RESOLUTION 974
A RESOLUTION OF THE PLk~NING COMMISSION OF
THE CITY OF ARCADIA GRANTING A CONDITIONAL
USE PERMIT TO OPERATE A HANDBALL/RACQUETBALL
CLUB AT 1001 SOUTH FIRST AVENUE.
WHEREAS, on January 4, 1977, an application was filed by
Stqrwood Leisure Company, Planning Department Case No. C.U.P. 77-2,
to operate a handball/racquetball club on property commonly known as
1001 South First Avenue, more particularly described as follows:
Lots 9, 10, 11, 12, 13, 14 and 15 of Tract 13252 in the
City of Arcadia, County of Los Angeles, State of
California, as per map recorded in Map Book 345, pages 6-8
in the office of the Recorder of said County.
WHEREAS, a public hearing was held on January 25, 1977,
'. at which time all interested persons were given full opportunity to
be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the Planning
Department in the attached staff report is true and correct.
SECTION 2. This Commission finds that:
1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the property or improvements in such zone
or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.

3. The site for the proposed use is adequate in size
and shape to accommodate said use, including all yards, parking,
loading, landscaping and other features required to adjust said
use with the land and uses in the neighborhood.
4. The site abuts streets and highways adequate in
width and pavement type to carry the kind of traffic generated by
the proposed use.
5. The granting of such conditional use permit will
not adversely affect the General Plan.
6. The use applied for will not have a significant
effect on the environment.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commiss.ion grants a conditional
use permit to operate a handball/racquetball club upon the following
conditions.
1. The property shall be improved and maintained in
accordance with plans on file in the subject Case No. C.U.P. 77-2.
,', 2. Hours of operation shall be restricted to 7 a.m. to
11 p.m.
3. Restrooms shall comply with Uniform Plumbing Code.
4. Mechanical equipment shall be painted a color which
will blend with the roof.
5. If the exterior of the building is repainted, the
color shall be reviewed and approved by the Planning Department.
6. A modification shall be granted for an existing 2' 7'"
wall adjacent to the sidewalk and an existing 3'8" planter area
adjacent to the parking area.

7. All planting areas shall be relandscaped and a
landscape plan shall be submitted to the Planning Department for
its review and approval prior to installation.
8. A modification shall be granted for 83 parking spaces
in lieu of 100 required.
9. The parking area shall be resurfaced (buttons removed)
and restriped according to Code Section 9269.8.
10. If this use should revert to a permitted commercial
use, parking shall comply with Code.
11. Replace all damaged wheel stops.
12. All signs shall comply with Code.
13. The building shall comply with fire safety regulations.
14. If trash is stored outside a building, it must comply
with Section 9263.6.6 of the Arcadia Municipal Code.
15. The electrical conduit on the north side of the
building shall be removed.
16. Sale of alcoholic beverages shall be prohibited on
the site.
SECTION 4. The Secretary shall certify to the adoption of
this resolution and shall cause a copy to be forwarded to the City
Council of the City of Arcadia.

1001 SOUTH FIRST AVENUE
APPLICATION
This application was filed on January 4, 1977 by Starwood Leisure
Company, lessor, of property at 1001 South First Avenue and
requests a conditional use permit to operate a health fitness
center.
LAND USE fu~D ZONING
The subject site is zoned C-2 and PR-I and is developed with a
vacant building, formerly the Sunset Builders and prior to that
Safeway food store. Properties to the north across Duarte
Road are zoned C-2 & H, R-3 & Hand PR-3 & H and developed with
mixed commercial and residential uses. Properties to the east
are zoned C-2, R-2 and R-I and developed with a service station,
commercial uses and single-family dwellings. Properties to the
south are zoned R-3 and R-2 and developed with a parking lot and
a church. Properties to the west are zoned PR-I and C-2 and
developed with commercial uses. (See the attached Land Use and
Zoning Map.)
HISTORY
On October 14, 1975, a conditional use permit was denied for a
roller skating rink on the subject site.
PROPOSAL
The subject site contains approximately 72,478 square feet and is
located on the southwest corner of Duar.te Road and First Avenue.
The applicant proposes to operate a health fitness center in
the existing 20,000 square foot building. The center will have

9 racquetball/handball courts; supervised exercise classes with
equipment, health spa areas for men and women; an indoor running
track; supervised day care; TV lounge and snack bar. There will
be special social and recreational activities scheduled through-
out the year.
There is an outdoor patio south of the building which is enclosed
by an 8-foot high concrete block wall.
This facility will be membership only, not open to the public.
Membership will be approximately '1,400. Estimated peak hour will
be 5:30 p.m. with a peak occupancy of 64. There will be 7 to 11
staff members per shift. Hours of operation will be 7 a.m. to
11 p.m., seven days a week.
Eighty-three parking spaces exist on the site. One hundred spaces
are required based on 5 spaces per 1,000 square feet of gross
floor area.
Ingress will be from one driveway on Duarte Road and two driveways
on the alley. Egress will be from the driveways on the alley
and one driveway on Duarte Road.

Landscaping meets the minimum 3% requirement. There is a 2'7"
high wall adjacent to the sidewalk on Duarte Road and First
Avenue and a 3'8" wide landscape buffer between the wall and the
parking lot.
All spaces have wheel stops.
No trash enclosure is shown on the plans.
The existing light standards are proposed to remain.
ANALYSIS
The proposed health fitness center is a compatible use in the
C-2 zone and is consistent with the General Plan designation of
Commercial.

It is the opinion of the Planning Department that 83 parking
spaces are adequate for the proposed health fitness center and
that this use would have less traffic than a permitted commercial/
retail, establishment. If this health fitness center should
discontinue, a permitted commercial facility should be required
to meet the parking requirements as set forth in the Code.
When the parking area was restriped, the existing buttons which
previously marked the spaces were not removed. Also the parking
area has ruts in it which could be considered a pedestrian
hazard.

Several of the wheel stops are damaged and should be replaced.
The marking of many spaces is poor and staff would recommend
that the parking area be restriped. Weeds are growing in portions
of the parking area and proposed patio area and should be removed.
Landscaped areas are in poor condition and will need to be
relandscaped.
Code requires a 5'3" landscape buffer and 3-foot high masonry wall
to be located between the street and parking area. The applicant
has a 2'7" wall adjacent to the sidewalk and 3'8" landscaped
area adjacent to the parking area. The Planning Department
believes that requiring the existing wall to be removed and the
landscaped area increased to 5'3" would be a substantial
hardship on the applicant and would recommend that the Planning
Commission approve modifications to allow a 2'7" wall and 3'8"
landscape buffer.

The mechanical equipment on the building roof is not screened
from view. Electrical conduit lines are hanging on the north
side of the building; these should be removed.
Pursuant to the provisions of the California Environmental Quality
Act, the Planning Department has prepared an initial study for
the proposed conditional use permit. Said initial study did
not disclose any substantial or potentially substantial adverse
change in any of the physical conditions within the area affected
by the project including land, air, water, minierals, flora,
fauna, ambient noise and objects of historical or aesthetic
significance. Therefore, a Negative Declaration has been
prepared and field for this project.
Before the Planning Commission takes action on this project, the
Commission should "move to approve and file the Negative
Declaration and find that the project will not have a significant
effect on the environment."
RECOMMENDATI ON
The Planning Department recommends approval of C.U.P. 77-2
subject to the following conditions:
1. Conditions outlined in the attached report from the Department
of Public Works shall be complied with to the satisfaction
of the Director of Public Works.
