RESOLUTION 00. 1197
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ARCADIA RECOMMENDING APPROVAL OF T.A. 82-3
ADDING SMALL CAR PARKING REGULATIONS TO THE
ARCADIA MUNICIPAL CODE
WHEREAS, a text amendment was initiated by the City Council
for the consideration of adding small car parking regulations to
the Arcadia Municipal Code; and
WHEREAS, public hearings were held on March 23 and April
27, 1982 at which time all interested persons were given full
opportunity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RECOMMENDS TO THE CITY COUNCIL THAT THE FOLLOWING
AMENDMENT BE MADE TO THE ARCADIA MUNICIPAL CODE:
Section I. That Section 9269.5.1. be added to the Arcadia
Municipal Code as follows:
"9269.5.1. SMALL CAR PARKING REQUIREMENTS. Small car
parking spaces shall be permitted in commercial and indus-
trial parking areas which contain six or more parking
spaces. A maximum of 20% of the required parking spaces
may be small car parking spaces. When a fractional figure
is found as a remainder in computations made to determine
the amount of small car parking spaces, such fraction shall
be rounded to the lowest whole number."
Section 2. That Section 9269.8.C. be added to the Arcadia
Municipal Code as follows:
"9269.8. MARKING OF SPACES.
C. SMALL CAR PARKING SPACES. Each parking space shall
be clearly delineated with paint or other easily distin-
guishable material so as to provide a parking area six (6)
feet in width in between two (2) marked islands two (2) feet
in width. Each small car parking space shall be clearly
marked with the words "SMALL CAR" on the pavement as per
the standards on file in the Planning Department."

* A parking stall shall be no less than 10!-6" in width when said parking stall is
adjacent to columns on both sides which are within'4' of the open end of the stall
or when said parking stall is adjacent to a' wall, a fence or a property line.
Section 4. That Sections 9269.7.A and 9269.7.B of the
Arcadia Municipal Code be amended as follows:
"9269.7. PARKING STALL AND AISLE DIMENSIONS:
A. COMMERCIAL ZONES. All parking areas in any com-
mercial zone shall be developed in accordance with the
commercial parking table and small car parking table.
B. INDUSTRIAL ZONES. All parking areas in any indus-
trial zone shall be developed in accordance with the indus-
trial parking table and small car parking table."
Section 5. That Sections 9269.9.A and 9269.9.B of the
Arcadia Municipal Code be amended as follows:
"9269.9. WHEEL STOPS.
A. COMMERCIAL ZONES. Wheel stops or a planter curb
shall be provided for each parking space and shall be set

a minimum of one meter (lm) = (39") from the forward
end of the parking stall for a standard size stall and
sixty-six centimeters (66 em) = (26") from the forward
end of the parking stall for a small car stall. Said wheel
stops or planter curbs shall be fifteen centimeters (IS em)
= (6") high and shall be made of concrete or other durable
material subject to the approval of the Director of Plan-
ning. If a planter curb is used as a wheel stop, the
planted area contained in the required parking space shall
not be considered as part of any required dimensions of
landscape buffers and shall not be included in the per-
centage of the parking area required to be landscaped.
B. INDUSTRIAL ZONES. Wheel stops or a planter curb
shall be required where a parking space abuts a wall,
building or adjacent property line. Said wheel stops or
planter curbs shall be fifteen centimeters (IS em.) =
(6") high, shall be made of concrete or other durable
material subject to the approval of the Planning Depar~ment,
and shall be set a minimum of one meter (I m) = (39")
for a standard size parking stall and sixty-six centi-
meters = (26") for a small car parking stall from such wall,
building, or property line."
Section 6. The Planning Commission finds that the public
necessity, convenience and general welfare justify the above recom-
mendations.
Section 7. The Secretary shall certify to the adoption of
this resolution and shall cause a copy to be forwarded to the City
Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the Planning Commission of the City of

In November, 1981, the City of Glendale conducted a survey of parking
regulations of 141 agencies (copy attached). Questions numbered 4
through ,10 dealt specifically with the requirement for 'small car park-
ing. The following is a summary of the survey results relating to
small car spaces:

spaces
12% of the cities allow 25% of spaces to be small car
spaces
22% of the cities allow 30% of spaces to be small car
spaces
38% of the cities require a minimum stall length of 15 '

Staff contacted the Motor Venicle Manufactuer's Association of the
United S~ates, Inc., which reported that in 1980, 64.0% and in 1981,
64.6% of all autos sold within the United States were small cars
(sub-compacts and compacts, including imports).
Also attached is a summary of 1981 Car Data (Exhibit "A") taken from
"Parking Dimensions, 1981 Model Passenger Cars", puhlished by Motor
Vehicle Manufacturers of the United States, Inc.
PROPOSAL & ANALYSIS
Based upon staff's analysis of the results of Glendale's parking sur-
vey and the analysis of the dimensional characteristics of small cars,
it is staff's opinion that the City should permit small car parking
spaces. The following is a synopsis of staff's recommendations:
That small Car parking be permitted in commercial and indus-
trial parking areas with more than,four parking spaces.
That up to a maximum of 20% of the required parking spaces
may be comprised of small car parking spaces.
That the small car parking stall length shall be not less
than sixteen (16) feet.

That the minimum aisle width shall be the same as required
for regular car parking.
That all small car parking spaces shall be marked with the
words "Small Car" on the pavement as per the standards on
file with the Planning Department.
Allowing small car parking may provide for more efficient utili-
zation of land with less lot area devoted to parking, hence
allowing for the construction of larger buildings or allowing for
more intensive uses, Also, allowing small car parking may result
in the elimination of the need for parking modifications in com-
mercial and industrial developments.

Initially there may be a problem with larger cars parking in com-
pact spaces, however, as the small car spaces become more prevalent
and as persons become accustomed to seeing these spaces, the prob-
lem will diminish.
The space si;e of 8' x 16' is larger than many compact spaces
existing in other cities and the back-out area (aisle width) is
consistent with that for normal spaces, thus, if large cars do
park in these spaces it would not be as critical a problem as
'might be experienced if the spaces were smaller and the aisle
width less.
Pursuant to the provisions of the California Environmental Quality
Act, the Planning Department has prepared an initial study for the
proposed project. Said initial study did not disclose any substantial
or potentially substantial adverse change in any of the physical
conditions within the area affected by the project including land,
air, water, minerals, flora, fauna, ambient noise, and objects of
historical or aesthetic significance. Therefore a Negative Declara-
tion has been prepared for this project. '
Before the City Council takes action on this project, they should
"move to approve and file the Negative Declaration and find that
the project will not have a significant effect on the environment".

RECOMMENDATION
The Planning Department recommends approval of T.A. 82-3 as noted
below:
Section 9269.5.1 should be added as follows:
9269.5.1. SMALL CAR PARKING REQUIREMENTS. Small car parking
spaces shall be permitted in commercial,and industrial parking areas
which contain five or more parking spaces. A maximum of 20% of the
required parking spaces may be small car parking spaces. When a frac-
tional figure is found as a remainder in computations made to determine
the amount of small car parking spaces, such fraction shall be rounded
to the lowest whole number.

In November of 7981, the City of Glendale solicited the cooneration of 178 cities and counties in California and in
neighboring western states to ilScena;n the type of commercial and industrial parking standards applied in other jurisdictions.
The results of the survey are being uriNzed to assist the City of Glendale in determining its own parking needs and demands.
The Questionnaires were distributed to 158 California cities. 16 California counties, and 7 orhercities in Arizona, Nevada,
Oregon, and l1!ashingron. The response was a very gratifying 79 percent (141 responses out of 178 questionnaires).

field of transportation fncluding educational institutions, traffic engineering and planning agencies and organizations,
consulting firms, financial institutions, architects. etc. III contrast to the excellent cooperation of governmental agencies,
the response to the second phasc of the survey was vert disappointing. Onlv eigh t (OJ firms/associations responded,
