RESOLUTION NO. 1182
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ARCADIA GRANTING A CONDITIONAL USE PERMIT
TO OPERATE TWO (2) DRIVE-UP TELLERTUBE LANES WHICH
WOULD BE ADDED TO AN EXISTING SAVINGS AND LOAN
BRANCH FACILITY AT 41 EAST LIVE OAK AVENUE.

WHEREAS, an application was filed by California Federal Savings
and Loan Association to operate two (2) drive-up tellertube lanes which
would be added to an existing savings and loan branch facility, Plan-
ning Department Case No. C.U.P. 8l-12, on the property commonly known
as 41 East Live Oak Avenue, more particularly described as follows:
Lots 19 and 20 in Block 21 of Tract No. 11438, in the City of
Arcadia, County of Los Angeles, State of California, as per
Map recorded in Map Book 234,page 22 of Maps in the Office of
the Los Angeles County Recorder.
WHEREAS, a public hearing was held on
time all interested persons were given full
and present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA
HEREBY RESOLVES AS FOLLOWS;

Section 1. That the factual data submitted by the Planning De-
partment in the attached staff report is true and correct.
Section 2. This Commission finds that:
1. The granting of a Conditional Use Permit as hereinafter
provided will not be detrimental to the public health or welfare or
injurious to the property or improvement in such zone or vicinity.
2. The use applied for at the location indicated is properly
one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size and shape
to accomodate said use, including all yards, parking, loading, land-
scaping and other features required to adjust said use with the land
and uses in the neighborhood.

4. The site abuts streets

Section 3. That for the foregoing reasons, subject to the
approval of the City Council, this Commission grants a conditional use
permit for the operation of two (2) drive-up tellertube lanes which
would be added to an existing savings and loan branch facility, upon
the following conditions:
1. The property shall be improved and maintained in accordance
with the plans which are on file in the subject Case No. C.U.P. 81-12
and applicable regulations of the Arcadia Municipal Code.
2. That a ramp for the handicapped shall be constructed at the
northeast corner of Live Oak and Louise Avenue to the satisfaction of
the Director of Public Works.
3. That the landscaped buffers along Live Oak Avenue and Louise
Avenue be so maintained that the height of the ground cover and shrubs
shall not exceed a maximum height of 3' -0" as per the visibility stan-
dards on file with the Planning Department.
4. That a modification be granted to permit the existing
eighteen (18) interior parking spaces to remain without wheel stops
(9269.6.) .
5. That C.U.P. 81-12 shall not take effect until the owner
and applicant have executed a form available at the Planning Depart-
ment indicating awareness and acceptance of the conditions of approval.
Section 4. The Secretary shall certify to the adoption of this
Resolution and shall cause a copy to be forwarded to the City Council
of the City of Arcadia.

GENERAL PLAN
DESIGNATION:
The subject property is designated as commercial.
HISTORY
In 1964 the proposed plans for the construction of the existing sav-
ings and loan building went before the Planning Commission as a result
of a variance application, since at the time C-O zoning did not permit
financial institutions to be conducted in a C-O zone. As a result of
the hearing before the Planning Commission, it was recommended that the
text of the zoning regulations be changed to permit banks and savings
and loan associations to be located in C-O zones.

The City Council, at its meeting of July 7, 1961, adopted Ordinance
No. 1247 which amended the C-O regulations to include banks and savings
and loan facilities; the present 7,880 square foot building was then
constructed in the latter part of 1964.
PROPOSAL
The applicant is proposing the addition of two (2) drive-up tellertube
lanes; one land which would be built immediately and the other in the
future.
The proposed tellertube lanes would utilize an existing 25'-0" wide
aisle which runs along the easterly side of the building. This aisle
presently provides ingress and egress to nine (9) public parking
spaces (see attached plot plarl. In order to provide the tellertube
lanes with one-way southbound ingress with limited traffic, said
parking spaces would be designated to all day employee parking as in-
dicated on the proposed plans.
PARKING AND LANDSCAPING
There are a total of forty-nine (49) parking spaces existing within the
perimeters of the parking lot; forty-eight' (48) parking spaces are
required based on six (6) parking spaces per 1,001 square feet of
gross building floor area.
The applicant has provided (see attached) a graph which illustrates
a typical week of parking occupancy. Said graph indicates that there
are 14 employee cars on the site at all times, and the highest parking
spaces occupancy is 39 spaces on Thursday, 4:00 - 4:40 p.m.; leaving
10 spaces unoccupied.
The parking area will maintain two existing interior landscaped
islands and perimeter planting buffer strips with a 6'-0" high ma-
sonry wall which separates the parking area from the adjacent residen-
tial and commercial properties.
ANALYSIS
A savings and loan branch with a tellertube facility is a permitted
use in a C-O & D zone with an approved conditional use permit. It is
staff's opinion that the site is appropriate for this type of business,
and the circulation and parking are adequate to accommodate the proposed
use. However, during a field investigation of the subject site it was
noted by staff that the dense landscaping which separates the parking
area from Live Oak Avenue interferes with the visibility of pedestrians
and vehicular egress and ingress to the property as per the visibility
standards on file with the Planning Department. Therefore it is staff's
recommendation that the landscape buffers along Live Oak Avenue and

~ standards on file with the Planning Department.
Pursuant to the provisions of the California Environmental Quality
Act, the Planning Department has prepared an initial study for the
proposed project. Said initial study did not disclose any substan-
tial or potentially substantial adverse change in any of the physical
conditions within the area affected by the project including land,
air, water, minerals, flora, fauna, ambient noise, and objects of
historical or aesthetic significance. Therefore, a Negative Declara-
tion has been prepared for this project.
Before the Planning Commission or the City Council take action on
this project, they should "move to approve and fi le the Negative
Declaration and find that the project will not have a significant
effect on the environment".
RECOMMENDATIONS
The Planning Department recommends approval of this project subject
to the following conditions:
1. That a ramp for the handicapped shall be constructed at the north-
east corner of Live Oak and Louise Avenue to the satisfaction of
the Director of Public Works.

That the landscaped buffers along Live Oak Avenue and Louise Ave-
nue be so maintained that the height of the ground cover and
shrubs shall not exceed a maximum height of 3'-0" as per the visi-
bility standards on file with the Planning Department.
3. That C.U.P. 81-12 shall not take effect until the owner and
applicant have executed a form available at the Planning Depart-
ment indicating awareness and acceptance of the conditions of
approval.
After taking action on this application, the Planning Commission
should direct staff to prepare a resolution for adoption at its next
meeting. The Planning Commission's action shall not be final until
adoption of the resolution. The appeal period for this action com-
mences at the time the Commission adopts the resolution.

J. On a separate sheet, describe the following:
1. The environmental setting of the project site as it exists.
The site is at the North East corner of Live Oak Avenue and
Louise Avenue. The building is located in a landscaped area
so that it is separated from the street and the parking area
by landscaping on all four sides, The parking area has two
interior islands of planting and perimeter planting strips
as well as a 6 foot high concrete block wall separating it
from adjacent residential and commercial properties on the
North and East sides. Also landscaping separates the park-
ing from Live Oak Avenue and Louise Avenue. In the original
development, some of the existing trees were preserved and
now are a part of the parking lot landscaping.
2.
The proposed alterations to the project site.
.
The drive-up teller tubes will be located on the south side
of the double row of parking and the 9 spaces on the west,
(towards the building) will be assigned to all day employee
cars. In this manner the westerly aisle adjacent to the
building will become one-way southbound and used only by
drive-up teller tube traffic. Customers entering from Live
Oak Avenue or Louise Avenue will be able to decide whether
to join the drive-up line or park, depending upon the length
of the line. The line will accomodate a minimum of six cars
before there is any interference with traffic headed for
parking spaces. We believe that no customers will join a
line this long, but will prefer to park and walk into the
building instead, It follows that there will be no inter-
ference with street traffic because of the drive-up lane.
In addition, should any driver present a transaction which
would delay the line, the teller will direct this customer
to turn left and park, coming inside to complete the trans-
action,
It should be noted that in the plan presented, the driveways,
the landscaping and the stall striping is as existing. There
will be: no alteration to driveways, no reduction in landscaped
area and no loss of existing parking spaces. In fact, the 6
cars in the drive-up lane are a net gain in parking,
The total floor area, according to the building permit,is
7,880 square feet, By the present requirement of 6 parking
spaces per 1,000 square feet for a Financial Institution, this
works out to 47 or 48 spaces being required. In fact, 49 spaces
are provided and the drive-up lane will handle six more.

See attached graph of typical week space occupancy. There are 14
~mployee cars on the site at all times and yet the highest occupancy
lS 39 spaces on Thursday, 4:00-4:40 PM, leaving 10 spaces still
unoccupied.

strip. This is all small retail business. In order from East
to West they are; delicatessen, bike shop; barber shop, antique
shop, women's dress shop, pastrey shop, and a printing shop.
