A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ARCADIA RECOMMENDING AMENDMENTS TO THE
ARCADIA MUNICIPAL CODE OF THE R-O (FIRST ONE-
FAMILY ZONE) AND R-l (SECOND ONE-FAMILY ZONE),
R-O AND R-l DEFINITIONS IN THE "ESTABLISHMENT
OF ZONES" SECTION OF THE CODE, AND DELETING THE
R-2 (7,5) ZONE DESIGNATION

WHEREAS, the Planning Commission on its own motion held a
Public Hearing on January 23, 1979, to consider certain changes
in the zoning ordinance relating to the R-O (FIRST ONE-FAMILY ZONE)
and R-l (SECOND ONE-FAMILY ZONE), R-O AND R-l definitions in the
"Establishment of Zones" section, and deleting the R-2 (7.5) zone
designation; and
WHEREAS, all interested persons were given full opportunity
to be heard and present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA
HEREBY RECOMMENDS TO THE CITY COUNCIL THAT THE FOLLOWING AMENDMENTS
BE MADE TO THE ARCADIA MUNICIPAL CODE:
Section 1. That Section 9231.1 be amended to read as follows:
"9231.1. R-O SINGLE FAMILY ESTATE ZONE,"
Section 2. That Section 9231.2 be amended to read as follows:
"9231.2. R-l SINGLE FAMILY RESIDENTIAL ZONE."
Section 3. That Title 1 of Division 4, Part 5, Chapter 2,
Article IX be deleted.
Section 4. That the R-O and R-l zoning regulation be amended
to read as set forth in attached Exhibit A.
Section 5. The Planning Commission finds that the public nec-
essity, convenience, general welfare and good zoning practice justify
the above recommendations.
Section 6. The Secretary shall certify to the adoption of this
Resolution and shall cause a copy to be forwarded to the City ,Council
of the City of Arcadia,

~ 9251.1. PURPOSE. The R-O Single Family Estate Zone is intended to
promote and preserve low density, large lot or estate residential develop-

ment.
The principal land use is single-family dwellings and accessory
uses as are related, incidental and not detrimental to the residential
environment.
9251,1.1. USE REGULATIONS. No building or land shall be used and
no building shall be hereafter erected, constructed or established except
for the uses specified in the following subsections.
9251.1,2. PERMITTED USES. The following uses shall be permitted:
~ one-family dwelling; accessory buildings and uses incidental to the
dwelling; home occupations; crops, private flower and vegetable gardens,
greenhouses and horticultural collections (grown in the ground); and fruit
and nut trees.
9251.1.2.1, SAME. ANIMALS. The following animals and fowl may
be kept for domestic, noncommercial use. In addition, the orfspring of
such animals may be kept until such offspring are capable of being
maintained independently of full grown members of the same species.
The keeping of all animals and fowl as herein provided, shall conform to
all other provisions of law governing same.

9251.1.2.1.1. SAME. SAME. SMALL ANIMALS AND FOWL. A maximum of
ten (10) fowl; five (5) small animals (including cats, sheep, goats and
rabbits) and a maximum of three (3) dogs.

REGULATIONS
9251.2. PURPOSE, The regulations set forth in this Part shall
apply to the R-O Single Family Estate Zone unless otherwise provided in
this Chapter.
EXCEPTION: Nonconforming buildings and structures for which con-
struction was commenced and completed in conformance with the Arcadia
Municipal Code under the authority of a valid building permit need not
be brought into conformance with the following regulations unless destroyed
to the extent of more than seventy-five (75) percent of its reasonable
value by the causes specified in Arcadia Municipal Code Section 9244.3.;
however, all additions to aforesaid nonconforming buildings and structures

shall comply with the regulations set forth in this Title.
9251.2.1. DWELLING UNIT DENSITY, There shall be not more than
one (1) single-family dwelling unit on anyone (1) lot,
9251.2.2. LOT COVERAGE. The combined ground floor area of all
buildings ona lot shall not exceed forty-five (45) percent of the total
area of the lot.
9251,2.3, BUILDING HEIGHT, No building hereafter erected, con-
structed or established shall exceed two (2) stories or thirty-five
(35) feet (10,67 meters) in height.
9251.2.4. FLOOR AREA. Exclusive of porches, garages, patios and
basements, every single-family dwelling shall contain a building floor
area of not less than fourteen hundred (1,400) square feet ( 130,06

square meters).

9251.2.5. PARKING. At least two (2) parking spaces shall be
provided on the same site for a dwelling unit. Each such parking space
shall be in a garage or carport. All required and nonrequired parking
spaces shall be located on a paved area. No parking space shall have
clear interior dimensions of less than nine and one-half (9l) feet (2.90
meters) in width and nineteen (19) feet (5.79 meters) in length. Each
required parking space shall have adequate individual access.
9251.2.6. DRIVEWAYS. All required and nonrequired parking spaces
shall be served by a driveway not less than nine (9) feet (2.74 meters)
in width. Every driveway shall be paved for the required full width
and length with asphaltic or cement concrete or other material approved
by the Planning Department.
4It 9251.2.7. FRONT YARD. There shall be a front yard of not less than
thirty (30) feet (9.14 meters); provided that where lots comprising
sixty (60) percent or more of the frontage in a block are developed with
larger front yards, the front yard for a lot proposed for development
shall be the average of the two (2) nearest developed lots at the time
a building permit is issued, and provided that where a greater setback
is required by Chapter 3 of this Article, said greater setback shall
govern. Pedestrian walkways and vehicular accessways shall not occupy
more than forty (40) percent of the required front yard.
9251.2.8. SIDE YARD. On interior lots there shall be a side
yard on each side of every building of not less than ten (10) feet
(3.05 meters) in width.
9251.2.8.1. SAME, CORNER LOT. On corner lots the required side
. yard adjoining the interior lot shall be not less than ten (10) feet
(3,05 meters) in width. The required side yard on the street side of a
corner lot shall be not less than twenty (20) feet (6,09 meters).

9251.2,9. REAR YARD. There shall be a rear yard of not less
than thirty-five (35) feet (10.67 meters),
9251.2.10. LANDSCAPING REQUIREMENTS. All required yards and setback
areas shall be irrigated and landscaped with lawn, trees, shrubs or
other plant materials except as otherwise allowed by this Title. Said
yards and setback areas shall be permanently maintained in a neat and
orderly manner.
9251.2,11. ACCESSORY BUILDINGS. Accessory building requirements
in the R-O zone shall be as specified in the following subsections:
9251.2.11.1. SAME. LOCATION. Accessory buildings may be located
within a required rear yard provided that they do not occupy more than
twenty-five (25) percent of said required rear yard or be within five
. (5) feet (1.52 meters) of a rear lot line. An accessory building which
is located within the required rear yard shall not have a width greater
than twenty-five (25) percent of the width of the lot. Accessory buildings
may not be located in any required front or side yard.
9251.2.11.2. SAME. HEIGHT. An accessory building shall not
exceed one (1) story or sixteen (16) feet (4.88 meters) in height,
9251,2.11.3, SAME. SIZE. The total floor area of accessory
buildings shall not exceed fifty (50) percent of the ground floor area
of the main building; if required parking space is detached from the
main building, said total area may be increased by two hundred (200)
square feet ( 18.58 square meters).
9251.2.11.4. SAME, DISTANCE BETWEEN BUILDINGS. There shall be
not less than ten (10) feet (3.05 meters) between buildings on any lot.

9251,2.11.5. SAME. ACCESSORY LIVING QUARTERS. Accessory living
quarters shall be permitted only on lots containing not less than fifteen
thousand (15,000) square feet (1,393,52 square meters). No structure

9251.2,12. SWIMMING POOLS. Swimming pool requirements in the R-O
zone shall be as specified in the following subsections:
9251.2.12.1. SAME. LOCATION. Private swimming pools may not be
constructed and maintained in any required front yard, nor within three
(3) feet (.91 meters) of any side or rear lot line, nor within ten (10)
feet (3.05 meters) of the property line on the street side of a corner
lot.
9251.2.12.2. SAME. POOL EQUIPMENT. Swimming pool equipment shall
. not be placed in any required side yard or within five (5) feet (1.52
meters) of a rear lot line.
9251.2.12.3, SAME. DISTANCE TO BUILDING ACCESS. The distance
between swimming pools and first floor access openings shall not be
less than ten (10) feet (3.05 meters).
9251.2.12.4. SAME. FENCES AND SIGNS. All swimming pools shall be
fenced and signed according to all other applicable laws and regula-
tions,
9251.2.13. EXTERIOR LIGHTING. Exterior lighting shall be hooded
and arranged to reflect away from adjacent properties and streets. Light
standards shall be a maximum of fifteen (15) feet (4.57 meters) in
height and exterior light fixtures may be mounted a maximum of fifteen
(15) feet (4.57 meters) above grade on any wall or structure.

9251.2.14, MECHANICAL EQUIPMENT. Mechanical equipment, including
but not limited to heating and air conditioning devices, if not located
within a building, shall be screened from public view.

. 9251.2.15. PROJECTIONS. Cornices, eaves, belt courses, sills,
buttresses or other similar architectural features may extend or project
into a side yard not more than two (2) inches ( 50,8 millimeters) for
each one (1) foot (.30 meters) of the width of such side yard and may
extend or project into a front or rear yard not more than thirty (30)
inches ( .76
meters). No fire escapes and open stairways shall project
into any required yard.
9251.2.16. BALCONIES. Balconies may project into a required
front or rear yard not more than thirty-six (36) inches (.91 meters).
Balconies may not project into any required side yard,
9251.2.17. SIGNS, No advertising signs, structures, or devices
of any character shall be permitted in the R-O zone, except the unlighted
. signs hereinafter specified.
9251.2,17,1. SAME. TEMPORARY SIGNS. Two (2) temporary signs
each not to exceed thirty-two (32) square feet (2.97
square meters)
in area per face, advertising the property for sale, erected and main-
tained in a new subdivision during the period an active sales campaign
is being conducted for such subdivision but in no event for a period
longer than six (6) months. One (1) temporary sign not to exceed four
(4) square feet (.37 square meters) in area per face giving the names
of the contractors, engineers and architects during the period of con-
struction on the premises.
9251.2.17,2, SAME. IDENTIFICATION SIGNS. Each dwelling shall have
its street number posted so as to be easily seen from the street. One
(1) sign of not to exceed one (1) square foot ( .09 square meters) in
. area and containing only the name of the occupant shall be allowed,

9251.2.17.3. SAME. SALE, LEASE OR RENT SIGNS. One (1) sign
not to exceed three (3) feet (.91 meters) in height nor four (4)
square feet (.37 square meters) in area per face for the purpose of
advertising the property for sale, lease or rent except corner property
may have two (2) such signs. In lieu of such sign, one (1) sign not to
exceed four (4) square feet (.37 square meters) in area per face, may
be mounted on a decorative post and arm not exceeding six (6) feet
(1.83 meters) in height and of a design approved by the Planning Depart-
ment. Under each "For Sale" sign, three (3) smaller signs not to exceed
six (6) inches (152.40 millimeters) by twenty-four (24) inches (.61
meters) may be attached, One (1) directional arrow-type sign not to
exceed one (1) foot by two (2) feet (.61 meters) pointing to the premises
. for sale, lease or rent. The sign may contain the words "Open House".
Advertising copy may be placed on both sides of the "For Sale" and
arrow-type signs.
9251.2.17.3.1. SAME. SAME. CUL-DE-SAC STREETS. Where property
is located on a cul-de-sac, one (1) directional arrow-type sign not to
exceed one (1) foot (.31 meters) by two feet (.61 meters) may be placed
on private property located at the next through street intersection
pointing toward the open house during daylight hours. This sign shall
only be permitted if (a) the owner of said property consents to such use
of his property, and (b) the house offered for sale is open and attended
by the owner or an authorized representative of the owner during any
time the sign is in place. Advertising copy may be placed on both
.
sides of the arrow-type sign.
9251.2.17.4. SAME. LOCATION.
Such signs shall be located at least
ten (10) feet (3.05 meters) from adjoining premises and at least five
(5) feet (1.52 meters) from a paved roadway, provided that where any

sidewalk exists the location shall be at least three (3) feet (.91
meters) from the sidewalk in the direction of the residence; provided
further that where a wall or hedge prevents the sign from being located
as provided herein, the sign may be placed immediately adjacent to the
wall or hedge.
9251.2.18. FENCES AND WALLS. Fences, walls or guard railings for
safety protection around depressed ramps, if not more than four (4)
feet (1,22 meters) in height, may be located in any front, side or rear
yard, except within twenty-five (25) feet (7.62 meters) of an inter-
section where the height shall not exceed three (3) feet (.91 meters),
and provided that it does not interfere with the visibility of vehicular
ingress and egress to the property and adjoining properties as per the
4It standards on file with the Planning Department. Fences or walls located
in the rear yard or interior side yard shall not exceed a height of
six (6) feet (1.83 meters).
9251.2.19. SHRUBS AND LANDSCAPING. Shrubs, landscape architectural
features or dense landscaping located within twenty-five (25) feet (7.62
meters) of an intersection shall not exceed three (3) feet (.91 meters)
in height. Shrubs, landscape architectural features or dense landscaping
may be located within a front yard or street side yard provided that it
does not interfere with the visibility of vehicular ingress and egress
to the property and adjoining properties as per the standards on file
with the Planning Department.

R-2 (7.5) Zone
The R-2 (7.5) zone was established in 1973 (T.A. 73-9) and limited
development to "residential dwelling units developed in accordance
with provisions for residential planned developments...at a density
which does not exceed 7.5 dwelling units per gross acre."
This zoning classification was established to allow for the consider-
ation of an alternative form of medium density residential develop-
ment for the Eaton Restaurant and Motel property. The proposed
medium density development was subsequently denied. No property
in the City is zoned R-2 (7.5) and there are no intentions of
zoning any property in the City into this zoning classification.
It is staff's opinion that as a step in cleaning up the zoning
ordinance, Article IX, Chapter 2, Part 5, Division 4, Title 1 re-
lating to the R-2 (7.5) zone should be repealed and deleted from
the code.
R-O Zoning Code Revisions
In an attempt to provide consistency in the Code, the Planning
Department has initiated the following changes in the R-O zone.
Staff believes these revisions will provide for better development
within the City and create a more comprehensive R-O code.
These changes incorporate the majority of recommendations made by
the Planning Commission's Ad Hoc Zoning Committee as well as changes
added by the Planning Department staff.
Titles 1 and 2 of Article IX, Chapter 2, Part,S, Division 1 should
be repealed and replaced with the attached proposed ordinance.
The following is a summary of the proposed changes.
92S1.l. PURPOSE.
This is a new section which outlines the purpose of the "Uses
Permi tted" se,ction.
9251.1.1. USE REGULATIONS.
This section outlines the uses permitted in the R-Q zone. A

Ad Hoc Zoning Committee. It is staff's opinion that
this section is unnecessary, that economic's preclude
construction of a house with less square footage.
Staff believes there is no justification in maintaining
this requirement in the code, and, therefore, recommends
this section be deleted.
9251.2.5. PARKING.
Existing: Two spaces, 10' by 20'
Proposed: Two spaces, with interior unobstructed dimensions of
not less than 9~' by 19'.
Analysis: This change provides consistency within the code and
is a more comprehensive interpretation of the code.
Staff is also including a requirement that "all
required and nonrequired parking spaces shall be
located on a paved area."
9251.2.6. DRIVEWAYS.
This is a new section. The driveway requirements are listed in
the existing code under parking. The driveway width requirement
is the same, 9 feet. An added requirement is that all "required
and nonrequired parking spaces shall be served by a driveway..."

In researching why the ten-foot distance between
buildings is required, staff could find no reason
for this restriction. It is believed that five
feet will allow for adequate maintainance between
buildings and will permit more flexibility in design.
There have been numerous modifications allowing less
than ten feet between buildings, and this may reduce
the number of required modifications.

ANALYSIS OF THE PROPOSED TEXT AMENDMENT
It is staff's opinion that all of the proposed text changes and
deletion will provide the City with more comprehensive and uniform
residential ordinances.
Pursuant to the provisions of the California Environmental
Quality Act, the Planning Department has prepared an initial study
for the ~roposed project. Said initial study did not disclose
any substantial or potentially substantial adverse change in any
of the physical conditions within the area affected by the project
including land, air, water, minerals, flora, fauna, ambient noise,
and objects of historical or aesthetic significance. Therefore,
a Negative Declaration has been prepared for this project.

Before the Planning Commission and City Council take action on
this project, the Commission and Council should "move to approve
and file the Negative Declaration and find that the project will
not have a significant effect on the environment."

RECOMMENDATION
The Planning Department recommends approval of Text Amendment 79-3
as set forth in the staff report.
After taking action on this application, the Planning Commission
should direct staff to prepare a resolution for adoption at its

action commences at the time the Commission adopts the resolution.

apply to the R-O Single Family Estate Zone unless otherwise provided in
this Chapter.
EXCEPTION: Nonconforming buildings and structures for which con-
struction was commenced and completed in conformance with the Arcadia
Municipal Code under the authority of a valid building permit need not
be brought into conformance with the following regulations unless destroyed
to the extent of more than seventy-five (75) percent of its reasonable
value by the causes specified in Arcadia Municipal Code Section 9244.3.;

however, all additions to aforesaid nonconforming buildings and structures
shall comply with the regulations set forth in this Title.
9251.2.1. DWELLING UNIT DENSITY. There shall be not more than
one (1) single-family dwelling unit on anyone (1) lot.
9251.2.2. LOT COVERAGE. The combined ground floor area of all
buildings on a lot shall not exceed forty-five (45) percent of the total
area of the lot.
9251.2.3. BUILDING HEIGHT. No building hereafter erected, con-
structed or established shall exceed two (2) stories or thirty (30) feet

9251.2.4. FLOOR AREA. Exclusive of porches, garages, patios and

9251.2.11.1. SAME. LOCATION. Accessory buildings may be located
within a required rear yard provided that they do not occupy more than
twenty-five (25) percent of said required rear yard or be within five
(5) feet (1.52 meters) of a rear lot line. An accessory building which
is located within the required rear yard shall not have a width greater
than twenty-five (25) percent of the width of the lot. Accessory buildings
may not be located in any required front or side yard.
9251.2.11.2. SAME. HEIGHT. An accessory building shall not
exceed one (1) story or sixteen (16) feet (4.88 meters) in height.
9251.2.11.3. SAME. SIZE. The total floor area of accessory
buildings shall not exceed fifty (50) percent of the ground floor area

9251.2.12. SWIMMING POOLS. Swimming pool requirements in the R-O
zone shall be as specified in the following subsections:
9251.2.12.1. SAME. LOCATION. Private swimming pools may not be
constructed and maintained in any required front yard, nor within three
(3) feet (.91 meters) of any side or rear lot line, nor within ten (10)
feet (3.05 meters) of the property line on the street side of a corner
lot.
9251. 2 .12'. 2. SAME. POOL EQUIPMENT. Swimming pool equipment shall
~ not be placed in any required side yard or within five (5) feet (1.52
meters) of a rear lot line.
9251. 2.12'.3. SAME. DISTANCE TO BUILDING ACCESS. The distance
between swimming pools and first floor access openings shall not be
less than ten (10) teet (3.05 meters).
9251.2.12.4. SAME. FENCES AND SIGNS. All swimming pools shall be
fenced and signed according to all other applicable laws and regula-
tions.
9251.2.13. EXTERIOR LIGHTING. Exterior lighting shall be hooded
and arranged to reflect away from adjacent properties and streets. Light
standards shall be a maximum of fifteen (15) feet (4.57 meters) in

9251.2.15. PROJECTIONS. Cornices, eaves, belt courses, sills,
buttresses or other similar architectural features may extend or project
into a side yard not more than two (2) inches ( 50.8 millimeters) for
each one (1) foot (.30 meters) of the width of such side yard and may
extend or project into a front or rear yard not more than thirty (30)
inches ( .76 meters). No fire escapes and open stairways shall project
into any required yard.
9251.2.16. BALCONIES. Balconies may project into a required
front or rear yard not more than thirty-six (36) inches (.91 meters).
Balconies may not project into any required side yard.
9251.2.17. SIGNS. No advertising signs, structures, or devices
of any character shall be permitted in the R-O zone, except the unlighted
signs hereinafter specified.
9251.2.17.1. SAME. TEMPORARY SIGNS. Two (2) temporary signs
each not to exceed thirty-two (32) square feet (2.97 square meters)
in area per face, advertising the property for sale, erected and main-
tained in a new subdivision during the period an active sales campaign
is being conducted for such subdivision but in no event for a period
longer than six (6) months. One (1) temporary sign not to exceed four
(4) square feet (.37 square meters) in area per face giving the names
of the contractors, engineers and architects during the period of con-
struction on ,the premises.
9251.2.17.2. SAME. IDENTIFICATION SIGNS. Each dwelling shall have
its street number posted so as to be easily seen from the street. One
(1) sign of not to exceed one (1) square foot ( .09 square meters) in
area and containing only the name of the occupant shall be allowed.

9251.2.17.3.1. SAME. SAME. CUL-DE-SAC STREETS. Where property
is located on a cul-de-sac, one (1) directional arrow-type sign not to
exceed one (1) foot (.31 meters) by two feet (.61 meters) may be placed
on private property located at the next through street intersection
pointing toward the open house during daylight hours. This sign shall
only be permitted if (a) the owner of said property consents to such use
of his property, and (b) the house offered for sale is open and attended
by the owner or an authorized representative of the owner during any
time the sign is in place. Advertising copy may be placed on both
sides of the arrow-type sign.
9251.2.17.4. SAME. LOCATION. Such signs shall be located at least
ten (10) feet (3.05 meters) from adjoining premises and at least five
(5) feet (1.52 meters) from a paved roadway, provided that where any

sidewalk exists the location shall be at least three (3) feet (.91
meters) from the sidewalk in the direction of the residence; provided
further that where a wall or hedge prevents the sign from being located

9251.2.18. FENCES AND WALLS. Fences, walls or guard railings for
safety protection around depressed ramps, if not more than four (4)
feet (1,22 meters) in height, may be located in any front, side or rear
yard, except within twenty-five (25) feet (7.62 meters) of an inter-
section where the height shall not exceed three (3) feet (.91 meters),
and provided that it does not interfere with the visibility of vehicular
ingress and egress to the property and adjoining properties as per the

9252.1. PURPOSE. The R-l Single Family Residential Zone is in-
tended to promote and preserve low density residential development. The
principal land use is single-family dwellings and accessory uses as are
related, incidental and not detrimental to the residential environment.
9252. 1.1. USE REGULATIONS. No building or land shall be used and
no building shall be hereafter erected, constructed or established
except for the uses specified in the fOllowing subsections.
9252.1.2. PERMITTED USES. The following uses shall be permitted:
one-family dwelling; accessory buildings and uses incidental to the
dwelling; home occupations; crops, private flower and vegetable gardens,

greenhouses and horticultural collections (grown in the ground), and
fruit and nut trees.
9252.1.2.1. SAME. ANIMALS. The following animals and fowl
may be kept for domestic, noncommercial use. In addition, the offspring
of such animals may be kept until such offspring are capable of being
maintained independently of full grown members of the same species, The
keeping of all animals and fowl as herein provided shall conform to all
other provisions of law governing same.
'9252.1.2.1.1. SAME. SAME, SMALL ANIMALS AND FOWL. ,A maximum of
ten (10) fowl; five (5) small animals (inClUding cats, sheep, goats,
rabbits) and a maximum of three (3) dogs.

REGULATIONS
TITLE
9252.2. PURPOSE. The regulations set forth in this Part shall
apply in the R-l Single Family Residential Zone unless otherwise provided
in this Chapter.
EXCEPTION: Nonconforming buildings and structures for which con-
struction was commenced and completed in conformance with the Arcadia
Municipal Code under the authority of a valid building permit need not
be brought into conformance with the following regulations unless destroyed
to the extent of more than seventy-five (75) percent of its reasonable
value by the causes specified in Arcadia Municipal Code Section 9244.3.,
. however, all additions to aforesaid nonconforming buildings and structures
shall comply with the regulations set forth in this Title.
9252.2.1. DWELLING UNIT DENSITY. There shall be not more than one
(1) single-family dwelling unit on anyone (1) lot.
9252.2.2. LOT COVERAGE. The combined ground floor area of all
buildings on a lot shall not exceed forty-five (45) percent of the total
area of the lot.
9252.2.3. BUILDING HEIGHT. No building hereafter erected, con-
structedorestablished shall exceed two (2) stories or thirty (30)
feet (~.14 meters) in height.
9252.2.4. ,FLOOR AREA. Exclusive of porches, garages, patios and
basements, every single~family dwelling shall contain a building floor
area of not less than twelve hundred (1,200) square feet (111.48
. square meters).

9252.2.5. PARKING. At least two (2) parking spaces shall be
provided on the same site for a dwelling unit. Each such parking space
shall be in a garage or carport. All required and nonrequired parking
spaces shall be located on a paved area. No parking space shall have
clear interior dimensions of less than nine andone-half (9i) feet (2.90
meters) in width and nineteen (19) feet (5.79 meters) in length. Each
required parking space shall have adequate individual access.
9252.2.6. DRIVEWAYS. All required and nonrequired parking spaces
shall be served by a driveway not less than nine (9) feet (2.74 meters)
in width. Every driveway shall be paved for the required full width and
length with asphaltic or cement concrete or other material approved by
the Planning Department.

9252.2.7. FRONT YARD. There shall be a front yard of not less
than twenty-five (25) feet (7.62 meters); provided that where lots com-
prising sixty percent (60%) or more of the frontage in a block are
de~eloped with larger front yards, the front yard for a lot proposed for
de~elopment shall be the average of the two (2) nearest developed lots
at the time a building permit is issued, and provided that where a greater
setback is required by Chapter 3 of this Article, said greater setback
shall govern. Pedestrian walkways and vehicular accessways shall not
occupy more than forty-five (45) percent of the required front yard.
9252.2.8. SIDE YARD. On interior lots there shall be a side yard
on each side of every building of not less than five (5) feet (1.52
meters) in width. Any two (2) story portion of a dwelling shall have a
. side yard setback of not less than ten (10) feet (3.05 meters).

9252.2.8.1. SAME. CORNER LOT. On corner lots the required side
yard adjoining the interior lot shall be not less than five (5) feet
(1.52 meters). The required side3Qrd on the street side of a corner lot
shall be not less than ten (10) feet (3.05 meters). Any garage
opening directly upon a side street shall be located not less than
twenty (20) feet (6.10 meters) from the street side lot line.
9252.2.9. REAR YARD. There shall be a rear yard of not less
than twenty-five (25) feet (7.62 meters)~ Any two (2) story portion
of a dwelling shall have a rear yard setback of not less than thirty-five
(35) feet (10.67 meters).
9252.2.10.' . LANDSCAPING REQUIREMENTS. All required yards and setback
areas shall be irrigated and landscaped with lawn, trees. shrubs or other
. plant materials~xcept as otherwise allowed by this Title. Said yards
and setback areas shall be permanently maintained in a neat and orderly
manner.
9252.2.11. ACCESSORY BUILDINGS. Accessory building requirements
in the R-l zone shall be as specified in the following subsections:
9252.2.11.1. SAME. LOCATION. Accessory buildings may be located
within a required rear yard provided that they dO,not occupy more than
twenty-five (25) percent of said required rear yard or be within five
(5) . feet (1.52 meters) of a rear lot line. An accessory building which
is located within the required rear yard shall not have a width greater
than twenty-five (25) percent of the width of the lot. Accessory buildings
may not be located in any required front or side yard. Any garage opening
directly upon a side street shall be located not less than twenty (20)
. feet ( 6.10 meters) from the street side lot line.
9252.2.11.2. SAME. HEIGHT. An accessory building shall not exceed
one (1) story or sixteen (16) feet (4.88 meters) in height.

buildings shall not exceed fifty (50) percent of the ground floor area
