RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, OCTOBER 12, 2022 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER — Chairperson Cheung called the meeting to order at 6:01 pm. PLEDGE OF ALLEGIANCE — Commissioner Chu ROLL CALL OF COMMISSIONERS PRESENT: Cheung, Chu, and Vanni ABSENT: Yu and Swinney SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Vice -Chairperson Chu — No report Commissioner Vanni inquired about inspecting Wilderness Park to see the damages from the 2022 winter storms. Director of Recreation and Community Services (DRCS) Sara Somogyi informed the Commission there are many safety concerns with entering the park but will reach out to see if it is possible to arrange a visit. Chairperson Cheung — No report. REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Beck reported the Newcastle Groundbreaking Ceremony was a success. Mayor Beck complimented DRCS Somogyi and staff for a job well done. Mayor Beck reported the Carol Libby Courtyard Dedication took place on September 17. Mayor Beck reported the dedication of the Memorial Garden at the Arcadia Public Library, in honor of Mary Hansen, will take place on November 17 at 11:00am. Mayor Beck reported the 2022 Arcadia Mayor's Community Breakfast will be on October 28, 7:30am, at Santa Anita Park. Mayor Beck reported the City has a new Deputy City Manager, Justine Bruno. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of September 14, 2022. It was moved by Commissioner Vanni, seconded by Chairperson Cheung, and unanimously carried on roll call vote to approve consent calendar 2a. 3. REGULAR ITEMS a. Report of Public Works Services Department Project Update Deputy Director of Public Works Services (DDPWS) Carmen Masud reported Water Fest will be happening at Los Angeles County Park on October 15, information can be found at www.upperdistrict.org. DDPWS Masud reported there will be a Community Clean Up event on November 5, at Orange Grove Park. Volunteers will help install drip irrigation, planting bushes and trees, and place mulch around the facility. DDPWS Masud reported the Mary Hansen Memorial Garden is in progress with the dedication scheduled for November 15 at 11:00am. DDPWS Masud reported the water main break on Canyon Avenue will be repaired the last week of October. DDPWS Masud reported the semi-annual Shred Event will take place at the Arcadia Public Library on November 12 starting at 8:OOam. b. Report of Director of Recreation and Community Services DRCS Somogyi reported the Ceremonial Groundbreaking for Newcastle Park took place Tuesday, October 4 at 5:30pm. DRCS Somogyi thanked those who attended and handed out a copy of the news release along with a photo of the event. Monthly Reports DRCS Somogyi reported on many of the September programs and activities. DRCS Somogyi reported the gift shop will be having their Annual Craft Fair on October 22 from 9:OOam-2:OOpm. DRCS Somogyi reported mahjong had 92 seniors playing. DRCS Somogyi reported 35 people attended Coffee with the Mayor. DRCS Somogyi reported Walk and Talk is back with 12 participants. DRCS Somogyi reported the Annual Senior Health Fair took place on September 2 with 250 senior's attending. DCRS Somogyi reported the Western Hoedown took place on September 9 with 92 seniors participating. DRCS reported the Community Center hosted a Meet and Greet with USC Arcadia Hospital, 48 were in attendance. DCRS Somogyi reported on several recreational programs beginning with the After School program with 3,100 children attending the six school sites during the month of September. DRCS Somogyi reported the Girls Volleyball league has started with 306 participants. DRCS Somogyi reported the Sock Hop themed Father and Daughter Dance took place on September 23, with 87 participants. DRCS Somogyi reported Merit Badge classes are being held both virtually and in person with 79 scouts. DCRS Somogyi reported Community Center rentals are beginning to pick back up with 730 people utilizing the facility on weekends. DCRS Somogyi reported the Veteran's luncheon will be held on November 10. Registration for the luncheon is open and staff have been reaching out to Veterans as well as past participants in hopes to get more in attendance for this prestigious celebration. Financial Statements DRCS Somogyi reported the financials are right where they should be for two months into the fiscal year. DRCS Somogyi reported the Park and Recreation Facilities fund will begin to show movement when the Newcastle Park project begins in the next year. DRCS Somogyi reiterated the 2.2 million dollars from the grant is to be reimbursed, meaning the City will pay the cost upfront before receiving the money. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Gift The gift shop provides a venue for senior crafters to sell their 214 Visitors Shop creations and allows the community to purchase one -of -a -kind Monthly Revenue items at a great price. $264 Information & This program assists seniors and their families with issues that Referral Intakes affect their quality of life by providing information and referral that 16 address their daily living concerns. Billiard Room Three pool tables are available Monday through Friday from 412 7:30am-4:30pm for seniors to enjoy and make new friends. Blood Pressure Free blood pressure check is available for our senior patrons Check every month on the second Tuesday, from 10-11 am in the 15 Community Center billiard room. Senior Nutrition A nutritious meal is provided Monday -Friday for senior citizens. 1,363 Program For many seniors, this is the only hot meal they have daily. Average/Day 75 Exercise plays a vital role in health and wellness. Classes Classes include line dance, cardio plus, and Zumba. These courses 1,812 contribute to bone density improvement, increased muscle strength, flexibility, the reduction of stress, and improved cardio. Table Table Tennis is available Monday -Friday, from 8:30am-3:30pm. Tennis Seniors can drop in and play to gain exercise and socialization. 71 The Lions Sight program is offered in conjunction with the Arcadia Lions Club. The program offers low-income seniors with Lions Sight free vision care. Prospective clients are screened by senior 2 services staff and make the necessary arrangements for the service. Mahjong is a game of Chinese origin usually played by four Mahjong people with 144 tiles that are drawn and discarded until a player 64 secures a winning hand. Mahjong meets every Friday at 1 pm. Monday Monday Dance is held the first, third, and fifth Monday of every Dance month. This program provides a good element for participants 183 and has a good ratio of male and female dancers. Dial A Ride Monthly Dial A Ride bus passes are sold at the Community Center and 28 Bus Passes can also be mailed to seniors. Bus passes are $5 per month. Legal The Neighborhood Legal Services of Los Angeles Organization Assistance is available once a month at the Community Center to provide 5 seniors with legal insight. Notary Notary services are limited to three signatures or 30 minutes per Services appointment every second and fourth Tuesday of the month. 3 Coffee with the On the third Tuesday of the month, Seniors listen and chat with Mayor the Mayor about City issues and topics of personal interest. 39 Weekly Movie New releases or classic movies are shown on a theater size 50 screen every Wednesday at 12:45pm. On Friday October 7, 87 seniors attended the event. For $13 per Spooktacular person, seniors received eight game sheets, highlighters, hand Bingo sanitizer, snacks, and a great time! The lucky winners took home 87 gift cards to local establishments. On Thursday, October 13, 36 seniors were escorted on a bus to Senior Cultural Olvera Street in Downtown Los Angeles. Seniors learn about a Day Camp new country each year. The program included shopping, lunch, 36 and a museum tour. Fall Bunco On October 14, 35 people participated in Fall themed Bunco. 35 Everyone enjoyed food, snacks, and raffle prizes. On Monday, October 31, 65 seniors attended the annual Boo Boo Bash Bash. The seniors dressed up in costumes, enjoyed lunch, and 65 played a variety of themed games. Support services include registering members for trips, signing Meeting: 75 Arcadia up new members, and handling the club's correspondence, and Passes Sold: 69 Travelers Club membership. A monthly club meeting is held at the Community Passengers: 95 Total: 239 Center to discuss future trips and provide a social gathering. Cumulative total for senior services 4,739 Connection Total number of monthly newsletters distributed this month. 1,100 RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services are listed below. PROGRAM DESCRIPTION ATTENDANCE Adult Basketball There are 26 Adult Basketball teams participating in the spring 1,630 Sunday league at the Dana Gym. The After School Playground Program is a free drop -in program for BS 634 youth in grades K-5. The program operates Monday through Friday CG 418 After School from school dismissal to 4:30pm through June 2, 2023. Six HA 511 Program elementary school playgrounds provide a variety of activities HO 640 including board games, crafts, and outdoor games to keep HR 543 LW 561Total participants safely engaged and entertained. 3,307 Girls Youth Volleyball is offered each fall through the after -school Girls Youth program. There are three divisions, Division A includes grades 7 Div. A - 170 Div. B - 255 Volleyball and 8, Division B includes grades 5 and 6, and Division C includes Div. C - 85 grades 3 and 4. Practices are twice a week with games on Total 510 weekends. Kid's Night Out took place on Friday, October 14 at the Arcadia Community Center. Participants took part in a Pumpkin Patch Kid's Night Out themed night. Parents enjoyed a night out while their kids ate 14 dinner, decorated pumpkins, did crafts, played games, and watched a movie. The Recreation & Community Services Department Joined in the Halloween fun along with the Downtown Arcadia Improvement Association Haunting (DATA) to bring the community some Halloween festivities. There 6,000 were plenty of games, candy, costumes, and fun! Merit Badge Merit Badge Classes are offered both virtually and in person to Classes Scouts to earn badges that help them reach the goal of Eagle Scout 49 rank. The Volunteen Program provides teens ages 13-16 with valuable Volunteen volunteer experiences which will help prepare them for college and 39 Volunteens Program future jobs. During the month of October, a total of 172 hours were 172 hours volunteered. Community A wide range of classes are offered for all ages. Some classes Center Classes offered at this location include Zumba, gymnastics, sewing, and 1,427 chess. MEC Classes Some classes offered at this location include guzheng, karate, and 202 line dancing.
