RESOLUTION NO. 1004
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA RECOMMENDING A
ZONE CHANGE FROM C-O to R-3 FOR PORTIONS
OF 646-650 WEST HUNTINGTON DRIVE.
WHEREAS, a public hearing was held on August 9, 1977
for the purpose of considering changing the zone from c-o to
R-3 Multiple Family Zone for portions of 646-650 West Huntington
Drive, more particularly described as follows:
The northerly 195 feet of the southerly 275 feet of Lots
4 and 5, Tract 2828, in the City of Arcadia, County of
Los Angeles, as per map filed in Book 33, page 63, of Maps,
in the office of the Recorder of said County.
WHEREAS, all interested persons were given full oppor-
. tunity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY
OF ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the
Planning Department in the attached staff report is true and
correct.
SECTION 2. That the Planning Commission recommends
to City Council that the zoning on the above decribed property
be changed from c-o to R-3 Multiple Family Zone, subject to the
following condition:
1. That this zone change shall not become effective
until all buildings, structures and fences are removed from the
entire property at 646-650 West Huntington Drive.

SECTION 3. That the Planning Commission finds that
the proposed change would provide uniform zoning within the
area and that the public convenience, necessity and general
welfare justify the above zone change.
SECTION 4. The Secretary shall certify to the adopt-
ion of this resolution.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the Planning Commission of the
City of Arcadia on the 23rd day of August, by the following vote:

ANALYSIS
The northerly 273 feet of the subject site would retain the
existing CoO zoning and the southerly 80 feet would retain the
existing R-3 zoning.
The applicant is seeking to extend the R-3 zoning an additional
194 feet to the north in order to facilitate the incorporation
of all of such R-3 zoned property and the adjacent easterly
properties into one multiple-family residential development.
The proposed zone change would be consistent with the General
Plan,
Staff feels that the requested change in zoning would promote
an appropriate improvement for the area,
Pursuant to the provisions of the California Environmental
Quality Act, the Planning Department has prepared an initial
study for the proposed project, Said initial study did not dis-
close any substantial or potentially substantial adverse
change in any of the physical conditions within the area affected
by the project including land, air, water, minerals, flora,
fauna, ambient noise, and objects of historical or aesthetic
significance, Therefore, a Negative Declaration has been
prepared for this project,
Before the City Council takes action on this project, the
Council should "move to approve and file the Negative Declara-
tion and find that the project will not have a significant effect
on the envi ronmen t,"
