RESOLUTION NO. 987
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA RECOMMENDING DENIAL OF
T.A. 77-1 TO CHANGE THE DEFINITION OF AUTO-
MOBILE CAR WASH TO ALLOW SELF-SERVICE,
COIN-OPERATED CAR WASHES.
WHEREAS, on April 18, 1977, an application was filed by
Edward E. Simpkins, Planning Department Case No. T.A. 77-1, to
consider amending the definition of "Automobile Car Wash" to allow
self-service, coin-operated car washes; and
WHEREAS, a public hearing was held on May 10, 1977, at
which time all interested persons were given full opportunity to
be heard and to present evidence;

NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. This Commission finds that the proposed text
amendment could generate adverse policing problems, could be
detrimental to water conservation and would not be an asset to the
community.
SECTION 2. For the foregoing reasons, the Planning
Commission recommends to the City Council denial of T.A. 77-1.
SECTION 3. The Secretary shall certify to the adoption
.of this resolution and shall cause a copy to be forwarded to
the City Council of the City of Arcadia.

SPECIAL INFORMATION

washing of automobiles using mechanical means."
The applicant is proposing to amend the Code to read:
"9220.6.1. AUTOMOBILE CAR WASH. Automobile car wash is any
building or portion thereof containing facilities for the washing
of automobiles."
Car washes are permitted in all commercial or industrial zones
with an approved conditional use permit.
The current definition for "Automobile Car Wash" restricts
car washes to mechanical operated facilites and prohibits
self-service operations.
The change in the definition would allow coin-operated and self-
service car washes.

ANALYSIS
The Planning Department has contacted 12 cities inquiring about
coin-operated car washes. Only one city prohibits coin-
operated automobile car washes. Five cities permit both
automated and coin-operated car washes with a conditional use
permi t. The remainder do not requi re' any special permits.
None of the planning departments contacted noted any problems
with these operations.
It is the Planning.Department's opinion that, from a planning
standpoint, the proposed text amendment to permit self-servicel
coin-operated car washes would not create any serious technical
problems.
Attached are reports from the Police Department and Water Depart-
ment regarding this proposed request.
Staff does believe the conditional use permit process will allow
the City. to review all applications for said use and to place
any restrictions which the City deems necessary for proper
development and maintenance. ·
Pursuant to the provisions of the California Environmental
Quality Act, the Planning Department has prepared an initial
study for the proposed project. Said initial study did not
disclose any substantial or potentially substantial adverse
change in any of the physical conditions within the area affected
by the project including land, air, water, minerals, flora,
fauna, ambient noise, and objects of historical or aesthetic
significance. Therefore, a Negative Declaration has been pre-
pared for this project.
Before the City Council takes action on this project, the Council
should "move to approve and file the Negative Declaration and
find that the project will not have a significant effect on the
environment."
RECOMMENDATION
The Planning Department recommends approval of T.A. 77-1 amending
Section 9220.6.1 to read as follows:
"AUTOMOBILE CAR Wf..SH. Automobile car wash is any building
of portion thereof containing facilities for the washing of
automobiles."

On receipt of your request for information, the Police Department
contacted nearby cities that allow self-service car washes.
.
We found that all cities which permit this type of operation suffer
from these operations in that being they are not owner or attendant
operated, they quickly fall into disrepair and become an eye sore
and a hang out for parking of vehicles and gathering places for
young adults to drink beer and party.
We would, therefore, recommend that the City of Arcadia not proceed
with this type of installation at present.

'Gentlemen,
This is a request to change City Ordinance #9220-61, in
order to seek a conditional use permit to build a coin operated
car wash at 28 West Live Oak Avenue. This property is located
on the east side of Vacco Rug Cleaners, Inc. Vacco is a family
owned corporation, with all shares equally owned by Edward E.
Simpkins, Sr., Edward E. Simpkins, Jr, and our wives. We are
the parties requesting the chcnge.
Vacco has been in business thirty years, and we have been
tIf at our present Arcadia location for twenty-seven years. I only
bring this point up to direct attention to our reliability and
stability.
At the present time, the lot is occupied by a one-bedroom
house, and a garage. In its present condition, the house is not
fit for human habitation. Only the rats, termites, and other
wood-loving pests consider it a heavenly shrine. The garage is
of equal value.
Actually, what we have is a heap of rubble tnat we would like
to demolish, and build a beautiful car wash building that would
greatly improve the appearance of our business neiahborhood.
Our area is in need of this particular business. Today, people
-
are do-it-yourself oriented. With pride of ownership in their cars,
many people prefer to wash their own, in order to give them special
attention.

Since the car wash will be adjacent to our present business,
it will be supervised during regular business hours. We will have
a part-time employee to maintain the premises after regular hours.
An important consideration is that it takes far less water
and soap to wash a car in a coin operated facility, than in an
automatic car-wash, or at home. The reason for this is that the
customer pays by the minute for the use of soap and water, so a
race against time saves both money and water.
We plan to plumb underground for future use of water re-cylcling,
and solar water heating. We are also making a study to determine
the possibility of installation during construction. At the very
least, we will be ready as soon as it is feasible.
Our plans are to have the building erected of cement blocks,
with some colorful bricks interspersed for an attractive appearance.
By removing two shabby buildings, and replacing them with a
new, modern commercial structure, Arcadia will receive two benefits-
a beautiful building, and increased tax revenue.

SECTION 9220.6.1 TO CHANGE THE DEFINITION OF
AUTOMOBILE CAR WASH TO ALLOW SELF-SERVICE,
COIN-OPERATED CAR WASHES.
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES HEREBY ORDAIN
AS FOLLOWS:
SECTION 1. Section 6220.6.1 of the Arcadia Municipal
Code is hereby amended to read as follows:
"9220.6.1. AUTOMOBILE CAR WASH. Automobile car wash
is any building or portion thereof containing facilities for the
washing of automobiles."
SECTION 2. The City Clerk shall certify to the adoption
of this ordinance.
