RESOLUTION NO. 978
A RESOLUTION OF THE PL~NNING COMMISSION OF
THE CITY OF ARCADIA RECOMMENDING APPROVAL OF
AN EXTENSION OF URGENCY ORDINANCE NO. 1582
(HILLSIDE DEVELOPMENT MORATORIUM) TO
DECEMBER 21, 1977.
WHEREAS, a public hearing was held on February 22, 1977
to consider the extension of Urgency Ordinance No. 1582 (Hillside
Development Moratorium); and
WHEREAS, the Planning Commission has appointed a committee
to study hillside regulations; and
WHEREAS, the Planning Commission's Hillside Study
Committee has conducted two workshop meetings to review draft
material compiled from the investigations made by the Planning

Department staff; and
WHEREAS, the work of the Planning Commission's Hillside
Study Committee involves extensive research into many complex
aspects of hillside development which requires a substantial
amount of time; and
WHEREAS, the work of the Planning Commission's Hillside
Study Committee and the time required to adopt a new hillside
ordinance will exceed the termination date of April 21, 1977 for
Urgency Ordinance No. 1582; and
WHEREAS, the Planning Commission finds that additional
time will be required to draft and adopt a new hillside ordinance;
NOW, THEREFORE, BE IT RESOLVED THAT THE PLANNING

SECTION 1. That Urgency Ordinance No. 1582 (Hillside
Development Moratorium) be extended by a regular ordinance to
December 21, 1977.
SECTION 2. Pursuant to the provisions of the California
Environmental Quality Act and State guidelines, an initial study
has been prepared for the proposed project. We hereby find that
the facts contained in the initial study are true and correct and
that they do not disclose any substantial or potentially subs tan-
tial adverse effect on the environment. We hereby approve and file
the Negative Declaration and find the project will not have a
significant effect on the environment. Said documents are on file
with the Arcadia City Planning Department.
SECTION 3. The Planning Commission finds that the public
. necessity, convenience, health, safety, general welfare and good
zoning practice justify the above recommendation.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the Planning Commission of the
City of Arcadia held on the 22nd day of February, 1977, by the
following vote:

SUBJECT: EXTENSION OF URGENCY ORDINANCE NO. 1582
HILLSIDE DEVELOPMENT MORATORIUM
The Planning Commission's Hillside Study Committee has conducted
regular working sessions and is in the process of drafting an
ordinance regulating hillside development for the consideration
of the entire Planning Commission.
The Hillside Study Committee has reviewed many complex aspects
relevant to good hillside development which include, but are not
limited to, the following:
A. Lot frontage permitted
B. Lot area
C. Landscaping requirements for erosion and fire
resistant plants
D. Flexible building placement (save trees)
E. Slope density formulas
F. Street right-of-ways
G. Promote cul-de-sac streets (less surface street area)
H. Have streets follow contours (minimum of grading)
I. Preserve crestlines
J. Minimizing of grading (both cuts and fills)
K. Open space maintenance provisions
Additionally, the Hillside Study Committee is also in the process
of preparing recommendations on appropriate revisions to the
Arcadia General Plan. Said recommendations are designed to
encourage an improved interface of hillside developments with
the existing residential developments in the City of Arcadia.
However, the time required to draft the proposed ordinance and
General Plan recommendations and conduct the necessary public
hearings exceeds the moratorium termination date of April 21,
1977. Thus, an extension of the moratorium is necessary if the
Hillside Study Committee, Planning Commission and City Council
are to have sufficient time to discuss and act upon any proposed
ordinance regulating hillside development.
