RESOLUTION NO. 994
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA RECOMMENDING A ZONE
CHANGE FROM PR-3, C-2 D AND PR-2 TO PR-3,
AND A CHANGE IN ZONE FROM PR-2 TO C-2 FOR
200 SQUARE FEET LOCATED IN THE NORTHWEST
CORNER OF THE PROPERTY ADJACENT TO BALDWIN
AVENUE.
WHEREAS, a public hearing was held on June 28, 1977 for
the purpose of considering changing the zoning from PR-3, C-2 D, PR-2
to PR-3 for the property adjacent to Fairview Avenue, and a change
from PR-2 to C-2 for 200 square feet of property adjacent to Baldwin
Avenue located at 850 South Baldwin Avenue and 653 West Fairview
Avenue, more particularly described as follows:

Being a subdivision of portions of Lots 11 and 12,
Tract,No. 6985, as per map filed in Book 106, page 53,
of Maps, and portions of Lot 1, and that strip of land
marked "Southern Pacific Railroad Right-of-way': both on
map of Tract No. 3430, filed in Book 42, page 32, of
Maps, all in the office of the Recorder of Los Angeles
County.
WHEREAS, all interested persons were given full oppor-
tunity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the Plan-
ning Department in the attached staff report is true and correct.
SECTION 2. That the Planning Commission recommends to
the City Council that the zoning on the above described property
adjacent to Fairview Avenue be changed from PR-2, PR-3 and
. C-2 D to PR-3 and that 200 square feet of property adjacent to
Baldwin Avenue be changed from PR-2 to C-2, subject to the

~ recordation of Parcel Map No. 8431.
SECTION 3. That the Planning Commission finds that the
proposed change would provide uniform zoning within the area and
that the public convenience, necessity and general welfare justify
the above zone change.
SECTION 4. The Secretary shall certify to the adoption
of this resolution.

adopted at a regular meeting of the Planning Commission of the
City of Arcadia on the 12th day of July, by the following vote:

GENERAL
PLAN:
The General Plan indicates a Multiple-Family 7+ dwelling
units per acre designation for property fronting on
Fairview Avenue and a Commercial designation for the
property fronting on Baldwin Aenue.
SPECIAL INFORMATION
A proposed lot spIit C L-77-9) has been, filed concurrently with this
zone change.
The City Council on June 1, 1965 adopted Resolution 3793 estab-
lishing an architectural overlay on this property, The architectural
overlay deals primarily with the development of additional commercial
uses on the property at 653 West Fairview Avenue,
ANALYSIS
.
The proposed zone change would permit the rear portion (10,136
square feet) of the property at 653 West Fairview to be used for
multi-family residential - development or as an additional parking
lot for the adjacent commercial uses, A small portion of property
(216 square feet) zoned PR-2 which the applicant proposed to be
rezoned to C-2 is in the southeast corner of the existing restau-
rant parking lot. If the application for the proposed zone change
and accompanying lot split are approved, two separate lots would
be created with one zoning classification on each parcel.

Pursuant to the provisions of the California Environmental Quality
Act, the Planning Department has prepared an initial study for
the proposed project. Said initial study did not disclose any
substantial or potentially substantial adverse change in any of
the physical conditions within the area affected by the project
including land, air, water, minerals, flora, fauna, ambient noise,
and objects of historical or aesthetic significance, Therefore,
a Negative Declaration has been prepared for this project,
Before the City Council takes action on this project, the Council
should "move to approve and file the Negative Declaration and
find that the project will not have a significant effect on the
environment. "
RECOMMENDATION
The Planning Department recommends approval of Zone Change Z-77-5
. subject to the following conditions:
1. That said zone change cannot be considered effective until
after Parcel Map No. 8431 has been recorded,
