PLEDGE OF ALLEGIANCE — Chairperson Cao ROLL CALL OF COMMISSIONERS PRESENT: Michael Cao, Charlene Martinez, Marilyn Mazone, Kathrynn Penny, Nilo Salazar, and Donna Salter ABSENT: Margaret Swope SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS REPORTS FROM SENIOR CITIZENS COMMISSIONERS Vice -Chairperson Mazone reported the Travelers Club celebrated their 40th Anniversary on September 23 at the Community Center. The event had over 120 guests and included a brunch style meal, music entertainment, and great prizes. Vice -Chairperson Mazone reported on upcoming trips: On November 26, Bob Baker's Marionettes Christmas Show and lunch at the Smoke House in Burbank. On December 9, there is a trip to Los Angeles for the Beyong King Tut exhibition. Travelers will experience the next generation of visual storytelling exhibition, and never before seen visuals revealing the world of King Tut. On December 17, Travelers will take a day trip to Newport Beach for a boat ride to view beautiful, decorated homes, docks, and yachts. On January 13, Travelers travel to Hollywood for a private tour of Paramount Studios. Commissioner Salter reported she was happy to attend the Newcastle Park groundbreaking ceremony on October 4. The Newcastle Park improvement will begin in 2023 and completion is targeted date is in 2024. Commissioner Salazar reported he attended the Newcastle Park groundbreaking ceremony on October 4 and looking forward to the completion of the park. Commissioner Salazar reported there are four new members who joined the Golden Senior Club. Everyone enjoyed a free lunch, said farewell to a longtime member, and celebrated birthdays on October 6. Chairperson Cao reported the USC Arcadia Hospital meet and greet held at the Community Center on September 22 had a good turnout. Attendees were able to ask questions and answered directly by the CEO. One of the questions many were curious about was the promotional banner of nurses needed and the generous bonus provided if hired. The banner is displayed on the corner of Duarte Road and Baldwin Avenue. Chairperson Cao explained the need of nurses was due to COVID-19. During the pandemic, many nurses left the medical field and with the shortage of staff, the wait time at hospitals were longer. Even though there is a generous bonus indicated in promotional banners everywhere, hospitals are still not able to hire the number of nurses needed. Commissioner Penny reported there is a foul smell coming from the bushes along Baldwin Avenue just passing the Arboretum. Assistant Director of Recreation and Community Services (ADRCS) Candice Cheung said she will contact Public Works to have it looked at. Commissioner Penny was happy to report the City of Los Angeles Recreation and Parks has lifted their mask mandate. Commissioner Martinez reported the Assistance League is having a Fall craft night on October 13, from 7am to 9am. On October 30, they will have their Halloween costume party at 5pm with a live band, food, and games. Commissioner Martinez was happy to report the popular holiday boutique will be open from November 9 through November 12, from 10am to 1 pm. You won't want to miss out on the cookies, coffee, and holiday shopping. REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Pro Tern Paul Cheng reported the 47th Mayor's Community Breakfast and State of the City Address will be held on Friday, October 28 at 7:30am at Santa Anita Park in the Front Runner. Special guest Candace Parker will deliver the keynote speech. Mayor Pro Tern Cheng reported the City of Arcadia City Council will be creating a rotation of Mayor and Mayor Pro Tern positions every 9.5 months to allow all Council Members to serve during their term. The general municipal election will be held on Tuesday, November 8, 2022, for the election of three Council Members in Districts 2, 3 and 5. December 6, 2022, is the first day with new Council Members. Lastly, Mayor Pro Tern Cheng reported he was happy to attend the Arcadia Women's Club ceremony on October 5, to unveil the plaque designated to their clubhouse which is the City of Arcadia's first Historic Landmark. 2. CONSENT CALENDAR a. Regular meeting minutes of September 1, 2022 Recommended Action: Approve It was moved Commissioner Salter seconded by Commissioner Penny and unanimously carried on roll call vote to approve Consent Calendar Item 2.a. AYES: Cao, Martinez, Mazone, Penny, Salter, and Salazar NOES: None ABSENT: Swope ABSTAIN: None 3. REGULAR ITEMS a. Report of Recreation Supervisor Recreation Supervisor, Gina Hernandez (RS) reported on the following programs and events. The Gift Shop is doing well, however, we are still looking for volunteers to open the shop more days during the week. The Lions Sight Program is also picking up. It is a program provided for individuals who are 62 years and older with a yearly income below $29,000. A certification is provided to the individual who will be able to get a free eye -exam, frames, and bifocal glasses. Senior Services provides seniors with many movie options every Wednesday. On October 13, seniors will take a day trip to Olvera Street for the day. The trip includes shopping, lunch, and museum tour. Spooktacular Bingo will be held on Friday, October 7 and fall Bunco on Friday, October 14. The Annual Craft Fair will be held at the Community Center on Saturday, October 22 from 9am to 2pm. Veterans Day celebration will be held on November 10, at 11:30am. Registration can be made online or in person. b. Report of Recreation and Community Services Director ADRCS Cheung reported on Tuesday, October 4, 2022, the City of Arcadia hosted a groundbreaking ceremony for the Newcastle Park renovation project. The improvements to the park are made possible with a grant from the Land and Water Conservation Fund. Newcastle Park improvements are scheduled to begin in 2023. ADRCS Cheung showed everyone the new lawn sign for Arcadia Veterans. Operation Gratitude boxes will also be provided to Veterans. ADRCS Cheung reported senior services staff are making calls to the list of Veterans to invite them to the Veterans lunch on November 10. ADJOURNMENT Chairperson Cao adjourned the meeting at 4:33pm to November 3, 2022, at 4:OOpm at the Recreation Conference Room, 375 Campus Drive, Arcadia.
