RESOLUTION NO. 976 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA RECOMMENDING A PREZONING DESIGNATION OF C-O FOR k~NEXATION 46 (3905- 3951 EAST Hm,TINGTON DRIVE). ~VHEREAS, a public hearing was held on January 25, 1977 for the purpose of considering a pre zoning designation of c-o (Professional Office Zone) for Annexation No. 46 (3905-3951 East Huntington Drive), more particularly described as follows: Lots 1-5 of Block A of Michillinda Tract as per Map Book 21, pages 14 and 15, filed in the Office of the Los Angeles County Recorder. WHEREAS, all interested persons were given full opportunity ~, to be heard and to present evidence; Nmv, THEREFORE, THE PLAllNING COMMISSIO~1 OF THE CITY OF ARCADIA HEREBY DETERMINES Ai.~D RESOLVES AS FOLLOWS: SECTION 1. That the factual data submitted by the Planning Department in the attached staff report is true and correct. SECTION 2. The Planning Commission recommends to the City Council that the zoning on the above described property be designated c-o, (Professional Office Zone). SECTION 3. That the Planning Commission finds that the proposed designation would provide uniform zoning within the area and that the public convenience, necessity and general welfare justify the above prezoning designation. SECTION 4. The Secretary shall certify to the adoption . of this resolution. -1- 976 . . "1 ~~ . January 25, 1977 TO: PLANNING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: Z-77-1 PREZ,ONING DESIGNATION OF C-O FOR ANNEXATION NO. 46 3905-3951 EAST HUNTINGTON DRIVE The Planning Department has initiated preannexation zoning proceedings for the consideration of zoning the unincorporated properties located at 3905, 3925, 3935, 3939 and 3951 East Huntington Drive as C-O Professional Office. State law permits cities to zone unincorporated territory under Section 65859 of the Government Code. Such zoning would become effective concurrently with the annexation of the properties. LAND USE AND ZONING The subject properties are bounded by Huntington Drive on the south, Michillinda Avenue (Arcadia City limits) on the east, South Woodward Boulevard on the west and the alley at the rear of the subject sites on the north. The subject properties are currently zoned R-3 (by the County of Los Angeles) and are developed with medical and general offices. The properties to the east, within the City of Arcadia, are zoned C-2 and developed with the EI Rancho Shopping Center and May Company department store. The property to the west is developed with a neighborhood park. The properties to the south are zoned R-3 (Los Angeles County) and developed with multi-family dwelling units. The properties to the north are zoned R-l 20,000 and developed with single-family dwelling units. PROPOSAL AND ANALYSIS A General Plan designation of Commercial was approved by the Arcadia City Council on December 21, 1976. It is proposed that . . . . . Z-77-1 2 the subject properties be pre zoned C-O. The subject site consists of five lots containing approximately 2.1 acres. The subject site is contiguous and consistent with commercial areas in Arcadia. The office buildings do not meet parking and landscape requirements of the Arcadia Zoning Ordinance (see deficiency table). The subject properties are fully developed and major additions to the existing buildings are not anticipated. If this area is subsequently annexed, the City of Arcadia will gain control of the traffic signal at the corner of Huntington Drive and Michillinda Avenue which would be an asset for the Arcadia Police Department in the control of race track traffic. Pursuant to the provisions of the California Environmental Quality Act, the Planning Department has prepared an initial study for the proposed project. Said initial study did not disclose any substantial or potentially substantial adverse change in any of the physical conditions within the area affected by the project including land, air, water, minerals, flora, fauna, ambient noise, and objects of historical or aesthetic significance. Therefore, a Negative Declaration has been prepared and filed for this proj ect. Before the City Council takes action on this project, the Council should "move to approve and file the Negative Declaration and find that the project will not have a, significant effect on the environment." RECOMMENDATION The Planning Department recommends approval of Z-77-1 establishing a pre zoning designation of c-o Professional Office for proposed Annexation No. 46.
