RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, SEPTEMBER 14, 2022 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER — Chairperson Cheung called the meeting to order at 6:02pm. PLEDGE OF ALLEGIANCE — Chairperson Cheung ROLL CALL OF COMMISSIONERS PRESENT: Cheung, Yu, Swinney, and Vanni EXCUSED: Chu A motion was made by Commissioner Swinney, seconded by Commissioner Vanni, and unanimously carried on roll call vote to excuse Commissioner Chu. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Chairperson Cheung reported the new soccer nets at the Civic Center Athletic Field look great. Chairperson Cheung thanked Assistant Director of Recreation and Community Services Department (ADRCS) Candice Cheung for organizing the replacement of the nets. Chairperson Cheung reported she is looking forward to the Carol Libby Courtyard and Garden Dedication and Ribbon Cutting Ceremony on Saturday, September 17, 2022. Vice -Chairperson Yu — No report. Commissioner Vanni reported the gates to Wilderness Park have been open recently with cars exiting the premises. Deputy Director of Public Works Services (DDPWS) Carmen Masud informed the Commission the insurance company has been going to the park to assess storm damage from the 2021 storms. DDPWS Masud stated Wilderness Park is still closed to the public until further notice. Chairperson Swinney — No report. REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Beck reported the Carol Libby Courtyard and Garden Dedication and Ribbon Cutting Ceremony will be on Saturday, September 17, 2022. Mayor Beck reported he has proposed a Memorial Garden at the Arcadia Public Library in honor of Mary Hansen, a longtime volunteer in the City of Arcadia. Mayor Beck reported there will be a Ceremonial Groundbreaking on Tuesday, October 4, 2022, at 5:30pm, for the Newcastle Park renovation project. Mayor Beck reported Foothill Unity Center and the Los Angeles County Arboretum will be having gala events. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of August 10, 2022. It was moved by Commissioner Vanni, seconded by Vice -Chairperson Yu, and unanimously carried on roll call vote to approve consent calendar 2a. Abstained: Commissioner Swinney 3. REGULAR ITEMS a. Report of Public Works Services Department Project Update DDPWS Masud reported the dedication of the Carol Libby Garden will be on Saturday, September 17, 2022, from 11 am — 1 pm. b. Report of Assistant Director of Recreation and Community Services Summer Video ADRCS Cheung showed a video highlighting the Recreation and Community Services Department summer programs. The video included pictures from the Fun `n Play program, Sports Camp, Specialty Camps, Summer Concerts and Movies in the Park, and various senior events. Newcastle Park Ceremonial Groundbreaking ADRCS reported the Ceremonial Groundbreaking for Newcastle Park will be on Tuesday, October 4 at 5:30pm. ADRCS Cheung formally invited the Commissioners to the event and stated they will be receiving an invitation in the mail. Ill. Monthly Reports ADRCS Cheung reported on many of the August summer programs. On August 4, Concerts in the Park celebrated Arcadia's 119th birthday and National Night Out with over 1,000 people in attendance. ADRCS Cheung reported the last two weeks of sports camp had a total of 398 participants. ADRCS Cheung reported 34 volunteens contributed 307 hours during the month. ADRCS reported the senior Monday Dance, held the first, third, and fifth Monday of the month, had 278 individuals participating. ADRCS reported legal insight was provided to four individuals through Neighborhood Legal Services of Los Angeles. ADRCS reported the senior beach trip in August had 53 participants attend. ADRCS reported the Arcadia Travelers Club served a total of 267 individuals in the month of August. ADRCS Cheung reported the Arcadia Travelers Club will be celebrating their 40th Anniversary of the travel club on Friday, September 23, at the Community Center. ADRCS Cheung reported there will be a meet and greet with USC Arcadia Hospital on Thursday, September 22, 2022, from 1-3pm. ADRCS Cheung reported Community Center rentals served 470 participants bringing in approximately $1600 in revenue. IV. Financial Statements No Report. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Gift The gift shop provides a venue for senior crafters to sell their 138 Visitors Shop creations and allows the community to purchase one -of -a -kind Monthly Revenue items at a great price. $443 Information & This program assists seniors and their families with issues that Referral Intakes affect their quality of life by providing information and referral that 4 address their daily living concerns. Billiard Room Three pool tables are available Monday through Friday from 422 7:30am-4:30pm for seniors to enjoy and make new friends. Blood Pressure Free blood pressure check is available for our senior patrons Check every month on the second Tuesday, from 10am-11am in the 12 Community Center billiard room. Senior Nutrition A nutritious meal is provided Monday -Friday for senior citizens. 1,527 Program For many seniors, this is the only hot meal they have daily. Average/Day 81 Exercise plays a vital role in health and wellness. Classes Classes include line dance, cardio plus, Zumba. These courses 1,220 contribute to bone density improvement, increased muscle strength, flexibility, the reduction of stress, and improved cardio. Table Summer Table Tennis is available Monday -Friday, from 8:30am- Tennis 3:30pm. Seniors can drop in and play to gain exercise and 76 socialization. The Lions Sight program is offered in conjunction with the Arcadia Lions Club. The program offers low-income seniors with Lions Sight free vision care. Prospective clients are screened by senior 3 services staff that make the necessary arrangements for the service. Mahjong is a game of Chinese origin usually played by four Mahjong people with 144 tiles that are drawn and discarded until a player 92 secures a winning hand. Mahjong meets every Friday at 1 pm. Monday Monday Dance is held the first, third, and fifth Monday of every Dance month. This program provides a good element for participants 90 and has a good ratio of male and female dancers. Dial A Ride Monthly Dial A Ride bus passes are sold at the Community Center and 22 Bus Passes can also be mailed to seniors. Bus passes are $5 per month. Legal The Neighborhood Legal Services of Los Angeles Organization Assistance is available once a month at the Community Center to provide 4 seniors with legal insight. Notary Notary services are limited to three signatures or thirty minutes Services per appointment every second and fourth Tuesday of each 3 month. Coffee with the On the third Tuesday of the month, Seniors listen and chat with Mayor the Mayor about City issues and topics of personal interest. 35 Weekly Movie New releases or classic movies are shown on a theater size 73 screen every Wednesday at 12:45 m. Walk & Talk Every Thursday at 9am, seniors can join a staff member for a 12 short, leisurely walk around the center and surrounding areas. On the third Friday of the month, seniors can pair up with a tech Tech Talk savvy Volunteen for assistance with their phone or iPad device. 7 Tech Talk resumed on September 16. Senior On September 2, seniors enjoyed the Senior Health and Health Fair Information Fair. There were informational booths, free health 250 screenings, raffles, lunch and learn, and more. Western On Friday, September 9, Seniors enjoyed a nice lunch with all Hoedown the trimmings, dancing, and DJ Pam Wagoner for the popular 92 Western Hoedown event. Adult On September 15, a workshop was held for those who were Lung Health interested in learning more about common lung diseases, risk 11 Workshop factors, and how to recognize symptoms. Meet & Greet On Thursday, September 22, USC Arcadia Hospital held a meet USC Arcadia & greet to talk about the affiliation between USC Arcadia Hospital 48 Hospital and Keck Medicine. Arcadia The Club office hours are M-F, 9am to 12pm. Services include Meeting: 130 Passes Sold: 127 Travelers Club registering for trips and membership. The general meeting is Passengers: 134 held the fourth Friday of the month. Total: 391 Cumulative total for senior services and senior programs 4,532 Connection Total number of monthly newsletters distributed this month. 1,100 RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services are listed below. PROGRAM DESCRIPTION ATTENDANCE Adult Basketball There are 30 Adult Basketball teams participating in the spring 984 Sunday league at the Dana Gym. The After School Playground Program is a free drop -in program for BS 574 youth in grades K-5. The program operates Monday through Friday CG 451 After School from school dismissal to 4:30pm through June 2, 2023. Six HA Program elementary school playgrounds provide a variety of activities HO 1 60 including board games, crafts, and outdoor games to keep HR 5 04 LW 45252 participants safely engaged and entertained. Total 3,100 Girls Youth Volleyball is offered each fall through the after -school Div. A - 102 Girls Youth program. There are three divisions, Division A 71h and 8th grade, Div. B - 156 Volleyball Division B 5th and 6th grade, and Division C 31 and 4th grade. Div. C - 48 Practices are twice a week with games on weekends. Total 306 Kid's Night Out took place on Friday, September 10 at the Arcadia Community Center. Participants took part in a Western themed Kid's Night Out night. Parents enjoyed a night out while their kids ate a delicious 23 dinner, played games, participated in crafts, and watched a movie with the Recreation Staff and Volunteens. On Friday, September 23, the Father and Daughter dance was held Father and at the Community Center. This 50's themed Sock Hop was full of Daughter Dance fun and activities. Participants enjoyed a themed dinner, a photo 87 booth, and a DJ was on hand to entertain the families with music, dancing, and games. Merit Badge Merit Badge Classes are offered both virtually and in person to Classes Scouts to earn badges that help them reach the goal of Eagle Scout 79 rank. The Volunteen Program provides teens ages 13-16 with valuable Volunteen volunteer experiences which will help prepare them for college and 34 Volunteens Program future jobs. During the month of September, Volunteens were 34 hours interviewed and trained for the 2022-2023 school year. Community The Recreation and Community Services Department offers a wide Center Classes range of classes for all ages. Some classes offered at this location 1,359 include Zumba, gymnastics, sewing, and chess. MEC Classes Some classes offered at this location include guzheng, karate, and 151 line dancing.
