RESOLUTION NO. 947
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA GRANTING A CONDITIONAL
USE PERMIT FOR CONTINUANCE OF A RIDING
STABLE AND RESIDENCE AT 11723 CLARK STREET.
WHEREAS, on June 28, 1976, william Jones filed an applica-
tion for continuance of riding stables and a residence, Planning
Department Case No. C.U.P. 76-13, on the property commonly known
as 11723 Clark Street, more particularly described as follows:
Lots 1101 to 1133, Lots 863 to 891, Lots 632 to 652,
Lots 395 to 410 in the Chicago Park Tract in the
City of Arcadia, County of Los Angeles, State of
California, as recorded in Miscellaneous Records,
Pages 30-100, in the office of the Recorder of said
County.

WHEREAS, public hearings were held on said matter on
July 13 and 27, 1976, at which time all interested persons were
given full opportunity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION I. That the factual data submitted by the Plan-
ning Department in the attached staff report is true and correct.
SECTION 2. This Commission finds that:
1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the property or improvements in said zone
or vicinity.
2. The use applied for at the location indicated is
~ properly one for which a conditional use permit is authorized.

3. The site for the proposed use is adequate in size
and shape to accommodate said use, including all yards, parking,
loading, landscaping and other features required to adjust said
use with the land and uses in the neighborhood.
4. The site abuts streets and highways adequate in width
and pavement type to carry the kind of traffic generated by the
proposed use.
5. The granting of such conditional use permit will not
adversely affect the General Plan.
6. The use applied for will not have a substantial
adverse impact on the environment.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional
use permit for continuance of riding stables and a residence upon
the following conditions:
I. The property shall be improved and maintained in
accordance with the plans which are on file in the subject Case
No. C.U.P. 76-13.
2. The applicant shall pay to the City for the water main
installation a sum of $2,692.95.
3. The driveway to the stables and parking area shall
be repaved.
4. The property shall be cleared of all debris.
5. Annual inspections shall be made by Building and
Safety Division, Fire Department and County Health Department to
ensure that the building and grounds do not become a safety and/or
health problem.

6. Fire protection shall be provided to the satisfaction
... of the Fire Chief within 90 days from approval hereof (November 17,
1976) or said conditional use permit shall automatically expire.
7. The following conditions from the Building Division
shall be complied with to the satisfaction of the Superintendent of
Building and Safety.
a. All exposed wiring which is frayed be replaced with safe
wiring.
b. Storage building directly north of main office/residence
shall be demolished.
c. Abandoned auto shall be removed from the property.
d. Weeds shall be removed from the property.

Council of the City of Arcadia.

SUBJECT: RESOLUTION 947
11723 CLARK STREET
Dear Council Members:
The Planning Commission at its meeting of August 10, 1976 voted
7 to 0 to adopt Resolution 947 granting a conditional use permit
for continuance of a riding stable and residence at 11723 Clark
Street.
Because this payment has been outstanding since 1971, staff
recommends that the City Council amend Condition 2 of Section 3
in the resolution to read:
"The applicant shall pay to the ci ty for the water main installa-
tion a sum of $2,692.95; payment to be made within thirty (30)
days from the date of approval of this resolution by the City
Council."
Resolution 947 and the staff report have been attached for your
consideration.

Department for c.U.P. 76-13, a request to continue a residential

The Planning Department recommends that the following be added
as conditions of approval for C.U,P. 76-13:
5. Fire protection shall be provided to the satisfaction
of the Fire Chief.
6, The following conditions from the Building Division
shall be complied with to the satisfaction of the
Superintendent of Building and Safety,
a. All exposed wiring which is frayed be replaced
with safe wiring.

Arcadia Stables
An inspection was conducted this date of the Arcadia Stables,
located at 11721 Clark Street, and the following items of
interest to the fire department were noted:
1. First aid fire appliances (fire extinguishers, small
pre-connected hoses, etc,) were noted to be in fair
to poor condition, and inadequate in number.
2. General yard condttions ranged from fair to good.
There are several groups of lumber and heavy timber
being stored; however, for the most part this material
was stacked and separated from buildings by an accept-
able distance, posing no threat to other property
should a fire start in anyone of them.
3. Buildings of interest tothe fire department were those
housing the hprses. There are four of these stables,
each approximately 20' x 300'. They are in two groups,
of two buildings in each group, both having a separation
of approximately lO' to l2' one from the other. At the
time of the inspection there were around eighty horses
being stabled in the four buildings. Condition of the
all wood structures appears to be fair to good, for the
purpose intended. Permanent wiring in these buildings
was not inspected at the time.
ConcluSl-ons:
Generally speaking, the most obvious problem with this occupancy
is the lack of adequate first aid fire appliances. If not promptly
controlled, a fire, regardless of how small at its start, will
quickly spread through the wood stables.
One of the first objectives of arriving fire units would be that
of freel-ng the horses still in the stables. Obviously, manpower
utilized for this purpose will come from the fire fighting crews,
and will result ina short handed operation during the first vital
minutes after arrival, In order to free the horses, a man would
necessarily have to travel down the ll' separation between buildings,
opening stall doors on each side of the separation, until he could

go no further because of fire. With horses coming out of the
stable walkway, incoming fire fighters dragging heavy hose
lines would experience additional hazards in the form of fleeing
animals.
Taking this potential into consideration, it is felt that the
occupancy should install the number and type of fire extinguishers
that will give reasonable protection from small incipient fires.
Consideration for the installation of several yard hydrants with
adequate supply lines is of prime importance also.
If a fire were to start late at night, and was not immediately
noticed, even the presence of first aid fire appliances would
be of no Use. Therefore, in conjunction with the updating of
the first aid fire appliances, it is recommended that a rate of
rise, heat detector fire alarm system be installed, with warning
bells located in the stable area and in the occupant's dwelling
nearby. This early warning device would allow quick notification
to the fire department, and 'fast utilization of fire extinguishers
and hand lines (in the case of a small fire) by the occupant.

APPLICATION
This application, filed on June 28, 1976 by William Jones,
requests a conditional use permit for continuance of a riding
stable and residence,
LAND USE AND ZONING
The subject site is zoned M-l and developed with the Arcadia
Stables and a residence. Properties to the north, south, east
and west are zoned M-l and consist of vacant lots and industrial
uses, (See the attached Land Use and Zoning Map.)
HISTORY
Prom 1954 to 1960, the subject site was a hog farm.
On December 6, 1960, the City Council adopted Resolution 3325
which granted a special permit for a riding academy for a
10-year period,
In October 1970, Keith Davidson, owner of Arcadia Stables,
applied for a conditional use permit (C.U,P. 70-15) requesting
the continued operation of the stables, On April 20, 1971,
the City Council approved the conditional use permit and
Resolution 717 for the riding academy for a 5-year period.
(This application expired April 20, 1976,)
PROPOSAL AND ANALYSIS
The applicant is requesting to continue the use of the existing
residence and stable.
The site contains approximately 7.88 acres and is developed with
a residence, stables, corrals, riding rings and other facilities
necessary for the operation of the riding stables.

The debris should be removed and annual inspections made by
the Building and Safety Division, Fire Department and Health
Department to ensure that the buildings and grounds do not
become a health and/or safety hazard.'
A condition of Planning Commission Resolution 717 (C.U.P. 70-15)
was that "The permittee shall pay to the City for the water
main installation in the sum of $3,728.70, which sum is computed
at the rate of $4,143 per front foot." This condition has not
been complied with. The Water Manager has recommended that
"any future permits should not be issued until payment has
been received."

Pursuant to the provision of the California Environmental Quality
Act, the Planning Department reviewed the proposed application
and determinated that the proposal would not have a significant
effect on the environment. A Negative Declaration has been
prepared and filed for this project.
The Planning Commission in its approval or denial of the
proposed conditional use permit must make the determination
that the proposed project would or would not have a substan-
tial adverse impact on the environment.
RECOMMENDATION
The Planning Department recommends approval of c.U.P. 76-13 with
the following conditions:
I. The applicant shall pay to the City for the water main
installation a sum of $3,728.70.
2. The driveway to the stables and parking area shall be repaved.
3. The property shall be cleared of all debris.
4. Annual inspections shall be made by Building and Safety
Division, Fire Department and County Health Department
to ensure that the building and grounds do not become a
safety and/or health problem.
