible impact the car wash may have on the R-3,property to the south, the Planning Depart- ment would recommend that the hours of operation be limited. RECOMMENDATION The Planning Department recommends approval of C.U.P. 77-25 subject to the following conditions: 1. That there be a minimum 10-foot setback on Live Oak, and said setback be landscaped. 2. That the landscape planter adjacent to the westerly property line be a minimum of 5 feet in width. 3. That a revised plot plan and landscape and irrigation plan be submitted to the Planning Department prior to issuance '?" . . . C.U.P. 77-25 4 4. of any building permits. A 6-foot high block wall be located between the southerly parking area and the proposed self-service car wash. That lighting shall comply with Section 9265.6.1 of the Arcadia Municipal Code. 6. That the parking area shall be striped and have wheel stops in accordance with Sections 9269.8.A and 9269.9.A of the Arcadia Municipal Code. s. 7. That a trash enclosure be provided as per Section 9265.6.6. 8. That building materials be as per plans on file in the subject case or equivalent material as approved by the Planning Commission. 9. The hours of operation shall be from 6:30 a.m. to 1:00 a.m., seven days a week. 10. It's important to note that it takes far less water to wash a car in a coin operated facility than in an alltomatic car wash, or at home. A self-service car wash will Ilse 14 to 18 gallons of water in a five minute cycle. A full service will use anywhere from 150 to over 400 gallons of water per car. Even at home washing uses more water. Assuming a 3/4" hose and normal water pressure. five minutes of washing will use approximately lOa gallons of water as compared to 14 to 19 gallons for self-service. Since the cllstomer pays by the minllte at a sel:'-service, the race against time to wash a car saves both money and water. . If more urgent water conservation efforts become necessary, homeowners, and even more so apartment renters ,may not want to or may not be allowed to wash their car where they live. The self-service then becomes an important alternative - a water conserving alternative. Also, I have checked with the Southern California Water Department three times in the last six months. As of this point in time there is no problem from their point of view with this type of facility getting water. The only suggestion for water conservation that was made was to consider plumbing fer recycling of water. However, given how little water is Ilsed })er cycle in a self- service car wash and the inefficiEncy and cost of recycling equipment, the amount of water conserved w0uld probably not justify the equipment. .
