RESOLUTION NO. 1107
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA GRANTING A CONDI-
TIONAL USE PEID1IT TO CONSTRUCT CLASSROOMS
AT 226 WEST COLORADO BOULEVARD
WHEREAS, on July 23, 1979, the Santa Anita Church, Barnhart
Christian School, filed an application to allow the construction
of two permanent classrooms, Planning Department Case No. CUP 79-
13 on property commonly known as 226 West Colorado Boulevard, more
particularly described as follows:
Part of Lot 1, Tract 949, Map Book 17, Page 13
in the City of Arcadia, County of Los Angeles,
State of California.
WHEREAS, a public hearing was held on August 14, 1979, at
which time all interested persons were given full opportunity to
be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA
HEREBY RESOLVES AS FOLLOWS:
Section 1. That the factual data submitted by the Planning
Department in the attached report is true and correct.
Section 2. This Commission finds that:
1. The granting of conditional use permit as hereinafter pro-
vided will not be detrimenta~ to the pUblic health or welfare or In-
jurious to the property or improvements in such zone or vicinity.
2. The use applied for at the location indicated is properly
one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in ~ize and shape
to accommodate said use including all yards, parking, loading, land-
scaping and other features required to adjust said use with the land
and uses in the neighborhood.

. 4. The site abuts streets and highways adequate in width
and pavement type to carry the kind of traffic generated by the
proposed use.
5. The granting of such conditional use permit will not ad-
versely affect the General Plan.
6. The use applied for will not have a substantial adverse
impact on the environment.
7. The proposed use complies with all requirements set forth
for the issuance of a conditional use permit.
8. The proposed use will not substantially increase vehicular
traffic on any street in a residentially zoned district.
9. The proposed use will not lessen the suitability of any
nearby commercially zoned property for commercial use by interfering
with pedestrian traffic.
10. The proposed use will not create increased traffic hazards
to pedestrians when located near a school, church, auditorium, theater
or other place of assembly.
. Section 3. That for the foregoing reasons. subj ect to approval
of the City Council, this Commission grants a conditional use permit
for the construction of two classrooms upon the following conditions:
1. The property shall be improved and maintained in accordance
with plans on file in the subject case C.D.P. 79-13 and applicable
regulations of the Arcadia Municipal Code.
2. The proposed building shall comply with Building Division
regulations.
3. The proposed building shall comply with regulations of the
Fire Department.
4. C.D.P. 79-13 shall not take effect until the owner and applic-
ant have executed a form available at the Planning Department indicat-
ing awareness and acceptance of the conditions of approval.
5. The temporary buildings shall be removed concurrently with
the initial use of the permanent building.
Section 4. The secretary shall certify to the adoption of this
resolution.

COMMERCIAL DESIGNATION
On July 16, 1968, the City Council approved CUP
68-44 for a two-story classroom facility which would
provide room for 80 additional students, increasing
the enrollment to approximately 200 students.
On August 2, 1977 the City Council approved CUP
77-13 to allow' the addition of two temporary mod-
ular classrooms for 32 students for a period of
36 months.

SPECIAL INFORMATION
BUILDING INFORMATION:
The area of the existing buildings is approximately 24,000 sq. ft.
The proposed two new classrooms will contain a total area of 1,260
sq. ft.
The proposed building will replace the temporary classrooms and will
accommodate 32 students.
The new building will be located in the same area as the temporary
buildings, south of the existing school adjacent to the play area.
The building will be visable from Colorado Place.
The bUilding will have plywood siding with wood trim and an asphalt
shingle roof.
The Fire Department, Public Works Department, and Building Division
have reviewed the proposed plan. The only requirement is that a
portable fire extinguisher be provided in each classroom.
PARKING
The addition of the new classrooms will not eliminate any existing
spaces; 175 parking stalls are on the site.

There is ingress and egress from two driveways on Colorado Boulevard
and one driveway on Colorado Place.
ANALYSIS
The church and school are permitted uses in an R-3 Zone with an
approved Conditional Use Permit.
The construction of the new classrooms will replace the temporary
classrooms.
Pursuant to the provisions of the California Environmental Quality
Act, the Planning Department has prepared an initial study for the
proposed project. Said initial study did not disclose any substantial
adverse Change in any of the physical conditions within the area
affected by the project including land, air, water, minerals, flora,
fauna, ambient noise and objects of historical or aesthetic signifi-
cance. Therefore, a Negative Declaration has been prepared for this
proj ect .
Before the Planning Commission takes action on this project, the
Commission should "move to approve and file the Negative Declaration
and find that the project will not have a significant effect on the
environment."

RECOMMENDATION
The Planning Department recommends approval of C.U,P. 79-13 subject
to the following conditions:
