RESOLUTION NO. 1003
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA GRANTING A CONDITIONAL
USE PERMIT TO OPERATE A GYMNASTICS HEALTH
CLUB AT 416 EAST LIVE OAK AVENUE.
WHEREAS, on July 18, 1977, Richard Nicholas filed an
application for a gymnastics health club, Planning Department
Case No. C.U.P. 77-17, on the property commonly known as 416 East
Live Oak Avenue, more particularly described as follows:
Parcel 3 of Parcel Map 1029, in the City of Arcadia,
County of Los Angeles, State of California, as 'recorded
in Map Book 20, page 95, in the office of the Recorder
of said County.
WHEREAS, a public hearing was held on August 9, 1977, at
which time all interested persons were given full opportunity to be
h~ard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the
Planning Department in the attached report is true and correct.
SECTION 2. This Commission finds that:
1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the property or improvements in such zone
or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size

and shape to accommodate said use including all yards, parking,
loading, landscaping and other features required to adjust said
use with the land and uses in the neighborhood.
4. The site abuts streets and highways adequate in
width and pavement type to carry the kind of traffic generated by
the proposed use.
5. The granting of such conditional use permit will not
adversely affect the General Plan.
6. The use applied for will not have a substantial
adverse impact on the environment.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional
use permit for a gymnastics health club upon the following condi-
tions:
1. The property shall be improved and maintaiped in
accordance with the plans which are on file in the subject Case
No. C.U.P. 77-17 and applicable regulations of the Arcadia Municipal
Code.
2. The applicant, with the owner's permission, shall
cause the sign at 30 South First Avenue to be removed.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the Planning Commission of the

The applicant operated the same gymnastics health club for
approximately one year at 30 South First Avenue (C.U.P. 76-lZ).

PARKING
The existing parking lot contains 131 stalls which are single
striped, 8.5 feet wide and Zl feet long with wheel stops.
There is no landscaping in the interior of the parking lot. The
applicant's lea~ agreement reserves ZS of the 131 parking stalls.
The present Code standards require 169 parking stalls, double
striping, a 9 foot stall width, 3% interior landscaping and one
tree for every 10 parking stalls.
ANALYSIS
The proposed gymnastics health club is an allowed use in the
C-M Zone with a conditional use permit and in the opinion of
staff it will not be detrimental to surrounding uses,
Based on observations of the same gymnastics health club when it
was located at 30 South First Avenue staff believes that the
proposed use requires relatively few parking spaces and that the
existing parking at 416 Live Oak Avenue is adequate.
Because the existing parking lot surface and striping are in
good condition and the parking lot is not visible from Live Oak
Avenue, staff believes that the striping and landscaping are
minor nonconformities.
Except for the aforementioned parking area, the facility meets
the present CoM code standards and in staff's opinion the
building and landscaping are well maintained. The applicant
has no plans that would alter the outside of the building.
RECOMMENDATION
The Planning Department recommends approval of Conditional Use
Permit C.U.P. 77-17.
