RESOLUTION NO. 972 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA RECOMMENDING TO THE ARCADIA CITY COUNCIL A ZONE CHANGE FROM R-l 7,500 to R-O 30,000 FOR THE ANOAKIA AREA WHEREAS, the Planning Commission of the City of Arcadia held a public hearing on December 2S, 1976 for the purpose of considering changing the zone from R-l 7,500 to R-O 30,000 for the Anoakia area, more particularly described as follows: . Beginning at the northeasterly corner of Tract No. 13429 as filed in Book 273, Page 25 of Maps in the Office of the Recorder of Los Angeles County; Thence westerly along the northerly boundary of said Tract 10S5.SS feet more or less to the intersection of Tract No. 13429 and Hampton Road; Thence southwesterly through its various courses and dis- tances along the southeasterly right-of-way line of Hampton Road and Fallen Leaf Road to the most northerly corner of Lot 35, Tract No. 11204, Book 197, Pages IS through 20 in the office of said Recorder; Thence Southeasterly 122.37 feet along to the northeasterly boundary of said Lot 35; Thence southerly 510 feet along the easterly boundaries of Lots 35 and 36 of said Tract 11204 to the northerly right- of-way line of Foothill Blvd. 90 feet wide; Thence Easterly along the northerly right-of-way line of Foothill Blvd. to the westerly right-of-way line of Baldwin Avenue SO feet wide; Thence northerly along the westerly right-of-way line of Baldwin Avenue to the point of beginning. WHEREAS, all interested persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, the Planning Commission of the City of Arcadia hereby determines and resolves as follows: SECTION 1. The Anoakia area consists of 30.60 acres, and is contiguous to and constitutes the lower southeast corner of that area 4It known as the Upper Rancho area of the city which contains developed single family dwellings on lots zoned R-O & D-30,000, averaging -1- 972 . . . . . 33,925 square feet in area. Approximately 20 acreS of the Anoakia area are presently un- developed containing much vegetation and many trees except for the Baldwin house, accessory buildings, a school and recreational faci- lities. The remaining 10 acres of subject area consist of ten deve- loped single family residences immediately contiguous to the north and northwest of the undeveloped 20 acres, on lots averaging 30,000 square feet and more and six single family dwellings in its southwest corner, ranging from 14,000 to 36,000 square feet in area as shown on the Lot Map, attached hereto as Exhibit A and by this reference incorporated herein. The Anoakia area is totally surrounded by developed single family residences, separated by Baldwin Avenue from those on the east known as the Santa Anita Oaks and zoned R-O 15,000 averaging 21,000 square feet and those on the south by Foothill Blvd. zoned R-l 10,000and ranging from 10,000 to 15,000 square feet. In March 1972, while in unincorporated territory, the Anoakia area was designated on the Arcadia General Plan land use map as Single Family Residential 0-2 dwelling units per acre. In August 1975, sub- ject area was annexed to the City of Arcadia, un-prezoned, and upon annexation automatically took on its present R-l 7,500 zoning classi- fication pursuant to Arcadia Municipal Code ~9232.6. In ,February, 1976, the City received a petition from 314 homeowners generally surrounding subject area requesting R-O 30,000 zoning for subject area, which request was consistent with the General' Plan designation of 0-2 dwelling units per acre. -2- 972 .' . . 4It Twenty-four lots and homes could be developed on the undeve- loped portion of subject area if R-O 30,000 zoning is adopted. Streets existing in the undeveloped portion of subject area are substandard. There is a need and a market for homes built on R-O 30;000 square foot lots in the City of Arcadia. R-O 30,000 zoning of sub- ject area will be consistent with, and preserve the values of other R-O 30,000 zoned existing homes in the Upper Rancho area of which the Anoakia area is a part. SECTION 2. The Planning Commission recommends to the City Council that the zoning on the aforesaid properties be changed from R-I 7,500 to R-O 30,000. . SECTIon 3. That the Planning Commission finds that the pro- posed change would provide uniform zoning within the area, would bring the zoning into conformance with the General Plan, and that the public convenience, necessity and general welfare justify the above zone change. SECTION 4. Pursuant to the provisions of the California En- vironmental Quality Act and state guidelines, an initial study has been prepared for the proposed project. We hereby find that the facts contained in the initial study are true and correct and that they do not disclose any substantial or potentially substantial adverse effect on the environment. We hereby approve and file the negative declara- tion and find the project will not have a significant effect on the environment. Said documents are on file with the Arcadia City Planning . Department. -3- 972 . . . . . . SECTION 5. The Secretary shall certify to the adoption of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia.
