RESOLUTION NO. 965 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA RECOMMENDING A GENERAL PLAN DESIGNATION OF COMMERCIAL FOR ANNEXATION 46 (3905-3951 HUNTINGTON DRIVE) WHEREAS, a public hearing was held before the Planning Commission on November 9, 1976 to consider amending the General Plan to include the area of Los Angeles County now a part of proposed City of Arcadia Annexation 46; and WHEREAS, all interested persons were given full opportunity to be heard and to present evidence; . NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA RECOMMENDS TO THE CITY COUNCIL': SECTION 1. That the General Plan be amended to include a designation of Commercial for the area described in attached Exhibit "A", more commonly known as 3905-3951 Huntington Drive. SECTION 2. The Planning Commission finds that the public necessity, convenience, general welfare and good planning practice justify the above recommendation. SECTION 3. The Secretary shall certify to the adoption of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. Beginning at the northeasterly corner of Tract No. 29166 as shown on map filed in Book 724, pages 62 to 67, inclusive, of Maps, in the office of the Recorder of the County of Los Angeles, said corner being a.comer in the boundary of the City of Arcadia, as same existed on October I, 1976, thence westerly along the northerly boundary of said Tract and City . boundary to the northwest corner .of said Tract, thence northerly along the prolongation of the westerly boundary line of said Tract to a line parallel with and 20 feet northerly of the northerly right-of-way line of Huntington Drive as shown on "M~chillinda" Tract filed in Book 21, piJqes 11 and 15, of Milps, in the office of the Recorder of said County, thence westerly along said parallclline to the beginning of il tangent curve, said beginning of curve being 17 feet easterly of the westerly line of Lot 5, Block A of said Tract, thence from said beginning of curve northwesterly 26.7 feet through an angle of 90000'00" along a curve co~cave northeasterly, having a radius of 17 feet to a point of tangency with said westerly line of Lot 5, Block A of said Tract, thence northerly along said westerly line to the southerly line of Lot "Q" of said Tract, thence easterly along last said line and its prolongation to the boundary of the City of Arcadia as shown on Tract No. 14846 filed in Book 314, pages 8 and 9, of Maps, in the office of the Recorder of said County, thence southerly along said boundary to the point of beginning. November 9, 1976 TO: PL~~NING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: G.P. 76-2 GENERAL PLAN DESIGNATION FOR ANNEXATION NO. 46 APPLI CATION The Planning Department has received annexation requests from all of the property owners on the north side of Huntington Drive between Michillinda and South Woodward Drive. This application filed by the City of Arcadia proposes a General Plan designation of Commercial for 3905, 3917, 3921, 3925, . 3935, 3939 and 3951 Huntington Drive' (Los Angeles County). PRESENT LAND USE AND ZONING The area is generally bounded by Huntington Drive on the south, Michillinda Avenue (Arcadia City limits) on the east, South Woodward Boulevard on the west and the alley at the rear of the subject sites on the north. The area is currently zoned R-3 (by the County of Los Angeles) and developed with medical offices and general office space. Property to the east within the City of Arcadia is zoned C-2 and developed with the EI Rancho-May Co. commercial area. The area to the west is developed with a neighborhood park. The area to the south is zoned R-3 (Los Angeles County) and developed with multi-family dwelling units. The area to the north is zoned R-I-20,000 and developed with single-family dwellings. PROPOSAL AND ANALYSIS The proposed annexation consists of approximately 2.02 acres contained on five lots and a portion of Huntington Drive. The subject area is contiguous and consistent with commercial areas in Arcadia. However, the office buildings do not meet parking and landscape requirements as stated in the Arcadia zoning ordinance. . . . G.P. 76-2 2 The subj ect area is fully developed and no maj or addition to the existing buildings is anticipated. If this area is subsequently annexed, the City of Arcadia will gain control of the traffic signal at the corner of Huntington Drive and Michillinda Avenue which would be an asset for the Arcadia Police Department in control of race track traffic. In order to ascertain the potential environmental impact of an annexa- tion application, the Lo~al Agency Formation Commission (LAFCO) needs to know the General Plan designation and zoning classifi- cation which would be applied to the subject area by the City of Arcadia. Pursuant to the provision of the California Environmental Quality Act, the Planning Department reviewed the proposed General Plan change and determined that the proposal would not have a significant effect on the environment. A Negative Declaration has been prepared and filed. (Negative Declaration and Initial Study are attached). The City Council in its approval or denial of the proposed General Plan change must make the determination that the proposed change would or would not have a substantial adverse impact on the environment. 4It RECOMMENDATION . The Planning Department recommends approval of this application because the use of the property would be compatible with the General Plan designation of Commercial.
