211-223 EAST HUNTINGTON DRIVE.
WHEREAS, on December 13, 1976, an application was filed
by A. K. Financial, Planning Department Case Nti. C.U.P. 76-29,
.on the property commonly known as 211-223 East Huntington Drive,
more particularly described as follows:
Portion of Lots 1 through 5, inclusive, and Lot 38
of Tract 6860, in the City of Arcadia, County of Los
Angeles, State of California, as per map recorded
in Book 78, page 75 of Maps in the office of the
Recorder of said County. EXCEPT therefrom the
northerly 352.59 feet of said Lot 38.

Also portion of Lot 1, Block 84, of Santa Anita
Tract, in the City of Arcadia, County of Los Angeles,
State of California, Book 34, pages 41 and 42 of
M.R., lying west of the west line of Tract 6860,
Book 78, page 75, of M~ps, as recorded in the office
of the Recorder of said County. EXCEPT therefrom the
northerly 352.59 feet of said Lot 1.
WHEREAS, a public hearing was held on December 28, 1976,
at which time all interested persons were given full opportunity
to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION Of.THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. . That the factual data submitted by the Plan-
ning Department in the attached staff report is true and correct.
SECTION 2. This Commission finds that:
1. The granting of a conditional use permit as herein~
. after provided will not be detrimental to the public health or

welfare or injurious to the property or improvements in such zone
or vicinity.
2. The use applied for at the location indicated is
prbperly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size
and shape to accommodate said use, including all yards, parking,
loading, landscaping and other features required to adjust said
use with the land and uses in the neighborhood.
4. The site abuts streets and bighways adequate in
width and pavement type to carry the kind of traffic generated by
the proposed use.
5. The granting of such conditional use permit will
not adversely affect the General Plan.
6. The use applied for will not have a substantial
adverse impact on the environment.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional
use permit for a racquetball/health club upon the following
conditions:
1. The property shall be improved and maintained in
accordance with plans on file in the subject Case No. C.U.P. 76-29.
2. That a ~odification be granted to allow 76 parking
spaces in lieu of 117 required.
3. That a landscape and irrigation plan be submitted to
the Planning Department for its review and approval prior to
installation.

4. All outside trash areas shall be paved and enclosed
on three sides by a 6 foot high solid impact~resistant wall con-
structed of easily cleanable material.
5. Parking and landscaping shall comply with Sections
9269.8B, 9269.9B, 9269.l0~ 9269.11, 9269.12, 9269.l3B, 9269.14
and 9269.15.
6. Parking spaces shall be a minimum of 9 feet in width.
7. Approval and recordation of Lot Split L-76-23.
8. Signs shall comply with Code.
9. Submit a grading and drainage plan for the approval
of the Director of Public Works. Existing driveways not to be
used shall be closed per City Standards.
10. Parkway trees (15 gallon size) shall be planted in
accordance with plans to be approved by the Director of Public
Works.
11. Comply with conditions of approval of Public Works
Department requirements for Lot Split L-76-23.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to
the City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the Planning Commission held on

211-223 EAST HUNTINGTON DRIVE
APPLI CATION
This application was filed by the City of Arcadia Redevelopment
Agency on December 13, 1976 and proposes to create three lots
from seven lots at 221-223 East Huntington. Drive.
LAND USE AND ZONING
The subject site is zoned M-I and IS developed with storage
buildings which will be removed.
Properties to the north are zoned M-I and are vacant and developed
with outside storage. Properties to the west are zoned M-I and
C-2 D and developed with industrial, mixed residential uses and
the Derby Restaurant. Properties to the south are zoned C-2 D
and developed with a drive-in eating establishment. Properties
to the west are zoned M-I and developed with a storage yard,
industrial building and residential dwellings. (See attached
Land Use and Zoning Map.)

'The applicant is proposing to create three lots which will have

The existing structures are proposed to be removed.
The proposed lot split would create lots which are consistent with
the zoning and General Plan for the area.
Pursuant to the provision of the California Environmental Quality
Act, the Planning Department has prepared an initial study for
the proposed lot split. Said initial study did not disclose
any substantial adverse change in any of the physical conditions
within the area affected by the project including land, air,
water, minerals, flora, fauna, ambient noise, and objects of
historical or aesthetic significance. Therefore, a Negative
Declaration has been prepared and filed for this project.
Before the Planning Commission takes action on this project, the
Commission should "move to approve and file the Negative Declara-
tion and find that the project will not have a significant
effect on the environment."
RECOMMENDATION
The Planning Department recommends approval of L-76-23 subject to
the following conditions:
I. Conditions as outlined in the attached report from the De-
partment of Public Works shall be complied with to the satis-
faction of the Director of Public Works.
2. Conditions as listed below by the Water Division shall be
complied with to the satisfaction of the Water Hanager.
a. Cut and plug water lines crossing lot split lines.
b. New services for future development must conform to the
Uniform Plumbing Code and shall be installed by the
City at developer's expense.

SUBJECT: LOT SPLIT L76-23 -- LOT CONSOLIDATION AT 211-213 E, HUNTINGTON DRIVE
The following conditions of approval are recommended:
1. The preparation and recordation of a parcel map in accordance with the
requOCements of the State Subdivision Map Act. The map shall be submitted
to the County Engineer for checking, and after checking, the County
Engineer's letter recommending approval and map shall be submitted to
the City Engineer for map certification. Concurrent with the map being
submitted to the County Engineer for checking, the applicant should sub-
mit a copy of the City's conditional requirements to enable the County
Engineer to check for applicable conditions.
2. Remove all structures and buildings.
3. Install 6" sewer lateral to property line to serve Parcel No.2.
4. The existing utility lines cross proposed parcels. Arrange for rear or
side property utility service and dedicate necessary easements to utility
companies.
