A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARCADIA GRANTING A CONDITIONAL USE PERMIT TO CONSTRUCT
A GARAGE AND INDUSTRIAL COMPLEX AT 136-140 ST. JOSEPH
STREET.
WHEREAS, on December 21, 1981 an application was filed by Tom
T. Tanaka, Planning Department Case No. C.U.P. 82-1, to construct a
garage and industrial complex at 136-140 St. Joseph Street, more
particularly described as follows:
Lots 26, 27 and 28, except the westerly 10 feet of said
Lot 28, in Block 79 of Arcadia Santa Anita Tract, in the
City of Arcadia, County of Los Angeles, State of California,
as per Map recorded in Book 15, Pages 89 and 90 of Maps, in
the Office of said County Recorder.
WHEREAS, a public hearing was held on January 2~, 1982, at which
time all interested persons were given full opportunity to be heard
and to present evidence:
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA
HEREBY RESOLVES AS FOLLOWS:
Section 1. That the factual data submitted by the Planning
Department in the attached report is true and correct.
Section 2. This Commission finds that:
1. The granting of a Conditional Use Permit as hereinafter pro-

vided will not be detrimental to the public health or welfare or
injurious to the property or improvements in such zone or vicinity.
2. The use applied for at the location indicated is~operly

one for which a Conditional Use Permit is authorized.
3. The site for the proposed use is adequate in
to accommodate said use, including all yards, parking,
scaping and other features required to adjust said use
and uses in. the neighborhood.
4. The site abuts streets and highways adequate in width and
pavement type to carry the kind of traffic generated by the proposed
size and

.. 5. That the granting of such Conditional Use Permit will not
adversely affect the comprehensive General Plan.

Section 3. That for the foregoing reasons, subject to approval
of the City Council, this Commission grants a Conditional Use Permit
to construct a garage and industrial complex upon the following condi-
tions:

be completely screened from public view by an enclosure of which three
(3) sides shall consist of six (6) foot high decorative masonry walls
or other screening devices approved by the Planning Department.

6. That C.U.P. 82-1 shall not take effect until the owner and
applicant have executed a form available at the Planning Department
indicating awareness and acceptance of the conditions of approval.
Section 4. The Secretary shall certify to the adoption of
this Resolution and shall cause a copy to be forwarded to the City
Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing Resolution was adopted at a
regular meeting of the Planning Commission of the City of Arcadia on
the 9th day of February, 1982, by the following vote:

Buildings
. Building No.1 Contains approximately 4,500 sq. ft. of area and will
be divided into 5 leasable suites for light industrial
businesses.

Building No.2:
Contains approximately 4,000 sq. ft. of area to
be used for auto body repair.

Contains approximately 600 sq. ft. of area to be
used as an automobile spray painting booth.
The three buildings will total approximately 9,100 sq. ft. of area and
cover 41% of the lot (Code allows a maximum lot coverage of 60%) The
exterior of the buildings will consist of 8"x8"x16" split face concrete
blocks, the roof will be flat and the buildings will be one-story, a
maximum of 20 feet in height.
Building No.3:
Parking, Landscaping and Buffers
The proposed development will provide for 19.parking spaces and 1 loading
zone, which will meet the parking requirements for the site. Parking
stalls will be at a 450 angle.
The westerly driveway will allow for one-way circulation while the
southerly driveway, two-way circulation. There is a twenty-foot
wide alley south of the property. .
The development will meet all landscaping requirements for the site.
(1380 sq. ft of landscaping or 6% coverage)

Miscellaneous Information
Since the subject site is located .within the Redevelopment Project
Area, the development required Agency approval which it received on
March 18, 1980. The Agency only approved the development of the site
for an industrial complex and not the use or any modifications.
ANALYSIS
The Planning Commission at its July 8, 1980 meeti~g, approved Conditional
Use Permit 80-5, granting a conditional use permit to construct a gar-
age and industrial complex on the subject site. The conditional use
permit has since expired. The project approved by C.U.P. 80-5 is ex-
actly the same as requestedhy C.U.P. 82-1.
The proposed use and development of the site are consistent with the
General Plan and zoning of the area.
Recent projects have been granted the ffiodification allowing for zero
side yards in the M-l zone. Staff believes that the granting of this
modification would allow for an appropriate improvement and uniformity
of development, and avoid a possible unuseable space.
It is the Planning Department's opinion that allowing the loading doors

to be closer than the ten feet required would be appropriate due to
the loading zone being located west. of building number 3.
Pursuant to the provisions of the California Environmental Quality
Act, the Planning Department has prepared an initial study for the
proposed project. Said initial study did not disclose any substantial
or potentially substantial adverse change in any of the physical condi-
tions within the area affected by the project including land, air,
water, minerals, flora, fauna, ambient noise, and objects of historical
or aesthetic significance. Therefore, a Negative Declaration has
been prepared for this project.
Before the Planning Commission or the City Council take action on
this project, they should "move to approve and file the Negative Dec-
laration and find that the project will not have a significant effect
on the environment".

of the project.
REC0MMENDATION
The Planning Department recommends approval of C.U.P. 82-1 subject to
the following cnditions:

That parkway trees be planted, close existing driveway aprons, and
construct P.C.C. sidewalk in accordance with plans to be approved
by the Director of Public Works (attached memo from the Department
of Public Works).
2. Since the development will be on three existing lots a lot con-
solidation or a Covenant holding the property as one parcel shall
be required. The Covenant shall be recorded and be approved to
form and content by the City Attorney. This shall be completed
prior to issuance of any Building Permits.
3. That modifications be granted for the following:
A. Zero side yard setbacks in lieu of 5 feet reauired 19266:2.2.1).
B. Two loading doors to be 2 feet 8 inches from "the alley in
