RESOLUTION NO. 973 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA GRANTING A CONDITIONAL USE PERMIT TO EXPAND EXISTING KNIGHTS OF COLUMBUS LODGE AT 401-403 SOUTH FIRST AVENUE. WHEREAS, on December 23, 1976, an application was filed by Cantwell Columbian Building Corporation, Planning Department Case No. C.U.P. 77-1, to expand the existing Knights of Columbus lodge on property commonly known as 401-403 South First Avenue, more particu- 1ar1y described as follows: Lot 20, Block 67~, Arcadia Santa Anita Tract, Book 15, Pages 89 and 90, Miscellaneous Records, EXCEPT the easterly 10 feet thereof. WHEREAS, a public hearing was held on January 25, 1977, at which time all interested persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY RESOLVES AS FOLLOWS: SECTION 1. That the factual data submitted by the Planning Department in the attached staff report is true and correct. SECTION 2. This Commission finds that: 1. The granting of a conditional use permit as herein- after provided will not be detrimental to the public health or welfare or injurious to the property or improvements in such zone or vicinity. 2. The use applied for at the location indicated is properly one for which a conditional use permit is authorized. -1- 973 . . . . . -2- 973 . . . 7. The existing and proposed planter shall be irrigated. 8. A modification shall be granted for nine parking spaces. 9. The parking area shall be restriped as per Section 9269.8A and wheel stops shall be installed as per Section 9269.9A. 10. The use of the proposed meeting hall and recreation area shall be restricted to Knights of Columbus activities. 11. If this use should be discontinued and a commercial use applied for, parking shall comply with Code. SECTION 4. The Secretary shall certify to the adoption of this resolution and shall cause ,a copy to be forwarded to the City Council of the City of Arcadia. January 25, 1977 TO: PLfu~NING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: C.U.P. 77-1 401-403 SOUTH FIRST AVENUE APPLICATION . This application was filed on December 23, 1976 by Cantwell Columbian Building Corporation and requests a conditional use permit to expand the Knights of Columbus meeting hall at 401-403 South First Avenue. LAND USE AND ZONING The subject site is 50 feet by 141.69 feet, contains 7,084.5 square feet, is zoned C-2 H and is developed with a building con- taining a beauty shop, Knights of Columbus meeting hall and a single-family dwelling unit (located on the second floor). Property to the north is zoned R-3 H and developed with the First Avenue Junior High School. Properties to the east are zoned C-2 and developed with mixed commercial uses. Properties to the south are zoned C-2 H and developed with single-family homes. Properties to the west are zoned PR-3 H and developed with multiple-family units. (See the attached Land Use and Zoning Map.) HISTORY On July 15, 1975, a conditional use permit was granted to Cantwell Columbian Building Corporation for a place of assembly for the Knights of Columbus and an existing residential use in a C-2 zone at the subject site. PROPOSAL AND ANALYSIS . The existing structure is two-story and contains approximately 2,700 square feet. The Knights of Columbus presently occupy . . . C.D.P. 77-1 2 697 square feet on the ground floor. They are also using the dwelling unit on the second floor for an office and lounge and recreational area. The conversion of the dwelling to additional Knights of Columbus space was done without obtaining a new conditional use permit. The applicant has indicated that they wish to continue using the second floor for an office and recreation area. This space is used after meetings for informal gatherings. The applicant is proposing to add a 20-foot by 4S-foot (900 square foot) addition south of the existing building. This area is planted with grass and contains two metal storage sheds. Another restroom is also proposed in the existing hall. Approximately 21 feet of the southerly wall will be removed between the existing building and the addition. This will expand the total ground floor area for the meeting hall to 1,597 square feet. The fraternal order meets the second and fourth Monday of each month at 8:00 p.m. Average attendance is 20 persons. This attendance is consistent with what they listed in their previous application. . Three of the conditions in C.D.P. 75-10 have not been complied with: 1. A S-foot landscape buffer be provided along the westerly property line adjacent to the wall and be permanently irrigated and maintained. 2. Existing landscape border between the parking area and the public right-of-way on Diamond Avenue be permanently irrigated. . 3. The parking area be restriped, subject to the approval of the Planning Department. The site presently has 10 parking spaces; 18 are required by code (calculating the second floor as usable commercial space). The applicant is proposing a S-foot landscape buffer which reduces in width to 2 feet along the westerly property line. If the landscaped buffer were increased to 5 feet along thi entire property line, it would obstruct the driveway. Nine parking spaces are proposed. The existing aisle is 24 feet at one point in lieu of 25 feet required. The existing planting area along Diamond Avenue, although not irrigated, is well maintained. . . . . . C.U.P. 77-1 3 It is staff's opInIon that the expansion of the meeting hall to 1,597 square feet downstairs and use of the upstairs for a recreational area would not augment any problems which may already exist in parking. The area where the proposed building is to be located is inadequate for parking. Mitigating features to potential parking problems are that meetings are held in the evening when other businesses and the school are normally closed; there is street parking which may be used, and they do not propose an increase in their attendance. The meeting hall should be restricted to Knights of Columbus activities only. If the Knights of Columbus hall was terminated and a commercial use allowed to operate, there could be an increase in traffic which would necessitate the need for additional parking. Approval of this conditional use permit would prohibit the second story being used as a dwelling unit in the future. Pursuant to the provisions of the California Environmental Quality Act, the Planning Department has prepared an initial study for the proposed project. Said initial study did not disclose any substantial or potentially substantial adverse change in any of the physical conditions within the area affected by the project including land, air, water, minerals, flora, fauna, ambient noise, and objects of historical or aesthetic signficance. Therefore, a Negative Declaration has been prepared for this project. Before the Planning Commission takes action on this project, the Commission should "move to approve and file the Negative Declaration and find that the project will not have a significant effect on the environment." RECOMMENDATION The Planning Department recommends approval of C.U.P. 77-1, subject to the following conditions: 1. Conditions as outlined in the attached report from the Department of Public Works shall be complied with to the satisfaction of the Director of Publi~ Works. 2. Signs shall conform to Code. 3. That a S-foot landscape buffer reducing to 2 feet in width shall be installed along the westerly property line. . '. . ~ . . C.U.P. 77-1 4 4. That a landscape plan for the new planting area be submitted to the Planning Department for its review and approval prior to installation. S. That the existing and proposed planter be irrigated. 6. That a modification be granted for nine parking spaces. 7. That the parking area be restriped as per Section 9269.8A and wheel stops be installed as per Section 9269.9A. 8. That the use of the proposed meeting hall and recreation area to restricted to Knights of Columbus activities. 9.
