RESOLUTION NO. 1093 A RESOLUTION OF THE PLN~NING COMMISSION OF THE CITY OF ARCADIA GRANTING A CONDITIONAL USE PERMIT FOR AN ADDITION OF 990 SQUARE FEET OF OFFICE SPACE ON SITE THAT CONTAINS A CAR WASH. WHEREAS, on January 31, 1979, an application was filed by George W. & Geraldine Fasching, to construct 990 square feet of office space on a site that contains an existing car wash, Planning Department Case No. C.U.P. 79-4, on property commonly known as 425 North Santa Anita Avenue, more particularly described as follows: That portion of Lot 6, Tract No. 948 in tne City of Arcadia, County of Los Angeles State of California, as per map recorded in Book 171, page 21 of maps in the office of the County Recorder of said County. . WHEREAS, a public hearing was held on February 27, 1979 at which time all interested persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY RESOLVES AS FOLLOWS: SECTION 1. That the factual data submitted by the Planning Department in the attached report is true and correct. SECTION 2. This Commission finds that: 1. The granting of conditional use permit as hereinafter provided will not be detrimental to the public health or welfare or injurious to the property or improvements in such zone or vicinity. 2. The use applied for at the location indicated is properly one for which a conditional use permit is authorized. . 3. The site for the proposed use is adequate in size and shape to accommdate said use including all yards, parking, -1- 1093 . SECTION 3. That for the foregoing reasons, subject to approval of the City Council, this Commission grants a conditional use permit to construct 990 feet of office space on a site that contains an existing car wash upon the following conditions: 1. The property shall be improved and Maintained in accordance with the plans which are on file in the subject Case No. C.D.P. 79-4 and applicable regulations of the Arcadia Hunicipal Code. 2. C.D.P. 79-4 shall not take effect until the owner and applicant have executed a form available at the rlanning Department indicating acceptance of the conditions of approval. 3. That all parking, landscaping, buffers and walls shall comply with Code. 4. All signing shall comply with Code. SECTION 4. Santa Anita Avenue Addition of office space to an existing car wash The subject site is developed with an existing car wash and is zoned C-2 The subject property contains a total area of 62,000 square feet or 1.42 acres. Approximately 310 feet on Santa Anita Avenue Approximately 400 feet on Colorado North: South & West: East: High school, zoned R-3 Industrial, zoned M-l and C-M Service station and cleaners zoned C-2 Commercial SPECIAL INFORMATION . Conditional Use Permit 70-11 was approved by the Planning Commission on August 25, 1970 for construction of the present car wash. The existing site is reasonably consistent with the site plan approved by the Planning Commission in 1970. C.U.P. 79-4 2 . SIGNING The proposed building would have a 30 square foot sign on the north, east and west sides of the building. A thirty square foot sign is consistent with code for a building of the size proposed by the applicant. The existing freestanding sign and the wall sign comply with code. PROPOSAL AND ANALYSIS The applicant plans to provide for the addition of a 990 square foot office building adjacent to Colorado Blvd. The proposed structure would be divided into three offices and a storage area. Elevations submitted by the applicant indicate the building would have plaster walls with metal siding and a flat roof. The existing structures (car wash and two canopies) would remain in their present locations. The plot plan indicates a total of 24 parking spaces, 15 of which would be utilized by car wash employees. The remaining nine parking spaces would be used for the proposed offices. The new office area by itself would require only four parking spaces to comply with code. . Pursuant to the provisions of the California Environmental Quality Act, the Planning Department has prepared an initial study for the proposed project. Said initial study did not disclose any substantial or potentially substantial adverse change in any of the physical conditions within the area affected by the project including land, air, water, minerals, flora, fauna, ambient noise, and objects of historical or aesthetic significance. Therefore, a Negative Declaration has been prepared for this project. Before the Planning Commission takes action on this project, the Commission should "move to approve and file the Negative Declara- tion and find that the project will not have a significant effect on the environment." RECOMMENDATION The Planning Department recommends approval of C.U.P. 79-4 subject to the following conditions: 1. Conditions as outlined in the attached report from the Department of Public Works shall be complied with to the satisfaction of the Director of Public Works. . 2. C.U.P. 79-4 shall not take effect until the owner and applicant have executed a form available at the Planning Department indicating acceptance of the conditions of approval. 3. That all parking, landscaping, buffers and walls shall comply with Code. 4. All signing shall comply with Code. . . . C.U.P. 79-4 3 5. All colors and materials for the proposed building shall be approved by the Planning Department. After taking action on this application, the Planning Commission should direct staff to prepare a resolution for adoption at its next meeting. The Planning Commission's action shall not be final until adoption of the resolution. The appeal period for this action commences at the time the Commission adopts the resolution.
