'. -" RESOLUTION NO., 1181 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA GRANTING CONDITIONAL USE PERMIT 81-11 TO CONSTRUCT A TWO-STORY CLASSROOM BUILDING ,AT 226 WEST COLORADO BOULEVARD WHEREAS, an application was filed by Santa Anita Church/Barnhart School to construct a two-story building containing 4 classrooms, Planning Department Case No. C.U.P. 81-11, on the property common- ly known as 226 West Colorado Boulevard, more particularly described as foll,ows: A portion of Lot 1, Tract 949, Map Book 17, Page 13 in the City of Arcadia, County of Los Angeles, State of California. WHEREAS, a public hearing was held on November 10, 1981 at which time all interested persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY RESOLVES AS FOLLOWS: Section 1. That the factual data submitted by the Planning Department "in the attached staff report is true and correct. Section 2. This Commission finds that: 1. The granting of a Conditional Use Permit as hereinafter provided will not be detrimental to the public health or welfare or injurious to the property or improvement in such zone or vicinity. 2. The use applied for at the location indicated is properly one for which a conditional use permit is authorized. 3, The site for the proposed use is adequate in size and shape to accommodate said use, including all yards, parking, loading, landscaping and other features required to adjust said use with the land and uses in the neighborhool. 4. The site abuts streets and highways adequate in width and pavement type to carry the kind of traffic generated by the proposed use. 5. The granting of such Conditional Use Permit will not 'ad- versely' affect the General Plan. 1 1181 ..... ..IIIIIII!I' .' . - 6. The use applied for will not have a substantial adverse impact on the environment. ~ Section 3. That for the foregoing reasons, subject to the approval of the City Council, this Commission grants a conditional use permit to construct a two-story classroom upon the following conditions: 1. The proposed building shall comply with Building Code regulations. 2. The proposed building shall comply with the following recommendations from the Fire Department to the satisfaction of the Fire Chief: ~ . a. Installation of supervised alarm system for entire school. b. Installation of an on-site hydrant. c. Fire extinguishers for new building. 3. C.U.P. 81-11 shall not take effect until the owner and applicant have executed a form available at the Planning Department indicating awareness and acceptance of the conditions of approval. Section 4. The Secretary shall certify to the adoption of this Resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. BUTLER ASSOCIATE PLANNER Santa Anita Church/Barnhart School 226 West Colorado Boulevard Conditional use permit to add a two-story building containing four classrooms. Approximately 182,778 square feet (4.2 acres) 667.64 feet on Colorado Boulevard 250.48 feet on Colorado Place The site is developed with the Santa Anita Church and Barnhart School; zoned R-3 North: Apartments and single-family dwellings; zoned R-3 and R-1 Motel and Race Track parking; zoned R-3 and R-l The Arcadia Wash and single-family dwellings; zoned R-1 Apartments; zoned R-3 South: East: West: Commercial On July 16, 1968 the City Council approved C.U.P. 68-44 for a two- story classroom facility which would provide room for 80 additional students, increasing the enrollment to approximately 200 students. On August 2, 1977 the City Council approved C.U.P. 77-13 to allow the addition of two temporary modular classrooms for 32 students for a period of 36 months. 11/10/81 Page 1 C.U.P. 79-13 to construct two new.classrooms tp replace the temporary 'inodulatellissroClms was approved by the Ci ty Council on September 4, 1979. . SPECIAL INFORMATION: The proposed addition ,will be'two stories, 3600 square feet in area, and contain four classrooms. Access to the classrooms located on the ground floor will be through, a hallway. Access ~o the classrooms located on the second floor will be from a stairway inside the building and an outside stairway to each classroom. The exterior of the building will be stucco on the ground level with exterior plywood siding on the upper story. This new building will be located south of the existing school adjacent to the play area. Presently 228 students attend the school; with the addition of the new classrooms there would be a maximum of 240 students. PARKING The addition of the new classrooms will not eliminate any existing . parking spaces (175 parking spaces exist on the site). There is ingress and egress from the two driveways on Colorado Boule- vard and one driveway on Colorado Place. MISCELLANEOUS INFORMATION The school is located within the Alquist Priolo Special Studies Zone. The City's geologist has determined that "the fault trench performed in 1979, which disclosed no evidence of faulting, is adequate to, cover the new addition". ANALYSIS The church and school are permitted uses in the R-3 zone with an approved Conditional Use Permit. It is staff's opinion that the site is adequate in size and shape to accommodate the proposed addition. Pursuant to the provisions of the California Environmental Quality Act, the Planning Department has prepared an initial study for the proposed project. Said initial study did not disclose any substan- tial or potentially substantial adverse change in any of the physical conditions within the.area affected by the project including land, air, water, minerals, flora, fauna, 'ambient noise, and objects of , I . 11/10/81 C.U.P. 81-11 Page 2 historical or aesthetic significance. Therefore, a Negative Declara- . tien has been prepared for this pro ject. Before the Planning Commission or the City Council take action on this project, they should "move to approve and file the Negative, Declaration and find that the project will not have a significant effect on the environment". RECOMMENDATION The Planning Department recommends approval of C.U.P. 81-11 subject to the following conditions: 1. The proposed building shall comply with Building Code regulations. 2.
