RESOLUTION NO. 968
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA GRANTING A CONDITIONAL
USE PERMIT FOR A CHURCH AT 560-610 WEST
FOOTHILL BOULEVARD.
WHEREAS, on November 29, 1976, an application was filed
by the Arcadia First Ward, Church of Jesus Christ of Latter-Day
Saints, Planning Department Case No. C.U.P. 76-27, on the property
commonly known as 560-610 West Foothill Boulevard, more particularly
described as follows:
Portion of Lots 2 and 3, Los Robles de Santa Anita,
in the City of Arcadia, County of Los Angeles, as per
map recorded in Book 33, Page 20, of Maps, in the office
of the Recorder of said County.
WHEREAS, a public hearing was held on December 14, 1976,
at which time all interested persons were given full opportunity
to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the Plan-
ning Department in the attached staff report is true and correct.
SECTION 2. This Commission finds that:
1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the property or improvements in such zone
or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.

3. The site for the proposed use is adequate in size
and shape to accommodate said use, including all yards, parking,
loading, landscaping and other features required to adjust said
use with the land and uses in the neighborhood.
4. The site abuts streets and highways adequate in
width 'and pavement type to carry the kind of traffic geneFated by
the proposed use.
5. The granting of such conditional use permit will
not adversely affect the General Plan.
6. The use applied for will not have a substantial
adverse impact on the environment.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional
use permit for a church upon the following conditions:
1. The property shall be improved and maintained in
accordance with plans on file in the subject Case No. C.U.P. 76-27.
2. A State permit shall be obtained and a median opening
constructed at the westerly driveway in Foothill Blvd. to provide
for safe ingress to the development for westbound Foothill Blvd.

3. Traffic shall not be allowed to enter the proposed
parking lot from Baldwin Avenue. Exi~ only may be allowed. Ingress
and egress shall be permitted from Foothill Blvd.
4. Sidewalk shall be installed and existing driveway

to be approved by the Director of Public Works.
5. Grading and drainage plan shall be submitted for

approval of the Director of Public Works. NOTE: All work done
within Foothill Blvd., Baldwin Avenue and Freeway right-of-way
shall require approval of and a permit from the California Depart-
ment of Transportation.
6. Conditions of approval of Public Works Department
requirements for Lot Split No. 76-22 shall be complied with.
7. Street trees shall be planted in accordance with the
requirements set forth by the Department of Public Works.
8. Approval and recordation of lot consolidation L-76-22.
9. A modification shall be granted to allow a 72-foot
steeple in lieu of 35 feet in height.
10. The Baldwin Avenue driveway shall be limited to exit
only.
11. Parking shall comply with Sections 9269.7 and 9269.9
of the Arcadia Municipal Code.
12. A 6-foot high block wall shall be located along the
westerly property line.
13. A minimum 5-foot wide planting strip shall be located
along the westerly property line.
14. A landscape plan shall be submitted to the Planning
Department for its review and approval.
15. Landscaping and walls shall comply with Section
9269.13 of the Arcadia Municipal Code.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.

560-610 WEST FOOTHILL BLVD.
APPLI CATION
This application was filed on November 29, 1976 by the Arcadia
First Ward, Church of Jesus Christ of Latter-Day Saints, and
requests a conditional use permit to construct a church at
560-610 West Foothill Blvd.
LAND USE AND ZONING
The subject site contains two lots zoned R-I. The lot at
560 W. Foothill is vacant; the lot at 610 W. Foothill contains
a single-family dwelling. Properties to the east are vacant
and developed with single-family dwellings and zoned R-I.
Property to the south is the 210 Freeway. Properties to the
west are zoned R-l and developed with single-family dwellings
and properties to the north are zoned R-O 15,000 and developed
with single-family dwellings. (See attached Land Use and
Zoning Map.)
HISTORY
A 16-lot subdivision was approved on the subject site in
December 1975. An extension was granted on November 2, 1976
to December 16, 1977.
PROPOSAL
The applicant is proposing to construct a 22,480 square foot
building which will contain a chapel with seating for 360 persons,
23 teaching stations, library, lounge and cultural hall.
The existing house located at the southwest corner of the site
is proppsed to remain and will be used for church-related
activities.

The site contains 183,271 square feet and has frontage on
Foothill Boulevard and Baldwin Avenue.

There is a special setback on Foothill Blvd. of 90 feet from
the center line of Foothill Blvd (33 feet from the property
line). The proposed church will be located 50 feet from the
Foothill Blvd. property line and 125 feet from the Baldwin Avenue
property line.
The building will be single story. The east/west wings will
be approximately 17 feet in height and the central portion of
the building 29 feet in height. The steeple will be approximately
72 feet in height. The applicant has requested a modification
to allow the 72-foot high steeple in lieu of 35 feet allowed.
The exterior of the building will be off-white brick.
One hundred eighty-six parking spaces are proposed. Parking
would be located to the east, west and south of the building.
All spaces comply with Code with the exception of hairpin striping.
Two driveways will be located on Foothill Blvd. The east
driveway will be located approximately 71 feet from the inter-
section of Baldwin Avenue and Foothill Blvd. A third driveway
will be located on Baldwin Ave.

A 50-foot wide landscape area will be located between the
parking area and Foothill Blvd. A 32-foot planting strip will
be located along Baldwin Avenue. Low walls are proposed to
screen the parking from the public right-of-ways. A landscape
strip ranging from 35 feet to IS feet will be located along the
westerly property line adjacent to the R-l property. Code
requires a 6-foot high wall and 5-foot planting buffer adjacent
to residential property in a commercial zone ~nd would be
desirable in this location to buffer the parking area from the
residential property.
ANALYSIS
The Planning Department believes that this proposed church
would be compatible with the residential area and is consistent
with the General Plan.
There will be an increase in traffic resulting from the church
use. The Planning Department concurs with the recommendation of
the Public Works Department to restrict the Baldwin Avenue
driveway to exit only.

The Planning Department does not believe that the 72-foot
steeple will create a visual obstruction and recommends approval
of the requested modification.
A 6-foot high block wall should be constructed along the
westerly property line and a minimum 5-foot landscape buffer
located adjacent to the wall.
There are many mature trees on the westerly lot; if possible, the
church should try to save as many of the trees as possible.
Pursuant totheprovision of the California Environmental Quality
Act, the Planning Department reviewed the proposed application
and determined that the proposal would not have a significant
adverse impact on the environment. A Negative Declaration has
been prepared and filed for this project.
Before the Planning Commission can act on this item, the Commission
must first act on the Negative Declaration and "move to approve
and file the Negative Declaration and find that the' project will
not have a substantial adverse impact on the environment." The
Commi ss ion may then proceed to act on the item.
. RECOMMENDATION
The Planning Department recommends approval of C.U.P. 76-27 subject
to the following conditions:
I. Conditions as outlined in the attached report from the
Department of Public Works shall be complied with to the
satisfaction of the Director of Public Works.
2. Approval and recordation of lot consolidation L-76-22.
3. A modification shall be granted to allow a 72-foot steeple
in lieu of 35 feet in height.
4. The Baldwin Avenue driveway shall be limited to exit only.
5. Parking shall comply with Sectiore 9269.7 and 9269.9 of the
Arcadia Municipal Code.
6. A 6-foot high block wall shall be located along the westerly
property line,
7. A minimum 5-foot wide planting strip shall be located along
the westerly property line.

ment for its review and approval.

SUBJECT: C.U.P. 76-27-- Proposed Mormon Church at 560-610 West Foothill Blvd.
Existing vehicular access to this property is presently limited to eastbound
on Foothill Blvd. and southbound on Baldwin Avenue. The proposed development
will generate high traffic volumes for short periods of time which may contribute
to an undesirable and potentially hazardous traffic pattern.
The following conditions of approval are recommended:
1. Obtain a State permit and construct a median opening at the westerly
driveway in Foothill Blvd. to provide for safe ingress to the development
for westbound Foothill Blvd. traffic.
2. Do not allow traffic to enter the proposed parking lot from Baldwin Ave.
Exit only may be allowed ingress and egress shall be permitted from Focthill
Blvd.
3. Install sidewalk and close existing driveway aprons not to be used in
accordance with plans to be approved by the Director of Public Works.
