RESOLUTION NO. 962 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA GRANTING A CONDITIONAL USE PERMIT TO ALLOW AN EXISTING AMERICAN RED CROSS FACILITY AT 166 BONITA STREET. WHEREAS, on October 6, 1976, the American National Red Cross filed an application requesting to continue the operation of its facility, Planning Department Case No. C.U.P. 76-24, on the property commonly known as 166 Bonita Street, more particularly described as follows: The easterly 95 feet of Lots 19, 20 and 21, Block 65, Arcadia Santa Anita Tract, in the City of Arcadia, County of Los Angeles, State of California, as recorded in Book 15, page 85, of Maps, in the office of the Recorder of said County. WHEREAS, a public hearing was held on said matter on October 26, 1976, at which time all interested persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, THE PLANNING COl4MISSION OF THE CITY OF ARCADIA HEREBY RESOLVES AS FOLLOWS: SECTION 1. That the factual data submitted by the Planning Department in the attached staff report is true and correct. SECTION 2. This Commission finds that: 1. The granting of a conditional use permit as herein- after provided will not be detrimental to the public health or welfare or injurious to the,property or improvements in such zone or vicinity. 2. The use applied for at the location indicated is -1- 962 .. I. . . properly one for which a conditional use permit is authorized. 3. The site for the proposed use is adequate in size and shape to accommodate said use, including all yards, parking, loading, landscaping and other features required to adjust said use with the land and uses in the neighborhood. 4. The site abuts streets and highways adequate in width and pavement type to carry the kind of traffic generated by the proposed use. 5. The granting of such conditional use permit will not adversely affect the General Plan. 6. The use applied for will not have a substantial adverse impact on the environment. SECTION 3. That for the foregoing reasons, subject to approval of the City Council, this Commission grants a conditional use permit for the continued operation of the American Red Cross facility upon the following conditions: 1. That the property shall be improved and maintained in accordance with plans on file in the subject C~se No. C.U.P. 76-24. 2. That the parking area shall be cleared of all weeds and the trees trimmed so that they do not obstruct vehicular circulation. 3. That the parking area shall be restriped as per Section 9261.3.8 of the Arcadia Municipal Code. SECTION 4. The Secretary shall certify to the adoption of this resolution and shall cause a copy to be forwarded to the .~ City Council of the City of Arcadia. -2- 962 .\ . . . . October 26, 1976 TO: PLANNING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: C.U.P. 76-24 166 BONITA STREET APPLICATION This application was filed on October 6, 1976 by the American National Red Cross and requests a conditional use permit to continue operation of its facility at 166 Bonita Street (the southwest corner of Bonita and Second). LAND USE AND ZONING The subject site is zoned R-3 and developed with the Red Cross offices. Properties to the north, south, east and west are zoned R-3 and developed with mixed residential uses. (See the attached Land Use and Zoning Map.) HISTORY The existing house was built in 1952. In June, 1964, the American Red Cross filed an application for a zone variance (V-64-11) which was approved by the City Council on August 18, 1964. A condition of this variance was that "the period of the variance be limited to five years and that such use shall thereupon cease...unless prior to such time the property be reclassified to a zone permitting such use or the variance be duly extended." This application expired on August 18, 1969. In April of 1976, the Planning Department notified the Red Cross that their variance had expired and they would have to have an approved conditional use permit to continue the use of the facilities at this location. . . C.U.P 76-24 2 . PROPOSAL fu~D ANALYSIS The applicant is requesting to continue operation of the American Red Cross in their existing offices on Bonita Street. The subject site contains 15,200 square feet. It has 95 feet of frontage on Bonita Street and 160 feet of frontage on Second Avenue. The site contains a 1,792 square foot house and a 491 square foot garage. The garage is used mainly for storage. Parking for 13 cars is located south of the building. Code requires 8 spaces. These parking spaces are not clearly marked, and the lot should be cleaned of all weeds. The two trees located in the lot should be trimmed so that they don't interfere with vehicular circulation. Entrance to the parking area is from Second Avenue and the alley. There is one full-time employee. The Red Cross uses this site as headquarters for its Arcadia Branch. This building contains offices, sewing rooms, meeting room and storage rooms. The Planning Department does not believe the continued use of this site for Red Cross offices would be detrimental to the area or inconsistent with the General Plan. 4It. Pursuant to the provision of the California Environmental Quality Act, the Planning Department reviewed the proposed conditional use permit and determined that the proposal would not have a significant effect on the environment. A Negative Declaration has been prepared and filed for this project. The Planning Commission in its approval or denial of the proposed conditional use permit must make the determination that the proposed project would or would not have a substantial adverse impact on the environment. RECOMMENDATI ON The Planning Department recommends approval of C.U.P. 76-24 subject to the following conditions: I. That the parking area be cleared of all weeds and the trees trimmed so that they do not obstruct vehicular circulation. 2.
