RESOLUTION NO. 950 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA GRANTING A CONDITIONAL USE PERMIT FOR THE CONTINUATION OF THE OPERATION OF A GIRL SCOUT MEETING HOUSE AT 590 SOUTH THIRD AVENUE. WHEREAS, on August 10, 1976, the Sierra Madres Girl Scout Council filed an application for the continued operation of a Girl Scout meeting house, Planning Department Case No. C.U.P. 76-16, on the property commonly known as 590 South Third Avenue, more particularly described as follows: The north 80 feet of the south 169.4 feet of the west 227.2 feet in Block 49, Santa Anita Tract, as recorded in Book 34, pages 41 and 42, M.R., in the office of the Recorder of Los Angeles County. WHEREAS, a public hearing was held on said matter on August 10, 1976, at which time all interested persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY RESOLVES AS FOLLOWS: SECTION 1. That the factual data submitted by the Planning Department in the attached staff report is true and correct. SECTION 2. This Commission finds that: 1. The granting of a conditional use permit as herein- after provided will not be detrimental to the public health or welfare or injurious to the 'property or improvements in such zone or vicinity. 2. The use applied for at the location indicated is -1- 950 . . . . properly one for which a conditional use permit is authorized. 3. The site for the proposed use is adequate in size and shape to accommodate said use, including all yards, parking, loading, landscaping and other features required to adjust said use with the land and uses in the neighborhood. 4. The site abuts streets and highways adequate in width and pavement type to carry the kind of traffic generated by the proposed use. 5. The granting of such conditional use permit will not adversely affect the General Plan. 6. The use applied for will not have a substantial adverse impact on the environment. SECTION 3. That for the foregoing reasons, subject to approval of the City Council, this Commission grants a conditional use permit for the continued operation of a Girl Scout meeting house upon the following conditions: I. That the property shall be improved and maintained in accordance with plans on file in the subject Case No. C.U.P. 76-16. 2. That the planter strip along the north property line and the 4-foot 7-inch parkway area be landscaped and well maintained. 3. That the parallel parking stalls be increased to 24 feet in length and that the parking in the rear area shall comply with a parking plan to be submitted to the Planning Department for its review and approval. That the, property be ,maintained in accordance with Arcadia Municipal Code Sections 9400-9410. 7. That outdoor activities be terminated by 10:00 p.m. 8. That the activities carried on either in the building or on the subject property be limited to only Girl Scout approved activities. SECTION 4. The Secretary shall certify to the adoption of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. August lO, 1976 TO: PLANNING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: c.U.P. 76-16 590 SOUTH THIRD AVENUE APPLICATION This application was filed on July 16, 1976 by the Sierra Madres Girl Scout Council and requests a conditional use permit to continue operation of the Girl Scout Meeting House at 590 South Third Avenue. Lfu~D USE fu~D ZONING The subject site is zoned R-2 and developed with a Girl Scout Meeting House. Properties to the north, south, east and west are zoned R-2 and developed with mixed residential uses. (See the attached Land Use and Zoning Map.) HISTORY A variance was granted by the City Council on September 7, 1954 for a Girl Scout Meeting House on the subject site (Resolution No, 2533). This use was conducted in an existing house which was remodeled in 1947. On May 6, 1958, the City Council granted V-75-9 (Resolution No. 3012), a variance to construct a new Girl Scout Meeting House, and in November 1961, the City Council approved a variance (V-61-ll, Resolution No. 3433) for the erection of a covered patio on said site. A condition of this resolution was that "this variance be granted for a lO-year period and at the end of the 10-year period this activity be relocated to a location where it will be more compatible with the surrounqing properties." This application expired on Novem- ber 10, 197~. . . . C.U.P. 76-16 2 PROPOSAL AND ANALYSIS The subject site contains 18,176 square feet. The meeting house has a floor area of approximately l,920 square feet which includes two meeting rooms, a kitchen, two storage rooms and two restrooms. A 792 square foot patio is located directly behind the house and a 982 square foot garage used for storage is at the rear of the property. Six marked parallel parking stalls aTe situated along the southerly side of the driveway. The driveway ranges in width from 24 feet to 26 feet. Five parking stalls are proposed in the paved area between the patio and the garage. The 5 parallel spaces are only 20 feet long in lieu of Z4 feet required and the driveway has a width of only 14 feet to 16 feet in lieu of 20 feet required. Staff does not believe the drive- way width creates a problem as it exceeds the minimum width of a normal traffic lane. Two boat tTailers are parked in the rear parking area. These should be removed from this area. . The grounds are in need of proper maintenance. Weeds are grow- ing along the northerly fence and in the paved areas and should be cleared. Landscaping should be placed along the nQrtherly fence. The parkway is dirt and should be landscaped. Paint on the garage is chipping and peeling. The lot is enclosed by a 4-foot chain link fence. The average attendance is 706 per month. There are 29 meetings held per month with an average of 7 adult groups and 22 childrens groups. Outdoor activity is terminated by 10:00 p.m. The applicant is requesting that overnight indoor campouts be allowed and the building be made available to "occasional use by nonprofit organizations with similar aims and policies as that of the Girl Scouts." The variance granted in 1961 by City Council Resolution No. 3433 had the following conditions: 1. That all outdoor activities. . . be terminated by 10:00 p.m. and that there be no overnight use of the premises at any time. . 2, That the activities carried on either in the building or on the subject property be limited to only Girl Scout activities. The Planning Department does not believe there are any problems with allowing indoor overnight activities. Because of limited . . C.U.P. 76-16 3 . on-site parking, staff does not believe the premises should be used other than for Girl Scout activities. The Planning Department does not believe the continued use of this site for a Girl Scout Meeting House would be detrimental to the area. Staff does feel, however, that the grounds should be properly maintained and that sufficient on-site parking should be provided. Pursuant to the provision of the California Environmental Quality Act, the Planning Department reviewed the proposed conditional use permit and determined that the proposal would not have a significant effect on the environment. A Negative Declaration has been prepared and filed for this project. The Planning Commission in its approval or denial of the proposed conditional use permit must make the determination that the proposed project would or would not have a substantial adverse impact on the environment, RECOMMENDATION The Planning Department recommends approval of C.U.P. 76-16 ~ subject to the following conditions: I.
