RESOLUTION NO. 956 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA GRANTING A CONDITIONAL USE PERMIT TO INSTALL TWO TEMPORARY MODULAR CLASSROOMS AT 5150 NORTH FAffi.A AVENUE. WHEREAS, on September 13, 1976, an application was filed by William A. Barbeau on behalf of the Boys' Christian League (Rio Hondo Preparatory School) to install two temporary modular classrooms, Planning Department Case No. C.U.P. 76-20, on the property commonly known as 5150 North Farna Avenue, more particularly described as follows: Parcel 025, Tract 3586, City of Arcadia, County of Los Angeles, State of California, as per Map Book 8571, page 11, more particularly described as follows: The western 2/3 of Rancho San Francisquito, M.R. 42, pages 93-94, commencing at Point D as described in Document No. 3908, 4-3-57, to Los Angeles County Flood Control District, thence per complete description in Assessor's record of Lot 17. WHEREAS, a public hearing was held on September 28, 1976 at which time all interested persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY RESOLVES AS FOLLOWS: SECTION 1. That the factual data submitted by the Plan- ning De~artment in the attached staff report is true and correct. SECTION 2. This Commission finds that: 1. The granting of a conditional use permit as herein- after provided will not be detrimental to the public health or welfare or injurious to the property or improvements in such zone -1- 956 * . . . . or vicinity. 2. The use applied for at the location indicated is properly one for which a conditional use permit is authorized. 3. The site for the proposed use is adequate in size and shape to accommodate said use, including all yards, parking, loading, landscaping and other features required to adjust said use with the land and uses in the neighborhood. 4. The site abuts streets and highways adequate in width and pavement type to carry the kind of traffic generated by the proposed use. 5. The granting of such conditional use permit will not adversely affect the General Plan. 6. The use applied for will not have a substantial adverse impact on the environment. SECTION 3. That for the foregoing reasons, subject to approval of the City Council, this Commission grants a conditional use permit to install two temporary modular classrooms upon the following conditions: 1. The proposed buildings shall comply with Building Division and Fire Department regulations. 2. The use of the temporary buildings shall terminate in 30 months from the date of approval. The applicant may request an extension at the end of the 30-month period. SECTION 4; The Secretary shall certify to the adoption of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. -2- 956 ~ . . . . September 28, 1976 TO: PLANNING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: C.U.P. 76-20 5150 NORTH FARNA AVENUE APPLICATION This application was filed on September 13, 1976 by William A. Barbeau on behalf of the Boys' Christian League (Rio Hondo Preparatory School) and requests a conditional use permit to install two temporary modular classrooms at the Boys' Christian League at 5150 North Farna Avenue. Lfu~D USE AND ZONING The subject site is partially located in the City of Arcadia and County of Los Angeles and zoned R-l. Properties to the north are unzoned and R-l and developed with the Arcadia 3-par golf course and single family dwellings. Properties to the east and south are unzoned and developed with the Peck Road Spreading Basin; properties to the west are zoned R-l and developed with single family dwellings. PROPOSAL AND ANALYSIS The applicant is proposing to install two modular classrooms containing 1,200 square feet and 240 square feet for a period of approximately 24 months while plans for permanent facilities are being prepared. The 1,200 square foot building will have four classrooms with ten children per classroom. The 240 square foot building will be used for a classroom for ten children. Approximately 50,298 square feet (1.15 acres) are located within the City of Arcadia. The classrooms will be located in this . . . . . C.U.P. 76-20 2 area adjacent to the northerly property line. The construction of these classrooms will eliminate a baseball diamond. The buildings comply with California State requirements for class- rooms. The Planning Department believes the use of these buildings for temporary classrooms is compatible with the area, however their use should be subject to a time limit. The Planning Department would recommend that these buildings be allowed for 30 months from date of approval of the conditional use permit. This would allow the school adequate time to prepare precise final plans for the permanent structures to be built within the City of Arcadia, obtain approval by both the City and County and building construction. Pursuant to the provision of the California Environmental Quality Act, the Planning Department reviewed the proposed conditional use permit and determined that the proposal would not have a significant effect on the environment. A Negative Declaration has been prepared and filed for this project. The Planning Commission in its approval ~r denial of the proposed conditional use permit must make the determination that the proposed project would or would not have a substantial adverse impact on the environment. RECOMMENDATION The Planning Department recommends approval of C.U.P. 76-20, subject to the following conditions: 1. Proposed buildings shall comply with Building Division and Fire Department regulations. 2. The use of the temporary buildings shall terminate ln 30 months from the date of approval. DONNA L.
