RESOLUTION NO. 1100
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA RECOMMENDING APPROVAL
OF A ZONE CHANGE FROM R-2 TO R-3 FOR THE
PROPERTY AT 807-809 WEST CAMINO REAL AVENUE
WHEREAS, on March 27, 1979, an application was filed by
Edward Calvert for a zone change from R-2 to R-3 for the property
located at 807-809 West Camino Real Avenue, more particularly des-
cribed as follows:
The west 64 feet of the east 130 feet of Lot 7, Block
A Santa Anita Company's Tract as recorded in Map Book
6, Page 137 of Maps in Los Angeles County
WHEREAS, a public hearing .was held on April 24, 1979, at which
time all interested persons were given full opportunity to be heard
and to present evidence;
NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF
THE CITY OF ARCADIA AS FOLLOWS:
SECTION 1. That the factual data submitted by the Planning Depart-
ment in the attached report is true and correct.
SECTION 2. That the Planning Commission recommends to the City
Council a zone change from R-2 to R-3 for the property at 807 - 809
West Camino Real Avenue.
SECTION 3. That the Planning Commission finds that the proposed
zone change would be consistent with the General Plan, would conform to
the zoning of the properties to the north and east and that the public
necessity, convenience, general welfare and good zoning practice justify
the proposed zone change.
SECTION 4. The Secretary shall certify to the adoption of this
resolution.
I HEREBY CERTIFY that the foregoing resolution was adopted at
a regular meeting of the Planning Commission of the City of Arcadia
on the 8th day of May, 1979, by the following vote:

This property was annexed to the City in 1959 with R-2 zoning.
The West Arcadia Committee in 1974 recommended that the General
Plan for 807, 809, 811, and 819 Camino Real Avenue be changed
from Medium Density Residential to High Density Residential and
that the zoning be changed from R-2 to R-3.
On September 24, 1974, the Planning Commission denied a zone
change (Z-74-2) on this property from R-2 to R-3. This zone
change was denied because the zoning was not consistent with
the General Plan. The General Plan designation at this time
was Medium Density Residential 7 to 12 du/ac.
In April 1975, the City Council amended the General Plan designa-
tions and this property now has a General Plan designation of
Multiple Family Residential 7+ du/ac.

PROPOSAL
If the property is rezoned from R-2 to R-3, the applicant pro-
poses to build multiple family dwellings. The present R-2 zoning
will permit a maximum of 5 units; a zone change to R-3 would per-
mit 9 units on the subject site.
ANALYSIS
The requested zone change from R-2 to R-3 would be consistent with
the General Plan and would conform to the zoning of the properties
to the north and east. It is staff's opinion that any development
resulting from this proposed zone change would not substantially
increase vehicular traffic in the area and would not have a detri-
mental effect on properties in the neighborhood.
Pursuant to the provisions of the California Environmental Quality
Act, the Planning Department has prepared an initial study for the
proposed project. Said initial study did not disclose any substan-
. tial .or potentially substantial adverse change in any of the phy-
sical conditions within the area affected by the project including
land, air, water, minerals, flora, fauna, ambient noise, and objects
of historical or aesthetic significance. Therefore, a Negative
Declaration has been prepared for this project.
Before the Planning Commission and City Council take action on
this project, the Commission and Council should "move to approve
and file the Negative Declaration and find that the project will
not have a significant effect on the environment."
RECOMMENDATION
The Planning Department recommends approval of zone change 2-79-3.
