RESOLUTION NO. 1103
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA RECOMMENDING APPROVAL
OF A ZONE CHANGE FROM C-l TO R-3 FOR THE
PROPERTY AT 9808-9828 NAOMI AVENUE AND
1302-1320 GOLDEN WEST AVENUE.
WHEREAS, an application was filed by Dean Efstathiou and
the City of Arcadia Planning Department on April 16, 1979, requesting
a zone change from C-l to R-3 (multiple family) for the property
at 9808-9828 Naomi Avenue and 1302-1320 Golden West Avenue, more
particularly described as follows:
That portion of Lot 6, Block A of Santa Anita Land Campany's
Tract as shown on map recorded in Book 6, Page 137 of Maps
in the office of the Recorder of Los Angeles County,
described as follows:
Beginning at the intersection of the southerly line of
Naomi Avenue (55 feet wide) and the easterly line of
Golden West Avenue (60 feet wide), thence easterly 315
feet along said southerly line; thence southerly 305 feet
parallel with said easterly line; thence westerly parallel
with above mentioned southerly line to its intersection
with above said easterly line; thence northerly along said
easterly line to the point of beginning.
WHEREAS, a public hearing was held on May 8, 1979, at
which time all interested persons were given full opportunity to
be heard and to present evidence;
NOW, THEREFORE, BE IT RESOLVED THAT THE PLANNING COMMISSION
MAKES THE FOLLOWING RECOMMENDATION AND FINDS AS FOLLOWS:
SECTION 1. That the factual data submitted by the Plan-
ning Department in the attached staff report is true and correct.
SECTION 2. The Planning Commission recommends to the
City Council a zone change from C-l to R-3 for the property at

SECTION 3. That the Planning Commission finds that the
proposed zone change would be consistent with the General Plan and
that the public convenience, necessity and welfare justify the
proposed zone change.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the Planning Commission of the City of
Arcadia held on the 22nd day of May, 1~79, by the following vote:

HISTORY
This area was annexed to the City in the mid 1960's. At the time
of annexation, the property was placed in zone classification R-l.
In January 1966, the City Council adopted Ordinance No. 1315 which
rezoned this area C-l.
In March 1972, the General Plan was adopted which designated these
properties as Medium Density Residential (7-12 dwelling units per
acre).
In January 1973, the Planning Department initiated a zone change
(2-72-8) for the consideration of rezoning this C-l area to R-2
in order to promote consistency between the General Plan and the
zoning. The Commission determined and recommended to the City
Council that the zoning be changed to R-3. Following public hear-
ings before the City Council, the Council determined that the zoning
should remain C-l.

In July 1974, the Planning Department initiated a General Plan change
for the consideration of redesignating the area from Medium Density
Residential to General Commercial to reflect the prior action of the
City Council. Following public hearings before the Planning Commission
the Commission determined that the current General Plan designation
of Medium Density Residential should not be changed. No further
action on the General Plan change was taken. Again, the Planning
Commission felt that appropriate zone change hearings should be in-
itiated for the consideration of changing the zoning of this area
from C-l to R-2 which would be consistent with the current General
Plan designation.
In October 1974, zone change 2-74-3 was introduced recommending that
this area be brought into consistency with the General Plan and that
the subject property be rezoned to R-2. The Planning Commission ad-
opted Resolution 869 which recommended a zone change from C-l to R-2
for the properties at 9808-9836 Naomi Avenue.

This item was tabled by the City Council on November 19, 1974.
The City Council at this meeting directed staff to begin a General
Plan change for this area (G.P. 74-3). Following public hearings,
the City Council adopted Resolution 4480 on February 18, 1975,
which recommended that the General Plan be changed to High Density
Residential 13+ du/ac.
In April 1975, the General Plan was amended and the Medium Density
Residential and High Density Residential designations were combined
and a new designation was established of "Multiple Family Residential
(7+ du/ac)". This is the present General Plan classification on
the property.

In January 1979, Zone Change Z-79-l was introduced recommending
that 9834-9836 West Naomi Avenue be brought into consistency
with the General Plan and that the said property be rezoned to
R-3. The Planning Commission adopted Resolution 1084 which re-
commended a zone change from C-l to R-3 for the properties at
9834 - 9836 West Naomi Avenue.
Following a public hearing before the City Council, the Council
approved the zone change as recommended by the Planning Commission.
On April 3, 1979, the City Council adopted Ordinance No. 1672
which rezoned 9834 - 9836 West Naomi Avenue from C-l to R-3.
PROPOSAL
Mr. Efstathiou initiated this application when he applied for a
zone change on his property (9812-9816 Naomi Avenue). The Planning
Department initiated a zone change on the remaining properties in
the area to avoid spot zoning and to bring the subject site into
conformity with the General Plan.
Mr. Efstathiou mailed letters to the property owners of the subject
site asking for their recommendations on the proposed zone change
and received the following responses:

Attached as Exhibits A and B you will find a copy of the letter
sent and a typical property owner response form.
If the property is rezoned from C-l to R-3, Mr. Efstathiou proposes
to build condominiums.
ANALYSIS
The subject site has been zoned C-l for approximately 14 years.
During this time there has not been any commercial development in
this area.
The requested zone change from C-l to R-3 would be consistent with
the General Plan and would promote development of the area.
Pursuant to the provisions of the California Environmental Quality
Act, the Planning Department has prepared an initial study for the
proposed project. Said initial study did not disclose any substan-
tial or potentially substantial adverse change in any of the physical
conditions within the area affected by the project including land,
air, water, minerals, flora, fauna, ambient noise, and objects of
historical or aesthetic significance. Therefore, a Negative Declara-
tion has been prepared for this project.

Before the Planning Commission and City Council take action on
this project, the Commission and Council should "move to approve
and file the Negative Declaration and find that the project will
not have a significant effect on the environment.u
RECOMMENDATION
The Planning Department recommends approval of Zone Change Z-79-4
from C-l to R-3.
After taking action on this application, the Planning Commission
should direct staff to prepare a resolution for adoption at its
next meeting. The Planning Commission's action shall not be final
until adoption of this resolution. The appeal period for this
action commences at the time the Commission adopts the resolution.

De ar Property Owner:
There are 14 parcels of land at the southeast corner of
Naomi and Golden West Avenues in the City of Arcadia.
All 14 of these parcels are zoned C-l (Commercial).
The General Plan of the City of Arcadia has designated
these 14 parcels as Multiple Family Residential (R-3).
All of the buildings on these parcels of land are
residential in nature, and most of them are rather old.
All 14 of these parcels of land are ready or nearly
ready for a change from existing land use.
The question that needs to be answered is whether the
City1s zoning is proper (C-1 Commercial), or whether
the City's General Plan is the logical choice.

All 14 parcels are relatively small in size, and any
commercial use on these parcels would be marginal.
(None of these parcels could accommodate even a
small store.) The existing land use is also marginal.
For this reason, I feel that all the owners, myself
included, are looking for thebest and highest use
of this land that will yield the best possible return
on our investment when we either sell or develop our
individual parcels of land.

It is my feeling that the best use of this land lIould
be as R-3 (Apartments or condominiums). (It does not
take an extensive marketing analysis of the Arcadia
area to come to this conclusion.) For this reason,
I would like to initiate a zone change action with
the City of Arcadia and have my parcel of land reclass-
ified to R-3 (Multiple Family Residential).
It seems logical that all 14 parcels
should speak as one on this matter.
