RESOLUTION NO. 991
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA RECOMMENDING A ZONE
CHANGE FROM R-2 TO R-2 P AT 810 SOUTH
SECOND, SOUTHERLY 45 FEET OF 210 AND 218
ALICE STREET AND EXISTING ALLEY.
WHEREAS, the Planning Commission held a public hearing on
June 14, 1977 for the purpose of considering changing the zone
from R-2 (Two Family Residential) to R-2 P (Two Family Residential
and Parking) at 810 South Second Avenue, southerly 45 feet of
210 and 218 Alice Street and existing alley, more particularly
described as follows:

Southerly 45 feet of Lots 12, 13, 14 and 15, Block 61~,
Arcadia Santa Anita Tract, in the City of Arcadia,
County of Los Angeles, State of California, as recorded
in Book 16, page 58, of Maps, in the office of the Recorder
of said County.
WHEREAS, all interested persons were given full oppor-
tunity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the Plan-
ning Department in the attached staff report is true and correct.
SECTION 2. The Planning Commission recommends to the
City Council that the zoning on the above described property be
changed from R-2 to R-2 P.
SECTION 3. That the Planning commission finds that the
proposed zone change would be consistent with the General Plan
,~ and that the public convenience, necessity and general welfare
justify the above zone change.

SECTION 4. The Secretary shall certify to the adoption
of this resolution.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the Planning Commission of the
City of Arcadia held on the 28th day of June, 1977, by the follow-

ANALYSIS
The proposed zone change would allow development of a parking lot
at 810 South Second Avenue which would serve both existing and
future commercial development at 205 and 221 Duarte Road.
The applicant has requested that the alley south of BlO South
Second Avenue be vacated. Said alley is included in the proposed
zone change.
Staff feels that a parking lot would not have a detrimental
effect on adjacent properties to the north.
Pursuant to the provisions of the California Environmental
Quality Act, the Planning Department has prepared an initial
study for the proposed project. Said initial study did not
disclose any substantial or potentially substantial adverse
change in any of the physical conditions within the area affected
by the project including land, air, water, minerals, flora,
fauna, ambient noise, and objects of historical or aesthetic
significance. Therefore, a Negative Declaration has been pre-
pared for this project.
Before the City Council takes action on this project, the Council
should "move to approve and file the Negative Declaration and
find that the project will not have a significant effect on the
environment."
RECOMMENDATION
The Planning Department recommends approval of 2-77-2 subject to
the following condition:
1. Recordation of a parcel map in substantial compliance with
Lot Split Application No. L-77-8.
