A RESOLUTION Ol" THE PbANNING COMMISSION OF
THE CITY OF ARCADIA GRANTING A CONDITIONAL
USE PERMIT FOR THE EXPANSION OF AN EXISTING
CHURCH AT 225 EAST LIVE OAK AVENUE.
WHEREAS, on January 22, 1979, an application was filed
by the Arcadia Community Church of God for the expansion of the
existing church, Planning Department Case No. C.U.P. 79-2, on
the property commonly known as 225 East Live Oak Avenue, more
particularly described as follows:
Lots 1 and 2 of Tract 13217 in the City of Arcadia,
County of Los Angeles in Book 264, pages 25 through 27,
of maps in the office of the County Recorder.
WHEREAS, a public hearing was held on February 13, 1979,

at which time all interested persons were given full opportunity
to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the
Planning Department in the attached report is true and correct.
SECTION 2. This Commission finds that:
1. The granting of conditional use permit as hereinafter
provided will not be detrimental to the public health or welfare or
injurious to the property or improvements in such zone or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size
~ and shape to accommodate said use including all yards, parking,

loading, landscaping and other features required to adjust said
use with the land and uses in the neighborhood.
4. The site abuts streets and highways adequate in width
and pavement type to carry the kind of traffic generated by the
proposed use.
5. The granting of such conditional use permit will not
adversely affect the General Plan.
6. The use applied for will not have significant effect
on the environment.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional
use permit for a parking lot for the expansion of the Arcadia
Community Church of God upon the following conditions:
. 1. The property shall be improved and maintained in
accordance with the plans which are on file in the subject Case
No. C.U.P. 79-2 and applicable regulations of the Arcadia
Municipal Code.
2. Parkway trees shall be planted and full parkway width
P.-C.C. sidewalk shall be constructed on Live Oak Avenue in accordance
with plans to be approved by the Director of Public works.
3. A landscape plan shall be submitted to the Planning
Department for its review and approval.
4. That a trash area be constructed subject to the approval
of the Planning Department.
5. That a parking plan be submitted for approval of the
Planning Department.
. 6. C.U.P. 79-2 shall not take effect until the owner
and applicant have executed a form available at the Planning Department

indicating awareness and acceptance of the conditions of approval.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the Planning Commission of the City of
Arcadia held on the 27th day of February 1979, by the following

Commercial/Mixed Uses
The church at 225 East Live Oak was constructed in 1958 and a
fellowship hall with Sunday School rooms was added in 1960. Both
of these projects were constructed prior to the City's requirement
for a conditional use permit.

PROPOSAL
The present facility contains approximately 9,296 square feet in
the existing sanctuary, fellowship hall, kitchen, library, offices
and Sunday School rooms. The applicant plans to add a one-story
addition to the front of the present facility adjacent to Live
Oak Avenue. This addition of approximately 1,143 square feet
would provide for a narthex, nursery, two new offices and a small
extension of the main sanctuary.
PARKING
Parking for the church consists of approximately 50+ spaces which
do not completely comply with code. The parking lot lacks
landscaping and is in need of resurfacing. The church estimates
an average attendance of 400 persons divided into two services
(9:00 a.m. and 11:00 a.m.) with an average attendance of approximately
300 at their 11:00 a.m. service. This larger attendance for the
later service should completely fill the existing church parking
lot and spillover into the adjacent streets.
Staff feels the proposed addition would not generate a substantial
amount of additional demand for parking. However, the City should
take this opportunity to require landscaping in the parking lot
which would approach compliance with code standards. Landscaping
for the church's parking lot should include all areas that are
now unpaved between the parking lot and the street. In addition,
a landscaping buffer should be constructed between the church
parking lot and the adjacent residential property to the north.
Landscaping should include the planting of five trees to be con-
sistent with present code standards. The parking lot layout
shown on the applicant's plot plan, although substandard, appears
to be a workable solution as the net amount of spaces would decrease
if there were strict adherence to parking standards.
MISCELLANEOUS INFORMATION
The proposed expansion of a one-story structure would bring
the front of the church within 3.5 feet of the Live Oak Avenue
property line. This distance is consistent with the adjacent
commercial properties. At the present time, the trash container
is not screened from view in a manner consistent with code, and
the Planning Commission should give consideration to imposing the
standard requirements for trash containers.
Pursuant to the provisions of the California Environmental
Quality Act, the Planning Department has prepared an initial
study for the proposed project. Said initial study did not
disclose any substantial or adverse change in any of the physical
conditions within the area affected by the project including land,
air, water, minerals, flora, fauna, ambient noise, and objects
of historical or aesthetic significance. Therefore, a Negative
Declaration has been prepared for this project.

Before the Planning Commission takes action on this project, the
Commission should "move to approve and file the Negative Declara-
tion and find that the project will not have a significant effect
on the environment."
RECOMMENDATION
The Planning Department recommends approval of C.U.P. 79-2 subject
to the following conditions:
1. Conditions as outlined in the attached report from the
Department of Public Works shall be complied with to the
satisfaction of the Director of Public Works.
2. A landscape plan shall be submitted to the Planning Department
for its review and approval.
3. That a trash area be constructed subject to the approval of
the Planning Department.
4. That a parking plan be submitted for approval of the Planning
Department.
5. This application shall not take effect until the owner and
applicant have executed a form available at the Planning
Department indicating awareness and acceptance of the conditions
of approval.
After taking action on this application, the Planning Commission
should direct staff to prepare a resolution for adoption at its
next meeting. The Planning Commission's action shall not be final
until adoption of the resolution. The appeal period for this
action commences at the time the Planning Commission adopts the
resolution.
