RESOLUTION NO. 1200
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF ARCADIA MAKING A FINDING OF FACT ,AND DENYING A
REQUEST TO AMEND CONDITION 4 OF RESOLUTION 1193,
GRANTING C.U.P. 82-5 FOR A VIDEO GAME FAMILY ENTER-
TAINMENT CENTER AT 309 EAST FOOTHILL BOULEVARD
WHEREAS, on May 28, 1982, a request was filed by Richard J.
Stephen to extend the hours of operation for a video game family
entertainment center, Planning Department Case No. C.U.P. 82-5,
on the property commonly known as 309 East Foothill Boulevard,
more particularly described as follows:
Parcel 2 of Parcel Map No. l08l in the City of Arcadia,
County of Los Angeles, State of California, as per Map
recorded in Parcel Map Book l8, Page 26 of Maps in the
Office of the County Recorder of said County.
WHEREAS, a public hearing was held on June 22, 1982, at which
time all interested persons were given full opportunity to be heard
and present evidence;
NOW THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA
HEREBY RESOLVES AS FOLLOWS:
Section 1. That the factual data submitted by the Planning
,Department in the attached staff report is true and correct.
Section 2. That the Planning Commission makes the following
finding:
That the granting of the extended hours of operation would
be detrimental to the public health or welfare or injurious
to the property or improvements in such zone or vicinity.

Section 3. Based on the foregoing finding of fact, the
. Planning Commission hereby denies the request to amend condition 4
of Resolution 1193.
Section 4, The Secretary shall certify to the adoption of
this Resolution and shall cause a copy to be forwarded to the City
Council of the City of Arcadia.
I HEflEBY CERTIFY that the foregoing resolution was adopted at
a regular meeting of the Planning Commission held on the 22nd day
of June, 1982, by the following vote:

The Planning Commission, at its April 13, 1982 ,meeting, adopted
Resolution No. 1193 granting a Conditional Use Permit (C.U.P. 82-5)
for a video game entertainment center at 309 East Foothill Boulevard.
A condition of approval (Section 3.4.) requires that the hours of
operation be limited as follows:
ll:OO a.m. to 10:00 p.m. Sunday through Thursday
... 11:00 a.m. to l2:00 midnight Friday and Saturday
The applicant, Mr. Richard J. Stephen, is requesting that he be
permitted to operate during the summer vacation period with the
following business hours:
10:00 a.m. to l2:00 midnight on Monday through Saturday
11:00 a.m. to lO:OO p.m. on Sunday
As indicated in the applicant's request, the new business hours
would be only during the school vacation period from June l8, 1982
through September ll, 1982, whereupon the business hours would then
return to the current hours of operation.
The Police Department has reviewed the applicant's request and has
no objection.
It is the Planning Department's opinion, based on numerous site-
inspections, that the applicant's establishment is well-managed and
maintained, and the existing forty (40) on-site parking spaces would
accommodate the additional vehicular parking that may be generated
by the extended hours of operation, therefore; staff recommends
approval of the proposed hours of operation subject to the condition

that Section 3.4 of Resolution ll93 shall be amended to read as
follows:
"4. That the hours of operation be limited as follows:
ll:OO a.m. to lO:OO p.m. Sunday through Thursday
ll:OO a.m. to l2:00 midnight Friday and Saturday
Exception. Only during the summer vacation period as
established by the Arcadia Unified School District, the
hours of operation may be changed to the following:
10:00 a.m. to l~:UU midnight on Monday tnrough ~aturday
ll:00 a.m. to lO:OO p.m. on Sunday
If it is determined by the Chief of Police that an
undesirable situation has developed, such as loitering,
vandalism, etc., is the result of the extended hours of
operation, said extended hours shall terminate and the
hours of operation that have been granted by C.U.P. 82-5
shall resume."
Attached for your consideration is a copy of Resolution No. 1193
and the applicant's request.

Gentlemen:
Please accept this letter as my formal request to extend the hours of
the above referenced business. Currently my business hours are:
Sun/Mon/TuesjWed/Thurs
Fri/Sat
11 a.m. - 10 p.m.
11 a. m. - l2 midnight
I request that you grant me permission to operate during the summer
with the following business hours:
Mon/Tues/Wed/Thurs/Fri/Sat
Sunday
10 a.m. - 12 midnight
NO CHANGE, 11 a.m. - 10 p.m.
4ItThe change of operating hours is requested only for the period from:
Friday, June 18, 1982 thru Saturday, September II, 1982.
This period covers the school vacation time in my business area, as
verified with the School District. I have been advised by them that
the last day of school is Thursday, June 17 and that school is ten-
tatively scheduled to re-open on Monday, September 13, 1982. If not
that exact date it would definately not open earlier. If not that
date it would be delayed anywhere from one to ,4 days.
My business provides a good atmosphere for the many school-age people
~ho visit my establishment. Our staff oversees the goings-on of all
who visit our arcade. We do not allow any behavior that is not in the
best interests of all who are present.
Due to the fact that we maintain high standards I feel the extended
hours would benefit our area youngsters who "get bored, and don't have
too much to do" and keep them safe and "off the streets".
