RESOLUTION NO. 980
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA RECOMMENDING APPROVAL
OF AN EXTENSION OF URGENCY ORDINANCE NO. 1583
(A DEVELOPMENT MORATORIUM IN THE AREA BOUNDED
BY FIFTH AVENUE, SECOND AVENUE, SANTA CLARA
STREET AND HUNTINGTON DRIVE) TO DECEMBER 21,
1977.
WHEREAS, a public hearing was held on March 14, 1977 to
consider the extension of Urgency Ordinance No. 1583; and
WHEREAS, Ordinance No. 1583 instructed staff to study
traffic circulation with regard to the development of the area
,
for the purpose of recommending possible amendments to the General
Plan and Zoning Ordinance; and

WHEREAS, said amendments to the General Plan and Zoning
Ordinance could not become effective by the expiration date
(May 18, 1977) of Urgency Ordinance No. 1583; and
WHEREAS, if said amendments to the General Plan and
Zoning Ordinance are not in effect prior to the expiration date of
Urgency Ordinance No. 1583, development could occur which would
violate the purpose of Urgency Ordinance No. 1583 and the intent
of any amendments to the General Plan and Zoning Ordinance passed
to implement the recommendations of the aforementioned study;
NOW, THEREFORE, BE IT RESOLVED THAT THE PLANNING COMMISSION
OF THE CITY OF ARCADIA RECOMMENDS TO THE CITY COUNCIL THE FOLLOWING:
SECTION 1. That Urgency Ordinance No. 1583 (a new
development moratorium in the area bounded by Fifth Avenue, Second
4It Avenue, Santa Clara Street and Huntington Drive) be extended
to December 21, 1977.

SECTION 2. Pursuant to the provisions of the California
Environmental Quality Act and State guidelines, an initial study
has been prepared for the proposed project. We hereby find that
the facts contained in the initial study are true and correct and
that they do not disclose any substantial or potentially subs tan-
tial adverse effect on the environment. Said documents are on
file with the Arcadia City Planning Department.
SECTION 3. The Planning Commission finds that the public
necessity, convenience, health, safety, general welfare and good
zoning practice justify the above recommendation.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the Planning Commission of the
City of Arcadia held on the 14th day of March, 1977, by the
following vote:
