ARCADIA PUBLIC LIBRARY
MONTHLY REPORT – SEPTEMBER 2022
Highlights: September was National Library Card Sign-Up month, and the community was
encouraged to come in and sign up for a new library card or replace a lost card for free. Account
Services reported that 148 free cards were issued. The Carol Libby Courtyard Garden was
dedicated with a ribbon-cutting, followed by a reception at the Museum Education Center. The
Library Demonstration Garden was recently nominated by City Council to become the Mary
Hansen Library Garden with a dedication ceremony sometime in November. The Friends of the
Library Classical Kaleidoscope concert, the first since 2020, was well-attended: 92 people
attended. Violinist Paul Stein, Associate Principal Oboist of
the LA Philharmonic Marion Kuszyk, and pianist Stephanie
Lan performed music by Bach, Debussy, and the Englishman
Thomas Dunhill. The RFID project continues to move forward
with more than 72,000 items tagged and 42,000 items
encoded, which is about 50% of the circulating collection. In
September alone, 7,477 items were tagged, and 20,781 items
were encoded. Staff also met with Public Works, the City IT
Department, and third-party vendors for work to be done in
conjunction with this project.
Adult Programs, Classes, Technology Literacy, and Events: After a
two-year hiatus, Smart Squad restarted on September 14. Smart Squad
provides technology assistance and device help at the library. Patrons
have technology questions, we have answers! Teen volunteers are
vetted and trained to help with technology questions. The program is
held every Saturday, 10 a.m. to noon in Teen Central. Eight patrons
watched and discussed Ramen Shop at The Movies You Missed on
September 21. Bookish met at the end of the
month and discussed The Seven Husbands of
Evelyn Hugo, by Taylor Jenkins Reid. The
Community Memory Lab debuted in September. The Community Memory
Lab is a free do-it-yourself workspace for digitizing photos, documents,
video & audio cassette recordings, film slides, negatives, and 8MM film
reels. The Community Memory Lab is for the community to save and
preserve family memories! The Community Memory Lab is supported in
whole or in part by the U.S. Institute of Museum and Library Services under
the provisions of the Library Services & Technology Act, administered in
California by the State Librarian.

Teen Programing: Staff partnered with the Arcadia Civic Youth Council (ACYC) to provide a
drought information program. ACYC provided teens with resources, seed packets, and fun games
with the goal of increasing awareness of drought-friendly practices and plants, including the
environmental impact of implementing such measures. Teen Zone attendance has increased as
more teens are visiting the library after school.
Children’s Programming and Services: There were 13 in-person early literacy programs
provided for 312 attending children and their family members. Twenty-three teens attended an
orientation to receive an overview of the
Book Buddy program along with tips for
reading aloud to children. The Book
Buddy program will begin in October
and children, ages four to eight years,
will be paired with an Assisteen who will
read aloud to the child for half an hour.
Staff hosted a Moon Fest event in
celebration of the annual Mid-Autumn
Festival. Eighty attendees listened to
lunar stories, watched a video about the
origin of the festival, learned how to draw a jade rabbit through
a guided virtual lesson hosted by children’s author Grace Lin,
and prepared two moon crafts. Back to School Night at the
Library provided families the opportunity to learn more about
Library services and resources, including how to apply for a
Library Card, using Library book lists and online guides to find
good reads for kids, and available digital resources for
research and homework help. A Storytime highlighting the
Read to Grow kits as well
as a bookmark craft were
provided. Five students participated in the first Middle School
Advisory Group Meeting of the school year and elected to host
an edible haunted house contest for other middle schoolers in
October. In celebration of Library Card Sign-Up Month,
Children’s Services distributed 299 photo frame kits
throughout the month. The kits contained materials for making
and decorating a frame which could then be used to display a
picture of the child with their Arcadia Public Library Card.
Customer Services: The team of three Computer Aides and ISS Supervisor answered more than
265 computer/technical questions from patrons; assisted the public with 1,042 public computer
sessions, 963 print jobs, public copiers, and the public Wi-Fi network. Passport Services
processed 179 passports, handled 261 telephone calls, and took 38 photos.
Collections: All Adult and Teen materials and Adult DVDs are now tagged before leaving
Cataloging and Acquisition Services. This includes all new materials, items returning from the
bindery, items needing new packaging/cases, and so on. Authorities and subject headings are
subject to periodic changes by the Library of Congress. Sometimes these changes reflect current
terminology, more accurate descriptions, or cultural/historical events. This process requires new
Authority records to be dropped and all subject headings on Bibliographic records to be changed.
This month staff worked to change Illegal Aliens to Noncitizens and Brothers and Sisters to
Siblings. In addition, with the death of Queen Elizabeth, death dates were added to her records,

and changes made to Prince William, Catherine Middleton, Charles III, and Camilla as their titles
will have changed. In most cases, the changes are made manually. However, changing Brothers
and Sisters to Siblings involved nearly 4,000 records, far too many to process one-by-one. With
the Batch Record Modification template in Koha not working, staff worked with MarcEdit to make
these changes. The process was done in batches and completed over several days. Staff also
began working on a project to catalog Bound Magazines as part of the RFID process. The
Authority Database projects continue. This is part of the routine work to keep our
databases/catalog up-to-date, consistent, and error-free. Due to poor usage, Children’s Services
cancelled its subscription to Miss Humblebee’s Academy, a digital resource which offered early
literacy lessons. It will be replaced with ABCmouse Home Access, a widely used digital resource
which offers a comprehensive online curriculum for children ages 2–8 years, including reading
and language arts, math, beginning science, social studies, art, and music.
Facilities and Technology: Information Systems staff are working with City IT on some
equipment upgrades for the RFID project. The ISS supervisor and the RFID Task Force continue
to meet with Dylan from FE Technologies via Zoom for the RFID project and have discussed
scanning all the items with an RFID wand using the public Wi-Fi network. The Task Force has
also inquired about obtaining a kids’ self-checkout kiosk. Four 3D models were printed; there were
5,519 visits to the Library Catalog, local web documents and online databases; there were 3,319
unique visitors and 7,720 visits to the library’s home page. ISS continues to check library
department web pages by adding new content and fixing broken links. The Koha Payment report
is not showing when a payment has been voided by staff. Although voiding the payment does not
happen often, when it does it shows inaccurate fines/fees taken, since it still shows as a payment.
The ISS supervisor has opened a ticket with ByWater. Converge, one of the library’s payment
systems, implemented two-step authentication the last week of September. Administration added
each staff member’s email account to their login so that staff could confirm their account.
Staffing/Training: The Children’s Services Principal Librarian took part in two Building Equity
Based Summers co-design sessions funded by the California State Library. The sessions will
build practices for facilitating training with library staff across California on integrating equity into
summer services. Children’s Services staff also took part in two Infopeople online courses,
Graphic Design for Libraries and Children’s Services Fundamentals. Staff participated in fire
extinguisher training during the week of September 19, giving everyone a hands-on experience
to use a fire extinguisher. Adult Services staff attended a webinar, Free eResources for Your
Library: Career Pathways. Recruitment for the Museum Education Coordinator substitution list
began this month. The first round of interviews for The Library Services Manager position were
held at the end of the month.
Community Outreach/Collaboration/Volunteers: Library staff attended both the Carol Libby
Memorial Garden dedication and the reception for the John Martin exhibit at the Gilb Museum.
Administration staff served on an interview panel for the Alhambra Public Library. Thirteen new
volunteers were interviewed and trained for Smart Squad. Administration, Adult, and Museum
staff attended the PTA council meeting at the beginning of the month. Children’s Services
received assistance from Scout Troop 111 with various projects: 14 members of the Troop
organized and relocated summer prizes to the library’s basement, while eight members helped
staff set up for the Moon Fest program and prepared 144 Library Card Sign-Up Month crafts kits
for distribution. Children’s Services staff worked with the Dana Middle School librarian to acquire
19 Arcadia Unified School District middle school textbooks which will be available for same-day
loan throughout the school year. Fifth grade students visited the library and learned how to search
the Library’s online catalog and find materials on the bookshelves for their biography research

projects. Staff also provided a storytime visit for transitional kindergarten students from Holly
Avenue Elementary. The Children’s librarian attended Hugo Reid Elementary School’s Back to
School Picnic and distributed Library information packets and giveaways to attending students
and their family members. Adult Services staff attended the Senior Health Fair at the Arcadia
Senior Center. Collections, such as Large Print books and Playaways, as
well as upcoming programs and services including Arcadia Eats and the
Community Memory Lab were highlighted. The seniors were impressed
with the Community Memory Lab and shared stories from when they
attended the library as children. One patron shared how the library holds
a special place in her heart. She always encouraged her teen children to
volunteer at the library. Staff would provide them with a letter of
recommendation, which was essential in obtaining employment and for
college applications. On September 28, LA County Registrar staff
conducted a full assessment in the auditorium from 9 a.m. to 2 p.m., as
part of the preparations for the 10-day polling location starting in late
October.
Marketing and Publicity: The Children’s Room offered such displays as “Welcome to the Jerry
Broadwell Children’s Room,” a bookmark display featuring entries into the spring bookmark
contest, and the community art project. The book display in the hallway outside the Children’s
Room continued to feature books on the Great Outdoors. Adult and Teen Services created the
following displays in September: short stories, self-improvement, sleep habits, banned books, and
everything LA. Staff created a visually engaging display for Banned Book Week. Banned books
were highlighted, in the display and by wrapping the books and noting the reason the book was
banned, so patrons would interact with books they may not realize are banned, such as The
Grapes of Wrath, by John Steinbeck and The Diary of Anne Frank.

LIBRARY SERVICES MANAGER
DEFINITION
Under administrative direction, oversees the daily operations of one or more
service/program areas and respective staff within the Library and Museum Services
Department by performing a wide range of to assist in the direction, management,
supervision, and coordination of the City Library’s programs and activities; to supervise,
plan, and administer programs and services; to coordinate assigned activities with other
City departments, divisions, and outside agencies; and to provide highly responsible, and
complex, leading edge, public administrative duties; work directly with, and provide
administrative supportassistance to, the Director of Library and Museum Services; serve
as a member of the department’s management team; to oversee Library and Museum
operations in absence of Director of Library and Museum Services.
SUPERVISION EXERCISED
Exercises direct supervision over supervisory, professional, technical, and clerical staff.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
The Library Services Manager may be assigned to oversee one or more service/program
areas within the Library and Museum Services Department, as needed, which encompass
the examples of important essential duties described below.
Oversees assigned projects, programs, and administrative support functions; manages the
day-to-day operations of the Library, ensuring the effective and efficient implementation
and completeness of departmental assignments.
Plan, direct, coordinate, and review the work plan for the Library; manage and participate
in the development and implementation of department goals and objectives, policies, and
priorities for the City and department; recommend appropriate service and staffing levels;
recommend and administer policies and procedures; evaluate program and service
effectiveness; meet with staff to implement the goals, objectives, and procedures within
their divisions workplan and individual goals and objectives; identify and resolve
problems; assign work activities, projects, and programs; monitor work flow; review and
evaluate work products, methods, and procedures.
Serve as liaison for the department with other city departments, divisions, and outside
agencies; negotiate and resolve significant and controversial issues.
Assists the Director of Library and Museum Services in the overall operation of the
Library, including development and administration of policies, the departmental budget,
funding and operational partnerships and plans of service; compiles, analyzes, and

prepares studies and/or conducts comprehensive research for reports and related
documentation.
Regularly informs the Director on services, collections, programs, staffing, proposed new
programs, publicity, and services or problems and concerns.
Support Director on organization-wide projects and initiatives including lead/participate
in innovative initiatives to bring positive and transformative change in an ever-changing,
fast-paced environment.
May assume the role of acting director in the absence of the director.
May be assigned to assume responsibility and oversight of Cataloging and Acquisitions
Services and implement best practices for Cataloging and Acquisitions with the customer
and front line staff’s need front and center.
May be assigned to assume responsibility and oversight of the Adult/Teen Services,
Children’s Services, Passport Services, and Account Services and implement best
practices to encourage informational, digital and childhood literacy and lifelong learning.
May be assigned as the technology consultant and liaison with the administration team
for the Library and Museum. Directs and/or participates in researching, procuring,
supporting, implementing, maintaining, and developing new and emerging technologies
and library and museum systems to support both the staff and the public. Answer
questions, evaluate needs, assist with procurements, monitor service, and
interdepartmental impacts; advise on problems and support technology education and
understanding to ensure smooth conversion from one technology system to a new and
improved system or a new service.
Resolve operational problems and supervise troubleshooting of technologies, library
systems, and equipment.
May be assigned to assume responsibility for the Library’s Integrated Library Services
system, public technology, including troubleshooting and reports, and provide support to
front line staff to research and implement new and emerging technology.
May be assigned to coordinate the Library and Museum’s website design and content
within the City’s framework.
May be assigned to oversee the Library and Museum’s maintenance and oversight of
internal and external technology infrastructure, including public and internal networks,
computers, printers, public Wi-Fi, and public computers and other new and emerging
technologies for staff and public use.

May be assigned to liaise with the City’s Information Technology Division to coordinate
services for the Library and Museum and keep informed of citywide and Library and
Museum Services specific technology related issues and new and emerging technologies.
Oversee assessment, selection, and development of technologies and resolution of
technology issues and provide support to new and emerging technologies for the various
divisions of the Library and Museum.
With direction, manage, develop, and administer fiscal division budgets, cooperatively
provide fiscal management and forecasts for the departmental budget as assigned, and
oversee spending within assigned budget allocations.
May perform administrative and accounting duties; oversees assigned division(s)
purchasing; generates formal and informal bids, submits related reports and
documentation in a timely manner. Researches special projects and issues; may research
and develop new grant opportunities and participate in grant preparation and
implementation; maintains receipts and budgetary expenditures.
Assist in planning and enforcing a balanced budget, allocating equipment, materials, and
personnel in a cost effective manner.
Administers and directs fiscal divisions and comprehensive service center functions;
evaluates and assesses current levels of service and service needs using a variety of
experiential and quantitative methods; recommends and initiates new services and
programs; administers the monitoring of expenditures to assure effective utilization of
resources.
Interpret financial statements, cost accounting reports, and prepare cost estimates for
time, materials, and equipment as needed.
Negotiate, draft, and administer contracts and agreements; seek approval for contracts;
monitor purchasing and ensure compliance with City procurement standards, policies,
and procedures; prepare bid documents and contract specifications; evaluate and monitor
contractor and vendor performance; direct the monitoring of and approve expenditures;
direct and implement adjustments as necessary.
Select, train, supervise and evaluate professional, technical, clerical, and volunteer staff.
Assign and prioritize work as needed. Understand and embrace public service goals and
be able to determine and articulate how technology and retail business-related models can
be effectively utilized to achieve those goals.
Establish rapport and maintain effective, professional, collaborative, and mutually
productive relationships across the organization with staff, volunteers, the City and
community at large; funding, operational, and other partners; and Library Board of
Trustees, Museum Commission, City Council, and other public officials.

Within a major division of service of the Library and Museum Services Department,
plans, organizes, and directs the operations, activities, facilities, programs, or special
events.
Routinely attend City Council, Library Board, Museum Commission, Friends Board
meetings, and other boards, commissions, and/or meetings as assigned.
Assist on public desk, outreach in the community, and participate in community-wide
events.
May be assigned to direct the preparation and coordination of public outreach activities
and materials; performs public relations functions between the City, the community, and
various civic agencies and groups; expand and increase service delivery and promote
services, collections, programs, as well as events, projects, and resources.
Respond to emergency and problem situations in an effective and timely manner.
Participate in emergency response management as assigned.
Operate a computer, and have intermediate familiarity with Microsoft Office, including
Word, Excel, PowerPoint.
Research, analyze, and evaluate new service delivery methods, procedures, and
techniques.
Identify and respond to community and library and museum issues, concerns, and needs.

Assume responsibility for all programs and collections within the Library.
Supervise section leaders of: Adult Services, Young Adult Services, Volunteer
Coordinator, Literacy and ESL programs, Children’s Services.

Five years of direct library customer service and responsible professional
library experience in a public library setting supervising a variety of staff,
including three years of management and supervisory experience over a
division within a public library such as Adult and Teen Services,
Children’s Services, Cataloging and Acquisitions Services, or Account
Services.
Highly desirable experience includes: one year of experience with team-
building to take groups in a new direction or leadership in a new project or
program; evidence of experience providing strong mentoring and/or
training experience with project management in a deadline driven
environment; working within a limited budget, procedure and policy
writing or implementation; experience working with diverse communities;
familiarity with principles of de-escalation and specific experience
employing those skills; interacting with people who are experiencing
housing insecurity and individuals living with addition or mental illness.
Training:
Equivalent to a Master’s degree in Library Science from an American
Library Association (ALA) accredited college or university. Additionally,
a Master’s in Public Administration or Business Administration is highly
desired.
License or Certificate:
Possession of, or ability to obtain, an appropriate, valid driver’s license.

Ability to perform work primarily in an standard office environmentsetting and in

REGULAR MEETING MINUTES
THURSDAY, SEPTEMBER 15, 2022
CALL TO ORDER: Chair Miriam Carter called the meeting to order at 4:32 p.m., in the
Conference Room of the Library.

PUBLIC COMMENTS: None. Chair Carter read the policy on Public Comments to the Library
Trustees.
REPORTS FROM LIBRARY TRUSTEES / LIAISONS: Trustee Wang announced that the
Arcadia Chinese Association will be sponsoring two candidate forums. Trustee Liao added that
they are scheduled for September 25 for District 5 and September 30 for Districts 2 and 3. The
ACA’s gala will benefit Foothill Unity and is sold out. Trustee Renfrew, reporting as the Board
Liaison to the Friends of the Library, said that donations to the Friends are up. The August book
sale made almost $400. The annual fall half-price book sale is scheduled for October 1-8: most
items will be under $3. The basement is still full of donations; the Friends, though, will start
accepting donations again. The Friends Newsletter will be coming out soon and membership
requests will be sent out soon. The Classical Kaleidoscope Concert was wonderful: 92 attended.
The Friends Book Store is adding a new process to help them track how long inventory has been
on the shelves. Councilman Cheng reported that the Santa Anita mall has sold for $500 million;
future plans for the mall are unknown. The new Hilton Hotel on Huntington Drive has been
approved.

Director’s Update: Director Bradley reported that Mr. Hollywood has filed a lawsuit against the
Library and City staff. She also reported that the Library received a $194,500 matching grant for
a family restroom in the Children’s Room.
Monthly Statistical Report: July 2022, August 2022: The Gate count has doubled, and
Circulation numbers are up. Volunteer hours are increasing as well.
Monthly Report Narrative: July-August 2022: The In-n-Out Cover-to-Cover program will start
in October. Trustee Renfrew praised Teen Zone.
Financial Report: August 2022: This is the first month of the fiscal year, so numbers are low.
Larger percentages spent often indicate subscriptions or software; some costs are out of our
control. The Board and the Director discussed administrative salaries. There has been significant
staff turnover: high costs of living, lengthy commutes, better opportunities all played a part.
RFID Update: Library Services Manager Alba updated the Board. Staff is making good progress
with tagging: the Adult sections are almost done; the audio-visual collection will follow. She
explained that the tags work with the security system, while encoding records the item’s
information onto the tag. Encoding follows the tagging process. After the Adult and Teen
collections are done, staff will tackle the Children’s collection. Darlene reported that the project is
about halfway done and could be completed by the end of October.
Staff Reports: The City Council approved more study carrels, with USB ports and charging
capabilities, for the Adult and Teen areas. The updated Library Services Manager job description
was also approved; the position had not been updated since 2003. The Director reviewed the
position’s job responsibilities. The Board requested to have an updated copy of the Library
Services Manager position at the next meeting for informational purposes.
Staff Update: Melissa Camaiore left the Library for an academic position; Melissa Maldonado, a
former Tech Aide, took her place. Claudia Arroyo is the new Teen Librarian. Six positions remain
open in Account Services, and the Library will be recruiting for an on-call librarian.
Policy Manual Updates: Director Bradley reviewed the proposed changes to the Policy Manual.
Changes, including those to the Mission Statement, the categories of library cards available to
the public, to fines and fees, and so on. She also discussed collection development policies and
procedures.
Trustee Seaver moved that the changes to the Library Policy Manual presented to the Board be
accepted and that staff be directed to prepare a complete version of the Policy Manual for review
at the October meeting of the Library Board of Trustees. Trustee Renfrew seconded the motion
and it was passed on a voice vote.

Gilb Museum of Arcadia Heritage: The dedication of the Carol Libby Garden and the John
Martin Exhibit opening are at the Museum starting at 11 am on Saturday, September 17.
Calendar of Activities for Children’s Services: October 2022: The Trick or Treat program does
require reservations. Baby Tales is starting again.
Calendar of activities for Adult and Teen Services: September 2022: Smart Squad resumes
weekly on Saturdays in September.
Flyers/Articles/Posters/Attachments: The Board reviewed the attached flyers, including the
historical photo and the Teen Zone flyer.

The motion to accept the Minutes of July 21, 2022, as written was moved by Trustee Seaver,
seconded by Chair Renfrew, and carried on a voice vote.
