RESOLUTION NO. 961 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA RECOMMENDING A ZONE CHANGE FROM C-O TO R-l 7,500 AT THE NORTH- EAST CORNER OF LAS TUNAS DRIVE AND EL MONTE AVENUE. WHEREAS, the Planning Commission held a public hearing on October 26, 1976 for the purpose of considering changing the zone from c-o (Professional Office) to R-l 7,500 (Second One- Family) on the northeast corner of Las Tunas Drive and El Monte Avenue and 151 and 159 Las Tunas Drive, more particularly described as follows: Part of Lot 67, Santa Anita Colony, Book 42, page 87, M.R., and Lots 27 and 28, Tract 13540, Book 277, pages 11 and 12, of Maps, all in the City of Arcadia, County of Los Angeles, State of California, and recorded in the office of the Recorder of said County. WHEREAS, all interested persons were given full oppor- tunity to be heard and to present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS: SECTION 1. The subject area contains three lots zoned C-O. Two of the lots are developed with single-family dwellings and the third lot, located on t~e corner, is vacant. Property to the east is zoned C-O and developed with a preschool. Properties to the south are zoned C-l and developed with a bowling alley and neighborhood shopping center. Properties to the west and north are zoned R-l 12,500 and R-l 7,500, respectively, and developed with single-family dwellings. -1- 961 .. . . . . SECTION 2. The Planning Commission recommends to the City Council that the zoning on the above described properties be changed from c-o to R-l 7,500 with the exception of 151 and 159 Las Tunas Drive, which are to remain c-o. SECTION 3. That the Planning Commission finds that the proposed zone change would be consistent with the General Plan and that the public convenience, necessity and general welfare justify the above zone change. SECTION 4. The Secretary shall certify to the adoption of this resolution and shall cause a copy' to be forwarded to the City Council ofthel City of Arcadia. October 26, 1976 TO: FROM: PLANNING COMHISSION PLANNING DEPARTMENT SUBJECT: ZONE CHANGE Z-76-2 NORTH SIDE OF LAS TUNAS DRIVE BETWEEN EL MONTE AVENUE AND THE ARCADIA WASH APPLICATION The Planning Department has initiated proceedings for the consideration of rezoning the property at the northeast corner . of El Monte Avenue and Las Tunas Drive, and 151 and 159 Las . Tunas Drive. LAND USE M~D ZONING The subject area contains three lots zoned CoO (Professional Office). Two of the lots are developed with single-family dwellings and the third lot, located on the corner, is vacant. Properties to the east are separated from the subject area by the Arcadia Wash. These properties are zoned CoO and developed with a preschool, office uses and residential dwellings. Properties to the south across Las Tunas Drive are zoned C-I and developed with a bowling alley and neighborhood shopping center. Properties to the west and north are zoned R-I 12,500 and R-I 7,500, respectively, and developed with single-family dwellings. (See attached land use and zoning map.) HISTORY The subject area was zoned R-I in 1940. In 1949, the properties were rezoned to R-3. In 1957, the properties were rezoned to CoO & D (Ordinance 986). In 1965, the properties were rezoned to COO (Ordinance 1307). On September 21, 1976, the City Council approved a General Plan change for the subject area from Commercial to Single-Family Residential 0-6 dwelling units per acre. . . . ; '. Z-76-2 2 PROPOSAL AND ANALYSIS In order to provide for consistency between the General Plan designation and the zoning classification of the subject area, the Planning Department has initiated this zone change considera- tion to change the zone from CoO (Professional Office) to R-I (7,500 square feet). The proposed zone change classifica- tion is the same as the zone classification of the properties to the north and southwest and would facilitate the corner lot being subsequently divided into four separate parcels consistant with the aforementioned adjoining residential properties. Studies show that the traffic volume and noise levels are not significantly greater at this location.than for the residential properties west of the subject area. The Arcadia Wash, which is adjacent to the property at 151 Las Tunas, would serve as a natural boundary to the properties to the east zoned for professional office. The Planning ~epartment believes that there is adequate vacant commercial property in the City that is more appropriate for commercial development than the subject site. . Because of the dimensional characteristics of the existing and future potential residential lots within the subject area, the Planning Department believes that the R-l zone classification would provide for a more appropriate development than a more restrictive residential zone classification. Pursuant to the provision of the California Environmental Quality Act, the Planning Department reviewed the proposed zone change and determined that the proposal would not have a significant effect on the environment. A Negative Declaration has been prepared and filed for this application. The City Council in its approval or denial of the proposed zone change must make the determination that the proposed change would or would not have a substantial adverse impact on the environment. RECOMMENDATION The Planning Department recommends approval of Zone Change Z-76-2, a zone classification change of the subject area from CoO (Professional Office) to R-I (Second One Family).
