RESOLUTION NO. I014
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA RECOMMENDING A CHANGE
IN THE GENERAL PLAN TO DESIGNATE SANTA
CLARA EAST OF SANTA ANITA AS A COLLECTOR
STREET AND THIRD AVENUE AS EXTENDED NORTH
TO SANTA CLARA.
WHEREAS, a public hearing was held on October 11, 1977
for the purpose of considering changing the General Plan to
designate Santa Clara Street east of Santa Anita Avenue as
a collector street and Third Avenue as extended north to Santa
Clara Street; and
WHEREAS, all interested persons were given full
opportunity to be heard and to present evidence;
NOW, THEREFORE, BE IT RESOLVED THAT THE PLANNING
COMMISSION MAKES THE FOLLOWING RECOMMENDATION AND FINDS AS FOLLOWS:
SECTION I. That the General Plan be changed to
designate Santa Clara Street of Santa Anita Avenue as a
collector street and Third Avenue as extended north to Santa
Clara Street.
SECTION 2. The Planning Commission finds that the
General Plan designation for Santa Clara Street as a collector
street would be consistent with the designation for Santa Clara
Street in Arcadia's Select System of Streets; that a General
Plan designation for the extension of Third Avenue would facili-
tate its extension should such extension by pursued by the City;
and that the public convenience, necessity and welfare justify the
proposed change.

SECTION 3. The Secretary shall.certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the Planning Commission of the
City of Arcadia held on the 25th day of October, 1977, by the
following vote:

GENERAL INFORMATION

APPLICANT:
LOCATIONS:
City of Arcadia
Santa Clara Street (east of Santa Anita Avenue)
and the area between Santa Clara Street and the
terminus of Third Avenue.
PROPOSED CHANGES:
1. Designate Santa Clara Street (east of Santa Anita Avenue)
as a collector street in the text of the General Plan
Circulation Element (page 41) and on the General Plan Map.
2. Designate that portion of Third Avenue, north of Huntington
Drive, as being extended through to Santa Clara Street on
the General Plan Map.
3. Discuss in the text (page 41) of the General Plan Circula-
tion Element the option of creating a cul-de-sac on Third
Avenue approximately 500 feet south of the intersection wi~h
Santa Clara Street.
LAND USE AND ZONING:
Santa Clara Street extends through the general commercial (C-2 H)
and industrial (M-l) zones. These zones are separated by the
A.T. & S.F. Railroad. The area zoned C-2 H is west of the
railroad and is developed with a bank building, office buildings,
a lumber yard and a post office. The area zoned M-l is
developed with single-family dwellings, industrial buildings, and
outdoor storage areas.

BACKGROUND INFORMATION
In January 1977, the City Council adopted Ordinance No. 1583
which imposed a development moratorium within the area bounded
by Santa Clara Street, Fifth Avenue, Huntington Drive and
Second Avenue. The City Council directed staff to study traffic
circulation resulting from existing and future developments.
The resulting study (July 19, 1977) recommended that the General
Plan be changed to designate Santa Clara Street as a collector
street and to designate Third Avenue as being extended through
to Santa Clara Street.
SELECT SYSTEM OF CITY STREETS
The Engineering Division has designated Santa Clara Street as
a collector street on Arcadia's select system since 1964.
ANALYSIS

The proposed General Plan designation of Santa Clara Street as
a collector street would provide for consistency between the
General Plan and Arcadia's select system of streets.
The proposed General Plan designation for the extension of
Third Avenue would facilitate its extension should such exten-
sion be pursued by the City.
Pursuant to the provisions of the California Environmental
Quality Act, the Planning Department has prepared an initial
study for the proposed project. Said initial study did not
disclose any substantial or potentially substantial adverse
change in any of the physical conditions within the area affected
by the project including land, air, water, minerals, flora,
fauna, ambient noise, and objects of historical or aesthetic
significance. Therefore, a Negative Declaration has been pre-
pared for this project.
Before the City Council takes action on this project, the Council
should "move to approve and file the Negative Declaration and
find that the project will not have a significant effect on the
environment."
RECOMMENDATION
.
The Planning D~partment recommends the approval of the attached
changes in the General Plan. In the interest of time and cost,
only the pages in the General Plan which contain proposed
revisions have been attached.

Arterials which run in a north-south direction are;
First Avenue (between Foothill Boulevard and Duarte Road),
and Baldwin Avenue (north of Foothill Boulevard).
Michillinda Boulevard which is actually outside the westerly
city limits has been shown as an arterial.
Arterials which run in an east-west direction are;
Elkins Avenue, Sierra Madre Avenue, Colorado Boulevard, Santa Clara Street
Campus Drive, Live Oak (west of Las Tunas), and Clark Street. (west of
G!'andview Avenue (west of Santa Anita) which is actually Santa Anita
outside the northerly city limits has been shown as an Avenue),
arterial.

Collector streets which run in a north-south direction
are; Highland Oaks Drive, Rancho Road (north of Foothill
Boulevard), San Carlos Road (north of Foothill Boulevard),
Mayflower Avenue, Tenth Avenue, Sixth Avenue, Second Avenue,
First Avenue (between Duarte Road and Camino Real Avenue),
El Monte Avenue, Holly Avenue, Vaquero Road, and Golden
West Avenue.
Santa Clara Street (east of Santa Anita Avenue) ,
Collector streets wh4Ch run in an east-west direction
are; Orange Grove Avenue,THugo Reid Drive, Fairview Avenue,
Camino Real Avenue, and Longden Avenue.
The construction of the Fashion Park shopping center
will increase traffic primarily along the major arterials
leading to the center, notably Santa Anita Avenue, Huntington
Drive and Baldwin Avenue. These streets should be adequate
to handle anticipated volumes. Traffic to and from the
center using the Foothill Freeway should be encouraged to
use the Baldwin Avenue interchange. Baldwin Avenue between
Huntington Drive and the Foothill Freeway may require addi-
tional improvements or treatment in order to provide for
adequate and safe vehicular circulation. Traffic in the
West Arcadia commercial area along Baldwin will become more
congested as a result of traffic to and from the center from
the San Bernardino Freeway.

Traffic studies should be made after completion of the
shopping center to determine the extent and increase of
traffic along Hugo Reid Drive as a result of motorists
cutting through. At that time an assessment of the problem
should be made and appropriate action taken to insure only
local use of the streets to preserve the residential character
and quality of the area.
If Third Avenue is extended through to Santa Clara Street, serious
consideration should be given to creating a cul-de-sac approximately 500 feet
south of its intersection with Santa Clara Street. This would allow for the
Third Avenue right-of-way at Huntington Dri ve to be converted to commercial use.
This ,"",uld also reduce the nwnber of street openings onto Huntington Drive and
,"",uld force industrial traffic to utilize the signalized intersections at
Second and Fifth Avenues for turns onto Huntington Dri ve.
