A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ARCADIA GRANTING A CONDITIONAL USE
PERMIT TO CONSTRUCT A BANK BUILDING WITH A

NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the Plan-
ninq Department in the attached report is true and correct.
SECTION 2. This Commission finds that:
1. The granting of co~ditional use permit as hereinafter
provided will not be detrimental to the public health or welfare or
injurious to the property or improvements in such zone or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size

and shape to accommodate said use including all yards, parkinq,
loading, landscaping and other features required to adjust said
use with the land and uses in the neighborhood.

4. The site abuts stree~s and highways adequate in width
and pavement type to carry the kind of traffic generated by the
proposed use.
S. The granting of such conditional use permit will not
adversely affect the General Plan.
6. The use applied for will not have a substantial adverse
impact on the environment.
7. The proposed use complies with all requirements set
forth for the issuance of a conditional use permit.
B. The proposed use will not substantially increase
vehicular traffic on any street in a residentially zoned district.
9. The proposed use will not lessen the suitability of
any nearby commercially zoned property for commercial use by
interfering with pedestrian traffic.
10. The proposed use will not create increased traffic
hazards to pedestrians when located near a school, church, auditor-
ium, theater or other place of assembly.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional
use permit for a bank with a drive-up window upon the following
condit~ons;
1. The property shall be improved and maintained in
accordance with the plans which are on file in the subject Case
No. C.U.P,79-6 and applicable regulations of the Arcadia Municipal
Code,
2. Comply with conditions of approval for Tentative
Parcel Map No, 79-3 including the dedication of 15 f~ot radius
corner cut-off at the southwest corner of Santa Clara Street
and Fi~st Avenue. -2-

3. Submit grading and drainage plans for approval of
the Director of Public Works.
4, Construct ramp for handicapped and repair all damaged
sidewalk.
5. Plant parkway trees in accordance with plans to be
approved by the Director of Public Works.
6, A covenant approved by the City Attorney as to form
and content shall be recorded in the Office of the County Recorder
guaranteeing that all lots proposed for uses by the bank be '
consolidated by the filing of a final parcel map with the County.
7. That a tentative parcel map. consolidating the lots
be filed for the subject site.
8. That final building plans shall substantially comply
with the building plans on file in this conditional use permit.
Colors, materials and elevations are subject to the review and
approval of the Planning Director.
9. That landscaping and irrigation plans be submitted
to the Planning Department for its review and approval.
10. All exterior lighting shall be subject to the approval
of the Planning Director.
11. This application shall not take effect until the
owner and applicant have excuted a form available at the Planning
Department indicating awareness and acceptance of the conditions
of approval.
SECTION 4. The secretary shall certify to the adoption
of this resolution.

with an existing restaurant. The property to the
east is zoned C-2 H and is developed with an
existing office building (Avis) and a portion of
a vacated street. The property to the north is
zoned C-2 H and contains rail road siding. The
property to the west is zoned C-2 H and is developed
with a parking lot used for Post Office parking.

The proposed building would be one story with stucco exterior walls
and a cement tile roof. This building is considered to be a modular
unit which utilizes pre-assembled sections constructed on a slab
foundation. The proposed building would be similar in construction
to the existing Great Western Savings and Loan Building on
Baldwin Avenue. The applicant's architect has informed staff
that the proposed building does not consist of a group of trailer
units linked together.
PARKING AND DRIVE-UP WINDOW AREA.

The proposed building requires 24 parking spaces; 27 are proposed.
The drive-up facility would have four lanes and, if fully
operational, should be able to accommodate 2B cars at anyone
given time. The submitted plot plan is designed to accept a
second phase plan for the construction of a permanent building
while the temporary building is in operation. Although, this
second phase projection is helpful in reviewing the traffic
flow, .the Planning Commission is only considering the temporary
building. An approval or denial of any additional plans the
applicants may have in addition to the temporary building should
not be construed from this action.
A convenant approved by the City Attorney should be recorded
in the County Recorder's Office guaranteeing consolidation of
the lots while a parcel map application is being processed at
this time.
To grant a conditional use permit for a drive-in business, the
Planning Commission must take the following findings:
1. The proposed use complies with all requirements set forth
for the issuance of a conditional use permit.
2. The proposed use will not substantially increase vehicular
traffic on any street in a residentially zoned district.
3. The proposed use will not lessen the suitability of any
nearby commercially zoned property for commercial use by
interfering with pedestrian traffic.

4. The proposed use will not create increased traffic hazards
to pedestrians when located near a school, church, auditorium.
theater or other place of assembly.
The applicant has not proposed any special signs or lighting
for the subject site and all signing and lighting of the parking
lot areas are subject to the standard requirements found in
the Arcadia Municipal Code.

Pursuant to the provisions of the California Environmental
Quality Act, the Planning Department has prepared an initial
study for the proposed project. Said initial study did not
disclose any substantial or potentially substantial adverse
change in any of the physical conditions within the area affected
by the project including land, air, water, minerals, flora, fauna,
ambient noise, and objects of historical or aesthetic signifi-
cance. Therefore, a Negative Declaration has been prepared for
this project.
Before the Planning Commission takes action on this project, the
Commission should "move to approve and file the Negative
Declaration and find that the project will not have a signifi-
cant effect on the environment."
RECOMMENDATION
The Planning Department recommends approval of C.U.P. 79-6 subject
to the following conditions:
1. Conditions outlined in the attached report from the Depart-
ment of Public Works shall be complied with to the satis-
faction of the Director of Public Works.

2. A covenant approved by the City Attorney as to form and
content shall be recorded in the Office of the County
Recorder guaranteeing that all lots proposed for uses by
the bank be consolidated by the filing of a final parcel
map with the County.
3. That a tentative parcel map, consolidating the lots be
filed for the subject site.

the building plans on file in this conditional use permit.

After taking action on this application, the Planning Commission
should direct staff to prepare a resolution for adoption at its
next meeting. The Planning Commission's action shall not be final
until adoption of the resolution. The appeal period for this action
commences at the time the Planning Commission adopts the resolution.
