C.U.P. 77-23 2 MISCELLANEOUS INFORMATION BUILDING: Approximately 860 square feet of floor area According to the Arcadia Municipal Code, the proposed facility should have 18 parking spaces. There are presently 304 parking spaces on the entire subject site in lieu of 330 spaces required by Code. PARKING: RESTROOMS : Restroom facilities do not meet Code requirements. The Uniform Plumbing Code requires that the proposed facility have two water closets, two lavatories and one urinal which meet handicapped standards. ANALYSIS The proposed facility is a permitted use in a C-2 Zone with an approved conditional use permit. The hours of operation would be from 11:00 a.m. to 9:00 p.m. daily. The applicant has indicated that the eating establishment would have a seating capacity of approximately 40 persons. . It is staff's opinion that the proposed facility would not create a substantial increase in parking for the subject site. Pursuant to the provisions of the California Environmental Quality Act, the Planning Department has prepared an initial study for the proposed project. Said initial study did not disclose any substantial or potentially substantial adverse change in any of the physical conditions within the area affected by the project including land, air, water, minerals, flora, fauna, ambient noise, and objects of historical or aesthetic significance. Therefore, a Negative Declaration has been prepared for this project. Before the Planning Commission takes action on this project, the Commission should "move to approve and file the Negative Declaration and find that the project will not have a significant effect on the environment." RECOMMENDATION The Planning Department recommends approval of C.U.P. 77-23 subject to the following condition: . I. That the restroom facilities conform with the Uniform Plumbing Code.
