RESOLUTION NO. 997
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA GRANTING A CONDITIONAL
USE PERMIT FOR ADDITION OF TWO TEMPORARY
CLASSROOMS TO THE EXISTING SCHOOL AT
226 WEST COLORADO BOULEVARD.
WHEREAS, on June 20, 1977, an application was filed by
Santa Anita Church (Barnhart Christian School) to add two temporary
classrooms to the existing school, Planning Department Case
No. C.D.P. 77-13, on property commonly known as 226 West Colorado
Blvd., more particularly described as follows:
Part of Lot 1, Tract 949, in the City of Arcadia,
County of Los Angeles, as per Map Book 17, pages 13
and 14, as recorded in the office of the Recorder of
said County.
WHEREAS, a public hearing was held on said matter on
July 12, 1977 at which time all interested persons were given
full opportunity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the Plan-
ning Department in the attached staff report is true and correct.
SECTION 2. This Commission finds that:
1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the property or improvements in such zone
or vicinity.
2, The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.

3. The site for the proposed use is adequate in size
and shape to accommodate said use, including all yards, parking,
loading, landscaping and other features required to adjust said
use with the land and uses in the neighborhood.
4, The site abuts streets and highways adequate in
width and pavement type to carry the kind of traffic generated by
the proposed use.
5. The granting of such conditional use permit will not
adversely affect the General Plan.
6. The use applied for will not have a substantial
adverse impact on the environment.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional
use permit to add two temporary classrooms to the existing school
upon the following conditions:
1. The property shall be improved and maintained in
accordance with plans on file in C.U.P. 77-13.
2. The use of the temporary building shall terminate in
three years (36 months) from the date of approval. The applicant
may request an extension at the end of the 36 months.
3. The proposed building shall comply with Building
Division regulations.
4. The proposed building shall comply with the follow-
ing regulations of the Fire Department to the satisfaction of the
Fire Chief:
a. Automatic sprinklers - 12 heads required, 6 each
per classroom. (NO sprinklers required in the attic space.)

b. Fire extinguishers - 2~ gallon water pressure,
Two required, one each classroom.
c. Incombustible skirting shall be installed around
the perimeter of the foundation.
5. A trash enclosure shall be provided as per Sec-
tion 9255.2.l7 of the Arcadia Municipal Code,
SECTION 4, The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the Planning Commission of the
City of Arcadia held on the 26th day of July, 1977, by the follow-
. ing vote:

rooms will eliminate 7 spaces, providing a total of 175 parking
stalls,
There is ingress and egress from two driveways on Colorado Blvd,

Two trash bins are located south of the play area. There is no
trash enclosure,
ANALYSIS
The church and school are permitted uses in an R-3 zone with a
conditional use permit.
The applicant is requesting to use the temporary classrooms for
3 years. The church plans on constructing permanent classrooms
in the future, The Planning Commission may wish to grant this
use for 3 years with the provision that the applicant may
request an extension after the 3-year period. (Any new construc-
tion would require a conditional use permit.)
The Planning Department believes the use of this modular building
for temporary classrooms would not have an adverse affect on
adjoining properties. Also, the elimination of 7 parking spaces
would not create a parking problem.
Pursuant to the provisions of the California Environmental
Quality Act, the Planning Department has prepared an initial
study for the proposed project. Said initial study did not
disclose any substantial or potentially substantial adverse change

in any of the physical conditions within the area affected by
the project including land, air, water, minerals, flora, fauna,
ambient noise, and objects of historical or aesthetic signifi-
cance. Therefore, a Negative Declaration has been prepared for
this proj ect.
Before the Planning Commission takes action on this project, the
Commission should "move to approve and file the Negative Declara-
tion and find that the project will not have a significant
effect on the environment,"
RECOMMENDATION
The Planning Department recommends approval of C,U,P, 77-13
subject to the following conditions:
1. The use of the temporary building shall terminate in
three years (36 months) from the date of approval. The
applicant may request an extension at the end of the 36 months.
2. The proposed building shall comply with Building Division
regulations.
