A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA GRANTING A CONDITIONAL
USE PERMIT FOR A PARKING LOT FOR THE EXPAN-
SION OF AN EXISTING CHURCH AT 9953 LAS TUNAS
DRIVE.
WHEREAS, on December 27, 1978 an application was filed
by the Temple City Church of the Nazarene for a parking lot for
the expansion of an existing church, Planning Department Case No.
C.U.P. 79-1, on the property commonly known as 9953 Las Tunas
Drive, more particularly described as follows:
A portion of Lot 10 of Tract No. 6561 in the City of Arcadia,
County of Los Angeles, as recorded in Map Book 72, pages 34
and 35, in the office of the Recorder of said County.
WHEREAS, a public hearing was held on January 23, 1979,
at which time all interested persons were given full opportunity
to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the
Planning Department in the attached report is true and correct.
SECTION 2. This Commission finds that:
1. The granting of conditional use permit as hereinafter
provtded will not be detrimental to the public health or welfare or
injurious to the property or improvements in such zone or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size
and shape to accommodate said use including all yards, parking,

~ loading, landscaping and other features required to adjust said
use with the land and uses in the neighborhood.
4. The site abuts streets and highways adequate in width
and pavement type to carry the kind of traffic generated by the
proposed use.
5. The granting of such conditional use permit will not
adversely affect the General Plan.
6. The use applied for will not have significant effect
on the environment.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional
use permit for a parking lot for the expansion of the Temple City
Church of the Nazarene upon the following conditons:
1. The property shall be improved and maintained in
accordance with the plans which are on file in the subject Case
No. C.U.P. 79-1 and applicable regulations of the Arcadia
Municipal Code.
2. That final plans be submitted to and approved by the
Planning Department.
3. That the parking area be developed on accordance with
commercial parking requirements set forth in the Arcadia Municipal
Code.

4. That C.U.P. 79-1 shall not take effect until the owner
and applicant have executed a form available at the Planning
Department indicating awareness and acceptance of the conditions
of approval.
SECTION 4. The secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the

ANALYSIS
.
The applicant proposes to develop a portion of the subject site
located within the City of Arcadia for additional church parking.
The church also proposes to construct a new 18,627 square foot
recreation room, ],.260 square feet of which will be located in the
City, while the remaining building area will be located in Temple
City. The church 'has received a conditional use permit from
Temple City (see attached staff report) for the proposed recreation
room. The City of Arcadia Building Division will inspect the
portion of the proposed building and parking area that will be
located within Arcadia.
The portion of the subject site located within Arcadia is zoned R-3
and requires an approved conditional use permit in order to allow
construction of the proposed parking area.
The preliminary parking plan showing 10 spaces does not comply with
Arcadia commercial parking standards.
Pursuant to the provisions of the California Environmental
Quality Act, the Planning Department has_prepared an initial
study for the proposed project. Said initial study did not
disclose any substantial or potentially substantial adverse
change in any of the physical conditions within the area affected
by the project including land, air, water, minerals, flora, fauna,
ambient noise, and objects of historical or aesthetic significance.
Therefore, a Negative Declaration has been prepared for this
project.
Before the Planning Commission takes action on this project, the
Commission should "move to approve and file the Negative Declara-
tion and find that the project will not have a significant effect
on the environment."
RECOMMENDATION
.
The ,Planning Department recommends approval of C.U.P. 79-1, subject
to the following conditions:
1. That final plans be submitted to and approved by the Planning
Oepartment.
2. That the parking area be developed on accordance with commercial
parking requirements set forth in the Arcadia Municipal Code.
3. That C.U.P. 79-1 shall not take effect until the owner and
applicant have executed a form available at the Planning
Department indicating awareness and acceptance of the
conditions of approval.

After taking action on this application, the Planning Commission
should direct staff to prepare a resolution for adoption at its
next meeting. The Planning Commission's action shall not be final
until adoption of the resolution. The appeal period for this
action commences at the time the Commission adopts the resolution.

APPLICANT'S PROPOSAL: To construct a multi-purpose building as part of
a program to provide improved church and social activities.
APPLICANT'S STATID,mNTS:

1. That the site for the proposed use is adequate in size, shape, topo-
graphy and circumstances:
"A church and Sunday school are already in existence."
2. That the site has sufficient access to streets and highways, adequate
in width and pavement type to carry the quantity and quality of traffic
generated by the proposed use:
"Access to the church facilities is provided off Baldwin and Las Tunas
(primary roads)."
3. That the proposed use will not have an adverse effect upon the use,
enjoyment or valuation of adjacent property or upon the public welfare:
"The subject property has been used for religious and educational pur-
poses since 1945."
THE PLOT PLAN MARKED EXHIBIT "A" shows existing and proposed development.
The largest existing structure consists of a 360 fixed-seat sanctuary,
and second-story classrooms. Other structures include an office building,
a classroom building, and a building located south of the proposed re- '
creation building. Proposed is an 11,424 sq. ft. recreation building
which partially lies in the City of Arcadia. This new building would also
contain a 3,225 sq. ft. mezzanine and a 3,978 sq.ft.basement. The height
of the structure is 29 ft. There is a total of 88 parking spaces proposed,
including a new parking lot (35 spaces) at the northwest corner of Rowland
Avenue and Las Tunas Drive (Parking space dimensions do not ~onform to
City standards).
FACTUAL DATA:
1. The subject property is a 51,700 sq. ft. irregular parcel fronting
approximately 265 ft. on Las Tunas Drive and 230 ft. on Rowland Avenue.
There are additional 8,900 sq. ft. of the proposed area in the City of
Arcadia (facing Baldwin Avenue).
2. The area surrounding the subject property is developed with commercial
uses along Las Tunas Drive and Baldwin Avenue (in the City of Arcadia).
The properties to the north are developed with light multiple resi-
dential uses.

3. Zoning history: The subject property is currently zoned R-2, Light
Multiple residential, and C-2, General Commercial. Prior to incor-
poration it was zoned C-3, Unlimited Commercial and P, Parking.
4. Las Tunas Drive is a primary road 100 ft. wide with 70 ft. of pave-
ment at this location. Rowland Avenue is a 60 ft. wide local street
with 35 ft. of pavement. Curb and gutter are existing on both Las
Tunas Drive and Rowland Avenue. There are sidewalks existing along
Las Tunas Drive and for 180 ft. along Rowland Avenue.

3. That this conditional use permit shall not become effective until.
a portion of the subject property (Lots 13 and 14, Tract No. 6561)
has been certified by the Secretary of State to be officially annexed
to the City of Temple City; and
4. That a demolition permit shall be obtained to remove the existing
structures, as shown on the plot plan Exhibit "A", prior to the
issuance of a building permit; and
5. That the following public works improvements shall be accomplished:
(a) Remove and replace 42 lineal feet of curb on the east
side of Rowland Avenue, north of Las Tunas Drive, leav-
ing 20 ft. of depressed curb for a new driveway apron.
(b) Remove and replace +/- 48 lineal ft. of curb on the west
side of Rowland Avenue, north of Las Tunas Drive, leaving
20 ft, of depressed curb for a new driveway apron.
(c) Remove 25 ft, of full height curb and gutter on Las Tunas
Drive, west of Rowland Avenue, and replace with depressed
curb for a new apron.
(d) Construct 1,150 sq. ft. of full parkway width sidewalk and
driveway apron on the east side of Rowland Avenue, north of
Las Tunas Drive, leaving 3 tree wells.
(e) Construct 2,200 sq. ft. of sidewalk and driveway apron on
the west side of Rowland Avenue, north of Las Tunas Drive,
leaving 4 tree wells,
(f) Construct 450 sq. ft. of sidewalk and driveway apron on
Las Tunas Drive, west of Rowland, leaving 2 tree wells,
(g) Remove and replace 30 sq. ft. of sidewalk on Las Tunas
Drive, east of Rowland.
(h) Construct 1 parkway culvert on the east side of Rowland Ave-
nue, north of Las Tunas Drive, at the southwest corner of
the parkway lot,
(i) Construct 1 parkway culvert on the north side of Las Tunas
Drive, west of Rowland Avenue, at the south end of the
parking lot,
(j) Canstruct 1 parkway culvert on the north side of Las Tunas
Drive, east of Rowland, at the end of the driveway,
Ok) Plant 9 ficus nitida in the tree wells, per Department of
Parks & Recreation specifications.

That a bond, cash or time certificate,in an amount sufficient to.
guarantee the installation of the required public works impravements,
shall be deposited with the City; and
That all applicable City regulations shall be complied with; and

subject to the provisions af the resalution granting the canditianal
