RESOLUTION NO. 1224
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF ARCADIA GRANTING CONDITIONAL USE PERMIT 83-4 TO
CONSTRUCT A RESOURCE BUILDING AT THE SANTA ANITA
CHURCH, 226 WEST COLORADO BOULEVARD.
WHEREAS, On January 26, 1983, William Goldmann on behalf of the
Santa Anita Church filed an application for a conditional use permit
to construct a resource building/bookstore, Planning Department Case
No. C.U.P. 83-4, on property commonly as 226 West Colorado Boule~
vard, more particularly described as follows~

WHEREAS, a public hearing was

to present evidence;
NOW THEREFORE, THE PLANNING COMNISSION OF THE CITY OF ARCADIA
HEREBY RESOLVES AS FOLLOWS:
Section 1. That the factual data submitted by the Planning
Department in the attached report is true and correct.
Section 2, This Commission finds that:
1. The granting of this conditional use permit will not be
detrimental to the public health or welfare or injurious to the
property or improvements in such zone or vicinity.
2. The use applied for at the location indicated is properly
one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size and shape
to accommodate said use, and all yards, walls, parking, loading, land-
scaping and other features required to adjust said use with the land
and uses in the neighborhood.
4. The~ite abuts streets and highways adequate in width and
pavement type to carry the kind of traffic generated by the proposed
use.
5. The granting of such conditional use permit will not adversely
affect the comprehensive General Plan.

6. The use appli,~d for will not have a substantial adverse
impact on the environment.
Section 3. That for the foregoing reasons, subject to the
approval of the City council, this Commission grants a Conditional Use
Permit to construct a resource building/bookstore at 226 West Colorado
upon the following conditions.
1. The proposed building shall comply with the building Code

Regulations.
2. The proposed building shall comply with the Fire Safety
Regulations to the satisfaction of the Fire Chief.
3. C.U.P. 83-4 shall not take effect until the owner and
applicant have executed a form available at the Planning Department
indicating awareness and acceptance of the conditions of approval.
4. The final plans shall be in substantial compliance with
the plans on file in this case.
Section 4. The Secretary

SPECIAL INFORMATIOK
The proposed single story building will contain approximately 1,144
square feet. The building will be used to house religious books and
items for sale and storage and to provide space for small church group
meetings and classes (10 - 15 persons).
The building will be set back 5 feet from the westerly property line
and will be located 20 feet south of the existing bookstore. The exist-
ing bookstore will be converted into a chapel.
The exterior of the building will be plywood siding,
PARKING
There are 175 marked parking stalls on the site. Five parking spaces
will be eliminated with the construction of this addition.
MISCELLANEOUS INFORMATION
The school is located within the Alquist Priolo Special Studies Zone.
The City's geologist has determined that as per the applicant's geologist,
the possibility of fault rupture occurring beneath the building during
the life of the structure is considered to be very low and the building
may be constructed as planned.
ANALYSIS
The church and school are permitted uses in the R-3 zone with an approved
co~ditional use permit. It is staff's opinion that the site is adequate
in size and shape to accommodate the new addition.
According to Mr. Goldmann there are only a few times during the year
when the church utilizes the entire parking lot, therefore, the reduction
of five parking spaces should not create a parking problem for the church
or adjoining properties.
Pursuant to th7 provisions of the California Environmental Quality
Act, the Pla~nlng Department has prepared an initial study for the
p:oposed proJe~t. Said initial study did not disclose any subs tan-
tla1,o: pote~tl~lly substantial adverse change in any of the physical
c~ndltlons wl~hln the area affected by the project including land,
a~r, w~ter, mlnera1s, flora, fauna, ambient noise, and objects of
h~storlcal' or aesthetic significance. Therefore, a Negative Declara-
tlon has been prepared for this project.
Before the Planning Commission takes action on this project the
Commi~sion s~ould "mo~e to ~pprove and file the Negative De~laration
and.flnd tha~ the project wlll not have a significant effect on the
environment".
