RESOLUTION NO. 1190 A RESOLUTION OF THE PLANNING CO~~ISSION'OF THE CITY OF ARCADIA RECOMMENDING APPROVAL OF ZONE CHANGE 81-6 TO ADD AN "H" (HIGH RISE), OVERLAY TO THE C-2 ZONED PROPERTY AT 130 WEST HUNTINGTON DRIVE. WHEREAS, an application was filed on November 23, 1981, by John Kirkpatrick on behalf of TOWA Corporation requesting zone change 81-6 to add an "H" (high rise) overlay to the C-2 zoned property at 130 West Huntington Drive, more particularly described in attached Exhibit "A". WHEREAS, a public hearing was held on March 23, 1982, at which time all interested persons were given full opportunity to be heard and to present evidence. NOW, THEREFORE, BE IT RESOLVED THAT THE PLANNING COMMISSION MAKES THE FOLLOWING RECOMNENDATIONS: Section 1. That the factual data submitted by the Planning Department in the attached staff report is true and correct. Section 2. That the Planning Commission finds that the loca- tion of this, site abuts major arterials which are adequate to carry the amount of traffic which might be generated by a high rise develop- ment; that the proposed uses are compatible with one another within the site and with existing uses in the area; that this zone change is consistent with the General Plan: that this zone change would allow for a desirable development of the area; that the public conven- ience, necessity, general welfare and good zoning practice justify the proposed zone change; that the new zoning is the highest ~nd best use of property consistent with present zoning classifications. That the Planning Commission has'reviewed and considered the Environmental Impact Report and the "Alternatives to the Proposed Action" and concluded that the proposed project is an appropriate development on this site, The ~Planning Commission also finds that in order to encourage the develop- ment as proposed in C.U.P. 81-15, the zone change, if approved by the City Council, should require development of the property in substantial compliance with plans submitted in C.U.P. 81-15. - 1 - 1190 . . . \ . . Section 3. That the Planning Commission recommends to the City Council approval of a Zone Change from C-2 to C-2 and H for the property at. 130 West Huntington Drive provided that such Zone Change. is conditioned upon (1) certification of the Fina~ EIR.by the City Council and (2) development of the property as per the plans on file on Conditional Use Permit 81-15: Further, that this zone change shall not be effective if C.U.P. 81-15 is not approved, or if said C.U.P. is approved or conditionally approved and the proposed project is not developed in accordance with said approved or conditionally approved plans, or said C.U.P. expires without the project being under- taken; furcher that there shall be compliance with the mitigation measures and conditions of approval set forth in C.U.P. 81-15. Section 4. The Secretary shall certify to the adoption of this Resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. North: Developed with Engineering Science Building; zoned C-2 Developed with a single-family residence and City Hall; zoned respectively R-l and unzoned. Developed with County Park and a bar; zoned S-2 and C-2 respectively. Developed with a parking lot for the Santa Anita Race Track, zoned S-l South: East: West: Commercial The applicant is requesting a zone change to add an "H" High Rise overlay to the property in order to construct a 7-story hotel, and Page 1 . . . ( ( two 4-story office buildings (C.U.P. 81-15). The ~-2 zone allows a building of three stories, a maximum of 40' in height. The High Rise overlay allows an eight story building not to exceed 85' in height. ANALYSIS An Environmental Impact Report has been prepared by Donald A. Cotton Associates for this requested zone change and proposed hotel/office complex. The EIR in summary notes the following: D. Long-Term Uses Vs. Short-Term Productivity The development will have cumulative impacts on City services and traffic. These impacts are not anticipated to be significant. The project also will have cumulative and potentially significant effects on the City's sewage system. Measures to reduce cumula- tive impacts include the construction of new sewer trunk lines. E. Growth-Inducing Impacts The proposed project will create temporary construction jobs, about 640 permanent on-site jobs, and off-site jobs in service- related employment. Development of the site will upgrade the area and may spur new development of adjacent areas. It is staff's opinion that the addition of an "H" overlay on this property would provide for maximum utilization of the property and have no significant effect on adjoining properties. The impacts identified in the Environmental Impact Report can be re- duced by implementing the mitigation measures identified in the EIR. The "H" overlay ad hoc Committee at its December 2 meeting noted that this site might have the potential for high rise development and depend. ing on the outcome of the EIR, the zone change sho'-,ld be conditioned upon specific plans submitted tor the site. RECO~lMENDATION The Planning Department recommends approval of Zone Change 81-6, to add an "H" overlay to the existing C-2 zoned property subject to the ,following conditions: 1. Certification of the Final EIR by the City Council, and Development of the property as per plans on file on Con- ditional Use Permit 81-15. 2.
