HomeMy WebLinkAbout1087 . ; . RESOLUTION NO. 1087 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA GRANTING A CONDITIONAL USE PERMIT FOR CERAMICS CLASSES AT 30 SOUTH FIRST AVENUE. WHEREAS, on January 23, 1979, an application was filed by Ceramics Headquarters, Inc. for a conditional use permit to conduct ceramics classes, Planning Department Case No. C.U.P. 79-3, on the property commonly known as 30 South First Avenue, more particularly described as follows: Lots 1, 2, 3 and 4 of Block 72, santa Anita Tract, in the City of Arcadia, County of Los Angeles, as recorded in the office of the Recorder of said County. WHEREAS, a public hearing was held on February 13, 1979, 41; at which time all interested persons were given full opportunity to be heard and to present evidence, NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY RESOLVES AS FOLLOWS: SECTION 1. That the factual data submitted by the Planning Department in the attached report is true and correct. SECTION 2. This Commission finds that: 1. The granting of conditional use permit as hereinafter provided will not be detrimental to the public health or welfare or injurious to the property or improvements in such zone or vicinity. 2. The use applied for at the location indicated is properly one for which a conditional use permit is authorized. 3. The site for the proposed use is adequate in size 4It and shape to accommodate said use including all yards, parking, -1- 1087 . . 4It 4It . loading, landscaping and other features required to adjust said use with the land and uses in the neighborhood. 4. The site abuts streets and highways adequate in width and pavement type to carry the kind of traffic generated by the proposed use. 5. The granting of such conditional use permit will not adversely affect the General Plan. 6. The use applied for will not have significant effect on the environment. SECTION 3. That for the foregoing reasons, subject to approval of the City Council, this Commission grants a conditional use permit for conducting ceramics classes upon the following conditions: 1. The property shall be improved and maintained in accordance with the plans which are on file in the subject Case No. C.U.P. 79-3 and applicable regulations of the Arcadia Municipal Code. 2. That the applicant submit a complete detailed landscaping and irrigation plan to be approved by the Planning Department. 3. That a trash area be provided to comply with code. (Gates must be added to the existing area.) 4. That a modification be granted for 27 customer parking spaces in lieu of 85 parking spaces required and that employee vehicles be parked in the parallel parking area east of the building. 5. That C.U.P. 79-3 shall not take effect until the owner and applicant have executed a form available at the Planning Department indicating awareness and acceptance of the conditions of approval. -2- 1087 4It 4It 4It SECTION 4. The Secretary shall certify to the adoption of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. REQUEST: LOCATION: FRONTAGE: LAND USE AND ZONING: SURROUNDING LAND USE AND ZONING: GENERAL PLAN: HISTORY Use of an existing building for ceramics classes 30 South First Avenue Approximately 160 feet on First Avenue Approximately 185 feet on Alta Street The subject site is zoned C-l & D and PR-3 and is developed with an existing 16,910 square foot building. The property to the north, west and south is zoned C-l & D and is developed with commercial uses. The property to the east is zoned PR-3 and is developed with parking for Home Savings and Loan. NOTE: C-l & D property is in the process of being changed to C-2 Commercial The building was constructed in 1949 as a market and has since undergone a series of uses ranging from light retail to the Marquee West. ,., C.U.P. 79-3 2 4It The original market development consisted of several lots which were never consolidated into a single parcel. Some of these lots were acquired in 1951 by Home Savings and used to meet their parking requirements. PROPOSAL AND ANALYSIS The proposed ceramics classes would have five students each and be conducted Tuesday through Thursday twice a day from 10:00 a.m. to 1:00 p.m. and from 7:30 p.m. to 10:00 p.m.' The portion of the building used for the classes contains approximately.SSO square feet and is adjacent to the ceramics area in the building. As presented, the plans include a proposed divisIon of the building into a foyer and five shops which would share the existing entrances and restrooms. The floor plan is important in considering any application for the property, but the Planning Commission is not approving the proposed room partitions. The plot plan submitted shows 27 parking spaces at 900 and a area to the east of the building that could be used for parallel parking. . 4It Prior uses of the subject site (fabric store, gymnastic studio, entertainment facility) either did not generate much parking demand or created a demand at hours which did not conflict with the hours of most other businesses within the immediate area. A retail use (s) in this building would ordinarily require approximately 85 parking spaces, however staff feels that the ceramics classes and retail sales of craft type items would generate substantially less traffic than other commercial uses. Pursuant to the provisions of the California Environmental Quality Act, the Planning Department has prepared an initial study for the proposed project. Said initial study did not disclose any substantial or adverse change in any of the physical conditions within the area affected by the project including land, air, water, minerals, flora, fauna, ambient noise, and objects of historical or aesthetic significance. Therefore, a Negative Declaration has been prepared for this project. Before the Planning Commission takes action on this project, the Commission should "move to approve and file the Negative Declara- tion and find that the project will not have a significant effect on the environment." RECOMMENDATION The Planning Department recommends approval of C.U.P. 79-3 subject to the following conditions: . 1. .
