RESOLUTION NO. 948
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA RECOMMENDING APPROVAL
OF TEXT AMENDMENT 76-3 WHICH AMENDS PARKING
STANDARDS FOR THE COMMERCIAL AND INDUSTRIAL
ZONES.
WHEREAS, public hearings were held on May 11, June 8,
June 22, July 13 and July 27, all in 1976, to consider changes and
reorganization of the parking standards for commercial and
industrial zones; and
WHEREAS, input was solicited from the Fire Department,
the Public Works Department, the Planning Department, and the
Chamber of Commerce, and all interested persons were given full
opportunity to be heard and to present evidence;
NOW, THEREFORE, BE IT RESOLVED THAT THE PLANNING
COMMISSION OF THE CITY OF ARCADIA RECOMMENDS TO THE CITY COUNCIL
THE FOLLOWING:
SECTION I. That each Title 3 (parking requirements) of
Divisions 1, 2, 3, 6, 7 and 8 of Part 6, Chapter 2, Article IX
of the Arcadia Municipal Code be amended to read as follows:
PARKING REQUIREMENTS. Unless otherwise
indicated in this Division, parking facilities shall be provided
in accordance with the general parking regulations set forth in
Sections 9269.1 to 9269.15.

SECTION 2. That Title 3 {Parking Regulations)'of
Division 5, Part 6, Chapter 2, Article IX of the Arcadia Municipal
Code be amended to read as follows:
9265.3. PARKING REQUIREMENTS. Unless otherwise indi-
cated in this Division, parking facilities shall be provided
in accordance with the standards for commercial zones of the
General Parking Regulations set forth in Sections 9269.1 to
9269.15.
SECTION 3. That general parking regulations, Sections
9269.1 to 9269.15, be adopted to read as follows:

ZONING REGULATIONS
COMMERICAL AND INDUSTRIAL ZONES
GENERAL PARKING REGULATIONS
9269.1. GENERAL. The regulations set forth in this Divi-
sion shall apply in all commercial ana industrial zones'unless
otherwise provided in this Chapter.
9269.2. ADDITIONS. Structures which are enlarged in
area shall provide parking facilities in accordance with the
standards set forth herein.
9269.3. CHANGES IN USE. Whenever the existing use of
a structure or lot is changed to another use, parking facilities
shall be provided in accordance with the standards set forth
herein.

9269.4. MIXED USES. In the event that tWQ(2) or more
uses occupy the same building, lot or parcel of land, the total
requirements for off-street parking shall be the sum of the
requirements of the various uses computed separately.
9269.5. OFF-STREET PARKING REQUIREMENTS. No less than
the fOllowing number of off-street parking spaces shall be
provided and maintained for each of the following uses, except
those temporary reductions permitted by the Business Permit and
License Review Board for parking lot sales and for promotional
entertainment events.
When a fractional figure is found as a remainder in
computations made to determine the amount of required off-street
parking, such fraction shall be construed to be the next largest
. whole number.

9269.6. LOCATION. Required parking areas shall be
located on the same lot or site, or on a lot or site contiguous
thereto, or within one hundred fifty meters (150 m.) = (492') of
the building or land use which these facilities will serve. When
required off-street parking spaces are provided on a separate lot
from the main building or land use, there shall be recorded in the
office of the County Recorder a covenant in the form approved by th~
City Attorney that such owner or owners will continue to maintain
such parking space as long as said building or land use is main~
. tained.

9269.7. PARKING STALL AND AISLE DIMENSIONS.
A. COMMERCIAL ZONES. All parking areas in any commercial
zone shall be developed in accordance with the following table:

B. INDUSTRIAL ZONES. Each parking space shall be clearly
delineated with paint or other easily distinguishable material so
as to provide a parking area two hundred fourteen centimeters
(214 cm.) = (7') in width in between two marked islands forty-six
centimeters (46 cm.) = (1'6") in width.

9269.9 WHEEL STOPS.
A. COMMERCIAL ZONES. Wheel stops or a planter curb
shall be provided for each parking space and shall be set a minimum
of one meter (I m.) = (39") from the forward end of the parking
stalL Said wheel stops or planter curbs shall be fifteen
centimeters (15 cm.) = (6") high and shall be made of concrete or
other durable material subject to the approval of the Director of
Planning. If a planter curb is used as a wheel stop, the planted
area contained in the required parking space shall not be
considered as part of any required dimensions of landscaped buffers
and shall not be included in the percentage of the parking area
. required to be landscaped.

B. INDUSTRIAL ZONES. Wheel stops or a planter curb shall
be required where a parking ,space abuts a wall, building or adja-
cent property line. Said wheel stops or planter curbs shall be
fifteen centimeters (15 cm.) = (6") high, shall be made of con-
crete or other durable material subject to the approval of the
Planning Department, and shall be set a minimum of one meter (I m.) =
(39") from such wall, building or property line.
9269.10. LOADING REQUIREMENTS. On the same land there-
with, every building, structure or part thereof, erected or occupied
for a permitted use involving the receipt or distribution by
vehicles of materials or merchandise incidental to carrying on
such activity, shall be provided with a minimum off-street or
off-alley loading area of one (I) loading space for each nine
hundred twenty-nine square meters (929 sq. m.) = (10,000 sq. ft.)
of gross floor area. When a fractional figure is found as a
remainder in computations made to determine the amount of required
loading space, such fraction shall be considered to be the next
largest whole number. Each such loading space shall not be less
than three hundred five centimeters (305 cm.) = (10') wide by
seven hundred sixty centimeters (760 cm.) = (24'11") long with
adequate provision for egress and ingress.
9269.11. CIRCULATION. No parking space shall be so
arranged as to require the moving of any vehicle on the premises
in order to enter or leave any other parking space. This
provision shall not apply at such times as attendant parking is
provided. Painted directional signs shall be provided in each
aisle or driveway.

9269.12. DRIVEWAYS. All driveways shall be paved and
shall have a minimum vertical clearance of four hundred forty
centimeters (440 em.) = (14'5"). A driveway for one-way circula-
tion shall be a minimum of three hundred eighty centimeters (380 cm.) =
(12'6") in width. A driveway for two-way circulation shall be a
minimum of six hundred ten centimeters (610 cm.) = (20') in width.
No driveway shall be situated so as to create a blind intersection
which would hinder public safety.
9269.13. PARKING AREA LANDSCAPING AND WALLS.
A. COMMERCIAL, ZONES. A minimum of three percent (3%)
of a parking area shall be landscaped and maintained in accordance
with the landscape regulations set forth in Sections 9263.5.1 -
9263.5.2. A minimum of one (1) tree shall be provided and main-
tained in a parking area for every ten (10) parking spaces or any
fraction thereof. All unused space of reasonable size that results
from the design of the parking area shall be landscaped. A bermed
landscaped buffer not less than one hundred sixty centimeters
(160 cm.) = (5'3") in width and ninety centimeters (90 cm.) =
(35") in total height (measured at the top of the landscape
materials) shall be provided between parking areas and property
lines which are located between said parking areas and public
streets. A ninety centimeter (90 em.) = (35") high solid masonry
wall may be provided between landscaped buffers and parking areas
in lieu of the aforementioned berming of the landscaped buffer.
Where parking areas are within six hundred ten centimeters
(QIO cm.) = (20') of residentially zoned property, there shall be
a landscaped buffer not less than one hundred sixty centimeters

~ (160 cm.) = (5'3") in width adjacent to said parking area and a
solid masonry wall, one hundred eighty centimeters (180 cm.) =
(5'11") in height, erected between the landscaped buffer and the
residentially zoned property. Said wall shall be reduced to
ninety centimeters (90 cm.) = (35") in height within any front
yard setback.
B. INDUSTRIAL ZONES. A minimum of one (I) tree shall

be provided and maintained in a parking area for every ten (10)
parking spaces or any fraction thereof. All unused space of
reasonable size that results from the design of the parking area
shall be landscaped. A bermed landscaped buffer not less than
one hundred sixty centimeters (160 cm.) = (5'3") in width and
ninety centimeters (90 cm.) = (35") in total height (measured at
the top of the landscape materials) shall be provided between
parking areas and property lines which are located between said
parking areas and public streets. A ninety centimeter (90 cm.) =
(35") high solid masonry wall may be provided between landscaped
buffers and parking areas in lieu of the aforementioned berming of
the landscaped buffer. Where parking areas are within six hundred
ten centimeters (610 cm.) = (20') of residentially zoned property,
there shall be a landscaped buffer not less than one hundred sixty
centimeters (160 cm.) = (5'3") in width adjacent to said parking
area and a solid masonry wall, one hundred eighty centimeters
(180 cm.) = (5'11") in height, erected between the landscaped
buffer and the residentially zoned property. Said wall shall be
. reduced to ninety centimeters (90 cm.) = (35") in height within any
front yard setback.

9269.14. PAVING. All parking areas shall be paved with
a concrete or asphaltic surface to specifications and standards
on file in the office of the Department of Public Works.
9269.15. DRAINAGE. Drainage of a parking area shall
meet the approval of the Department of Public Works. Drainage
into a street shall be by means of a conduit beneath the parkway.
SECTION 4. The Planning Commission finds that the
public necessity, convenience, general welfare and good zoning
practice justify the above recommendation.
SECTION 5. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.

AMENDMENT TO PARKING STANDARDS IN
COMMERCIAL fu~D Mfu~UFAcTURING ZONES
At the Planning Commission's regular meeting of May 11, 1976
staff presented the draft of proposed changes to the parking
regulations. At that time staff was directed to explore the
possibility of condensing the parking regulations into one
division. Attached for your consideration is a draft of the
condensed parking regulations.

Since the meeting of May ll, 1976 staff has solicited input
from the Public Works Department, the Fire Department, and
the Chamber of Commerce. In commercial and industrial zones
the Public Works Department tries to obtain driveway aprons
25 feet in width. From a strictly engineering and safety
point of view, a Z5-foot wide minimum driveway is considered
desirable. A ZO-foot wide driveway apron is not sufficient for
smooth exiting and entering at the same time. However, there
have not been significant numbers of accidents at existing
narrow driveways.
Members of the Chamber of Commerce Board of Directors were con-
cerned that requiring a 25-foot driveway for a narrow lot
would be an unnecessary taking of valuable property, They
also questioned the durability of concrete wheel stops. Thtre
have been no other comments made by that body.
The Fire Department has no requirements in commercial and
industrial zones other than "paved access." Any established
minimum width is considered an improvement, The Fire Depart-
ment recommends that vertical clearance be increased to
14 feet 6 inches. This suggested change is not yet reflected
in the draft text,

The 25-foot minimum driveway width has been changed to 20 feet,
Other changes include the changing of the word "width" to
"length" under Columns F and G of the Parking Table and the
changing of the spacing figures under Column E of the same
table. The latter represents correction of an error rather
than a change in standards.

In each "General" section of the draft previously handed out,
the zone title should be changed to correspond to the subject
zone.
Driveway aprons are under the jurisdiction of the ,Public Works
Department and any change in standards should not be a part
of this text ame~dment.
Pursuant to the provisions of the California Environmental
Quality Act, the Planning Department reviewed the proposed
text amendment and determined that the proposal would not have
a significant effect on the environment. A Negative Declara-
tion has been prepared and filed for this text amendment.
The City Council in its approval or denial of the proposed
text amendment must make the determination that the proposed
text amendment would or would not have a substantial adverse
impact on the environment.
