RESOLUTION NO. 1009
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA RECOMMENDING A ZONE
CHANGE FROM R-l AND R-l 10,000 & D TO
R-M RESIDENTIAL MOUNTAINOUS SINGLE FAMILY
ZONE AND R-M RESIDENTIAL MOUNTAINOUS SINGLE
FAMILY ZONE & D FOR UNDEVELOPED MOUNTAINOUS
AREAS IN ARCADIA
WHEREAS, the Planning Commission of the City of Arcadia
held a public hearing on August 23, 1977 for the purpose of
considering changing the zoning from R-l and R-l 10,000 & D to
R-M and R-M & D for the undeveloped mountainous areas in Arcadia,
more particularly described in attached Exhibit "A", which is by
this reference incorporated herein; and

WHEREAS, all interested persons were given full oppor-
tunity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1, The undeveloped mountainous area in Arcadia
constitutes 308.58 acres and is contiguous to portions of the north
and east boundaries of the City, The mountainous terrain found in
the aforesaid area requires special controls not found in Zone R-1
to insure proper development of the mountainous portions of Arcadia.
The Design Overlay established by Arcadia City Council Resolution
3224 previously granted a Design Overlay ("D") for a portion of
the area defined in Section 1 of the aforesaid legal description.
Aforesaid Arcadia City Council Resolution 4335 is by this reference
. incorporated herein. This Design Overlay provides for a review
process by the Highland Homeowners Association Architectural Review
and Planning Committee which should be retained in the form of

Zone R-M & D, The more restrictive regulations shall apply should
there be any conflict between the Design Overlay and Ordinance 1597
and any amendments to the sections specified thereunder.
SECTION 2. That the Planning Commission recommends to the
City Council that the zoning of the property set forth in Section
1 of Exhibit "A" be changed from R-1 D 10,000 to R-M D, in Section
2 of Exhibit PAP from R-l to R-M, and in Section 3 of Exhibit "A"
from R-1 to R-M.
SECTION 3. The Planning Commission finds that the pro-
posed change would provide uniform zoning within the area, would
bring the zoning into conformance with the General Plan, provide
adequate protection for hillside areas, and that the public con-
venience, necessity and general welfare justify the above zone
change,

SECTION 4. Pursuant to the provisions of the California
Environmental Quality Act and State Guidelines, an initial study
has been prepared for the proposed project. We hereby find that
the facts contained in the initial study are true and correct and
that they do not disclose any substantial or potentially substantial
adverse effect on the environment. We hereby approve and file the
Negative Declaration and find the project will not have a signifi-
cant effect on the environment. Said documents are on file with
the Arcadia City Planning Department,
SECTION 5, The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia,

SURROUNDING

The property to the north and east is mountainous
and undeveloped, The property to the south and
west is developed with residential uses and
portions of the undeveloped area is in the
National Forest. The adjacent property in the
City of Sierra Madre is R-l 15,000 and the property
in Monrovia is zoned R-1 6,000, R-E 15,000 and
Watershed Zone,
AREA:
308,58 acres
GENERAL PLfu~: Single Family Residential 0-4 dwelling units per
acre
ANALYSIS
The proposed zone change is consistent with the previous Planning
Commission and City Council actions designating the undeveloped
portions of the Arcadia Hillside as Residential Single Family
0-4 dwelling units per acre, The proposed R-M zone would require

a permit review process for all new residential developments
and the accompanying access roads.
Mr, W. T, Beckwith has requested that an eight-acre portion of
the property be excluded from this zone change, The afore~
mentioned area was previously approved as Tentative Tract 27195
(see attached) by the Planning Commission and City Council in
1964, Tentative Tract 27195 provided for a 19-1ot subdivision
with a connection between Oakglen Avenue and Oakhaven Road with
two additional dead end streets which could have been used for
the development of additional residential property, Although
Tract 27195 was approved in its tentative stages by the Planning
Commission and City Council, Tract 27195 was never recorded or
completed and the approval by the City of Arcadia h~long since
expired,
.
Staff feels that some additional residential development of the
less severe slopes beyond the present terminus of Oakg1en
Avenue and Oakhaven Road may be feasible, However, Mr, Beckwith's
request to remove the old 19-10t subdivision from the area
proposed to be zoned R-M Residential Mountainous Single Family
would expose the area north of Foothill Junior High to potential
development that would not be controlled under the stricter
permit process found in the R-M zone requirements,
The Planning Department believes that all undeveloped hillside
property now in the Hillside Development Moratorium should be
placed in the R-M Residential Mountainous Single Family Zone
to insure proper development of the area.
Pursuant to the provisions of the California Environmental
Quality Act, the Planning Department has prepared an initial
study for the proposed project. Said initial study did not dis-
close any substantial or potentially substantial adverse change
in any of the physical conditions within the area affected by
the project including land, air, water, minerals, flora, fauna,
ambient noise, and objects of historical or aesthetic signifi-
cance. Therefore, a Negative Declaration has been prepared for
this project,
Before the City Council takes action on this project, the
Council should "move to approve and file the Negative Declara-
tion and find that the project will not have a significant
effect on the environment,"
RECOMMENDATION
.
The Planning Department recommends approval of Zone Change 2-77-6.

posed tract with approximately one acre of street area. This means the
density is about three parcels per acre, and the average lot size is ap-
proximately 13,90U feet.
Oakhaven Avenue and Oakglen Avenue would be well under ten percent grade,
and ~<oodland Avenue could be lleld to very close to ter, percent.

It is also requested tha t Chapter 70 of ti,e Uniform Buildins Code, 1976

fills which have been done with the approval of the City and in conformity
with geological reports submitted prior to that work being done. If this
were not done, it would mean the cut which is now pretty well grown over
would have to be recut, leaving another visible scar on the hillside which
I think is unnecessary.

drawings for Tract No. 27195.
