RESOLUTION NO. 1015
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA RECOMMENDING APPROVAL
OF A TEXT AMENDMENT ADDING REQUIREMENTS FOR
EXTERIOR LIGHTING IN RESIDENTIAL ZONES.
WHEREAS, a public hearing was held on October 11, 1977
before the Planning Commission to consider adding a section to
the R-O, R-l, R-2 and R-3 zones setting forth standards for
exterior lighting in said zones; and
WHEREAS, all interested persons were given full opportunity
to be heard and to present evidence:
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA RECOMMENDS TO THE CITY COUNCIL:
SECTION 1. That Sections 9251.2.14, 9252.2.23, 9253.2.19,
and 9255.2.20 be added to the Arcadia Municipal Code to
read as follows:
"EXTERIOR LIGHTING. Exterior lighting shall be hooded
and arranged to reflect away from adjoining properties and streets.
Light standards shall be a maximum of fifteen feet (15') in
height and exterior light fixtures may be mounted a maximum of
fifteen feet (IS') above grade on any wall or structure."
SECTION 2. The Planning Commission finds that the proposed
text amendment will provide uniform standards for exterior lighting
and that the public necessity, convenience, general welfare and
good zoning practice justify the above recommendation.
SECTION 3. The Secretary shall certify to the adoption

of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the Planning commission of
the City of Arcadia held on the 25th day of October, 1977, by

PROPOSAL:
To add a section to the R-O, R-l, R-2 and
R-3 zones relating to maximum height for light
standards
GENERAL INFORMATION
Presently the Arcadia Municipal Code has no specific section
in the residential zones which relate to light standards.
Sections 9251.2.1 (R-O zone) and 9252.2.1 (R-I zone) state:
"No building or structure shall . . . exceed 35 feet
in height."
Light standards are considered structures and, therefore, may
be 35 feet in height.
The R-2 and R-3 zones have no regulations applying to light
standards.
In the past year, there have been an increased number of tennis
courts constructed with lighting. Because the City has no
regulations regarding lighting other than that cited above,
there have been no uniform standards which can be enforced.
It is staff's opinion that residential lighting should be as
restrictive as commercial lighting requirements.
One of the purposes of the IS-foot height limit as set forth
in commercial zones is to reduce illumination between commercial

uses and residential properties. Staff believes that light-
ing in residential zones should meet these same requirements.
Staff would recommend that the following be added to the R-O,
R-l, R-2 and R-3 sections of the Code:
"LIGHTING. Lighting shall be hooded and arranged
to reflect away from adjoining properties and
streets. Light standards shall be a maximum of
IS feet in height."
If a property owner wishes to have light standards in excess of
IS feet, a modification would be necessary. The Modification
Committee would then be able to determine the appropriateness
of the applicant's request.
Pursuant to the provisions of the California Environmental
Quality Act, the Planning Department has prepared an initial
study for the proposed project. Said initial study did not dis-
close any substantial or potentially substantial adverse change
in any of the physical conditions within the area affected by
the project including land, air, water, minerals, flora, fauna,
ambient noise, and objects of historical or aesthetic signifi-
cance. Therefore, a Negative Declaration has been prepared for
this project.
Before the City Council takes action on this project, the
Council should "move to approve and file the Negat i ve Declara-
tion and find that the project will not have a significant
effect on the environment."
RECOMMENDATION
The Planning Department recommends that the following sections
be added to the R-O, R-l, R-2 and R-3 zones and read as noted
below:
R-O Zone add Section 9251.2.14
R-l Zone add Section 9252.2.23
R-2 Zone add Section 92s3.2.19
R-3 Zone add Section 9255.2.20
These sections shall read:
"LIGHTING. Lighting shall be hooded and arranged
to reflect away from adjoining properties and
streets. Light standards shall be a maximum of
fifteen feet (ls ') in height."
