RESOLUTION NO. 1219 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA RECOMMENDING APPROVAL OF A ZONE CHANGE FROM R-1 (SECOND ONE-FAMILY) TO R-3 (MULTIPLE-FAMILY)' AT 1231 GOLDEN WEST AVENUE. WHEREAS, an application was initiated by the Planning Department of the City of Arcadia requesting Zone Change Z-83-1 to amend the zoning from R-1 (second one-family) to R-3 (Multiple-Family) at 1231 Golden West Avenue, more particularly described as follows: . Tract No. 27882, filed in Map Book 838, Page 43 of Maps Records of Los Angeles County, State of California. WHEREAS, a public hearing was held on January 25, 1983. at which time all interested persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, BE IT RESOLVED THAT THE PLANNING COMMISSION MAKES THE FOLLOWING RECOMMENDATION AND FINDS AS FOLLOWS: Section 1. That the factual data submitted by the Planning .Department in.the attached staff report is true and correct. Section 2. That the Planning Commission recommends to the City Council a zone change from R-1 (second one-family) to R-3 (multiple- family) ~t 1231 Golden West Avenue. Section 3. That the Planning Commission finds that the zone change would be compatible with the existing development on the site, a nonconforming use would be eliminated, and that the public convenience, necessity, general welfare and good zoning practice justify the proposed zone change. Section 4. The Secretary shall certify to the adoption of this Resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. After annexation, the property's zone classification became R-l (9232.6.R-1 Omnibus Clause). Prior to the annexation, the lot was zoned R-3 by the County. With a dwelling unitdensi~yof one dwelling unit per two thousand one hundred sixty-three (2,163)square feet of lot area. the R-3 zone would be the most appropriate classification for the property. The proposed zone change to R-3 would be compatible ~ith the exis- ting development and would eliminate a nonconforming use. Page 1 . . . Pursuant to the provlslons of the California Environmental Quality Act, the Planning Department has prepared an initial study for the proposed project. Said initial study did not disclose any substantial or potentially substantial adverse change in any of the physical conditions within the area affected by the project including land, air, warer, minerals, flora, fauna, ambient noise, and objects of historical or aesthetic significance. Therefore, a Negative Declara- tion has been prepared for this project. RECOME~~ATION The Planning Department recommends approval of Z-83-1, a zone change from R-1 to R-3 at 1231 Golden West Avenue. After taking action on this application, the Planning Commission should direct staff to prepare a resolution for adoption at its next meeting. The Planning Commission's action shall not be final until adoption of said resolution.
